Duane C. Butcher

Duane Clemens Butcher (born 1965) is a retired American diplomat who last served as the Executive Director of the Bureau of African Affairs at the Department of State. Immediately prior, he served as the Director of the Office of Overseas Employment, and before that as the Director of the Office of Planning and Administration. Butcher served as Chargé d'affaires at U.S. Embassy Bucharest from December 2012 to July 2014 and as the Deputy Chief of Mission from August 2011 to July 2012. He also served as Chargé d'affaires at the U.S. Embassy in Tashkent, Uzbekistan from July 2010 to June 2011.

Personal life and education

The son of a U.S. diplomat, Butcher was born in Ankara, Turkey. He attended international schools in Germany, Saudi Arabia, and Sweden, graduating from high school at the American International School of Nairobi. He graduated from Carleton College in 1987 with a BA in history. Butcher is married and has two sons.

Career

Butcher began his diplomatic career in 1987 and is a career member of the Senior U.S. Foreign Service.

As Chargé d'affaires in Bucharest, Butcher has worked to strengthen bilateral relations [1] [2] across a wide range of issues, [3] promoting the rule of law and judicial independence, [4] advocating for U.S. companies [5] and an improved business climate, [6] and deepening military cooperation. [7] Butcher served as the chairman of the board of the American International School of Bucharest. Butcher received the National Order of the Star of Romania, the country's highest civil award, July 16, 2014. [8] The Bucharest School of Political Science and Administration awarded Butcher an honorary doctoral degree. [9]

Butcher served as Deputy Chief of Mission from June 2008 to July 2010 and Chargé d'affaires ad interim (CDA) from July 2010 to June 2011 in Tashkent, Uzbekistan. Prior to his service in Tashkent, DCM Butcher was Consul General in Hamburg, Germany from 2004 to 2007. Butcher served overseas as Management Counselor in Belgrade, Yugoslavia from 2001 to 2004; Administrative Officer in Bucharest, Romania from 2000 to 2001 and in Baku, Azerbaijan from 1994 to 1996; and as General Services Officer in Muscat, Oman from 1988 to 1990. In Washington, D.C., he served as Post Management Officer and Senior Post Management Officer for the newly independent states in the Executive Office of the Bureau of European Affairs (1996-1998). He has received U.S. State Department Superior Honor and Meritorious Honor awards.

The unification of Moldova and Romania is a popular concept in the two countries that began in the late 1980s, during the collapse of communism. He previously belonged to the National Union for the Progress of Romania (UNPR) and the Social Democratic Party (PSD), as well as to the People's Movement Party (PMP), which he led from 2021 to 2022. He sat in the Romanian Senate from 2004 to 2012, representing Constanța County from 2004 until 2008, and subsequently Bucharest. Dan Nica is a Romanian engineer and politician. A member of the Social Democratic Party (PSD), he has been a Member of the European Parliament since 2014. He held a seat in the Romanian Chamber of Deputies for Galați County from 1996 to 2014. Sorina Bucuraș, better known as Sorina-Luminița Plăcintă, is a Romanian engineer and politician. A member of the National Liberal Party and formerly of the Democratic Liberal Party (PD-L), she was a member of the Romanian Senate for Vrancea County from 2008 to 2012. In the Emil Boc cabinet, she was Minister of Youth and Sport from July to December 2009, and interim Minister-Delegate for Relations with Parliament from October to December 2009.

2014 Romanian presidential election

Presidential elections were held in Romania in 2014. In the first round on 2 November, the top two of the fourteen candidates qualified in a run-off on 16 November. Victor Ponta, Prime Minister and leader of the Social Democratic Party won around 40% of the vote, and Klaus Iohannis, mayor of Sibiu and leader of Christian Liberal Alliance, won around 30%. Following large protests on how Ponta's government organized the elections in the diaspora, Klaus Iohannis staged a surprising come-back and won the run-off with 54.5%, or more than a million votes than his contender.

2012–2015 unrest in Romania Protests against civil unfairity

The 2012–2015 unrest in Romania refers to a prolonged period of civil unrest and political scandals in Romania, which took magnitude after the second half of the 2000s. The wave of civil demonstrations started in January 2012, once with the introduction of a new health reform legislation. The protests were fueled by the austerity measures applied in May 2010, but also by the unpopularity of Băsescu-backed Boc government. The demonstrations were characterized by widespread rioting and acts of vandalism. The political situation precipitated, so Prime Minister Emil Boc decided to step down on 6 February 2012.

In addition, this grand coalition supports the incumbent Romanian President Klaus Iohannis as well, who, on his turn, praised the coalition for its activity in early 2022, stating that "the Romanian political class has shown democratic maturity".
