Donn Carlo Buencamino Favis (born October 1, 1976) is a Filipino politician who has served as a member of the Marikina City Council for the second district since 2016, as a member of the National Unity Party.
An ally of Marikina Mayor Marcelino Teodoro, Favis returned to the city council in 2016 under his coalition and was re-elected in 2019 and 2022, winning as the topnotcher in his re-election bids. His tenure as a city councilor was defined by his role in passing legislation and carrying out engagements on behalf of the local government. In 2025, the Office of the Ombudsman suspended Favis along with Teodoro's administration for alleged misuse of funds.
Favis ran in the 2025 Philippine House of Representatives elections to represent Marikina's second district in the lower house. He lost to Miro Quimbo in a landslide.

In 2010, Favis sought election to the House of Representatives in Marikina's second district, as a member of Bagumbayan–VNP. He received 16.24% of the vote and lost to former Pag-IBIG Fund deputy chief executive officer Miro Quimbo.
Favis was elected to the Marikina City Council in 2016. He was re-elected in 2019 and 2022, both times allying with the incumbent mayor Marcelino Teodoro. [2] [3]
In August 2019, Favis authored two ordinances aiming to decongest traffic in Marikina. [4] One sought to assert public ownership of roads by dismantling private subdivisions' gates to open alternate routes within the gated community for non-residents. [4] The other ordinance, known as the No Garage, No Building Permit Ordinance of 2019, mandated that planned structures include a permanent parking space. [4] The former ordinance faced pushback from homeowners, whereas the latter was passed into law. [5]
Following the onslaught of Typhoon Ulysses in Marikina in 2020, Favis and fellow councilor Angel Nuñez accepted donations from the Trulaboratories Corporation on behalf of the city government. [6] In 2024, Favis sponsored a resolution to form a special economic zone for the Armscor headquarters in Fortune. [7] [8]
On March 26, 2025, the Office of the Ombudsman suspended Favis alongside Teodoro and the councilors aligned with the latter in response to a complaint alleging the misuse of PhilHealth funds in a 2024 budgetary ordinance. [9] [10] His camp deemed the suspension politically motivated, condemning the suspension as "a broader effort to derail" his coalition's campaign. [11] [12]
Favis will seek election to the House of Representatives in Marikina's second district under the National Unity Party as part of the administration Team Marikina City slate. [13] In a rematch of the 2010 race, he will face former representative Miro Quimbo in the contest. [14]
