James Day, an El Paso historian, said that downtown's main business area was originally centered between Second Street and San Francisco Street. At a later point,[ when? ] the main business area was centered on Stanton Street and Santa Fe. In the late 1800s, most of the white American residents lived to the north of the non-white areas, living in brick residences along Magoffin, Myrtle, and San Antonio streets. Hispanic American residents lived in an area called Chihuahuita ("little Chihuahua"), which was located south of Santa Fe and west of Second.
Several African Americans and around 300 Chinese Americans also lived in Chihuahuita. Many of the Chinese Americans built railroads in the El Paso area. [1] El Segundo Barrio is another historic neighborhood in the downtown area. [2]
The Texas Eighth Court of Appeals is located in downtown El Paso. [3] The United States District Court for the Western District of Texas, sitting in El Paso, is located in downtown. The years 2011–2012 mark the first survey–census ever conducted for Downtown El Paso, which identified key demographics and now benchmarks to move downtown revitalization forward.

El Paso Independent School District provides K-12 educational services. It has its headquarters in Downtown, moving there in 2021. [7] The headquarters were previously on the grounds of El Paso International Airport. [8]

Virtually all of the northern half of the Andress attendance zone, that is, north of Loma Real Avenue, is undeveloped land, most of it slated for future residential development. A new high school, as yet unnamed, which will serve what is now the portion of the Andress attendance zone north of the Patriot Freeway to the New Mexico state line, is in the planning stages, and was originally slated to be built using funding from a 2007 bond issue; however, in 2014 it was decided by the EPISD board of managers that development of the area did not yet justify a new high school and the funds set aside for its construction were reallocated. The money allocated went to Franklin High School.

It has also suffered through extreme poverty in its history. It is currently on the Most Endangered Historic Places list as compiled by the National Trust for Historic Preservation. It is located on the border of the Rio Grande at the Mexico–United States border. For most of the twentieth century, the name Chihuahuita was used to refer to all of southern El Paso, often including El Segundo Barrio. In 1991, Chihuahuita was designated as a historic district by the city of El Paso.
Duranguito is an historic neighborhood in El Paso, Texas. It is located in the greater Union Plaza district and is located on the south side of Downtown El Paso near the neighborhoods of El Segundo Barrio and Chihuahuita. It is considered to be one of the oldest neighborhoods in El Paso, and it officially became an organized residential area in 1859. The neighborhood houses a number a historic buildings, the oldest dating back to 1879. It is often considered to be the birthplace of the city of El Paso.
