Earl Michael Williams (born February 28,1964) is a Dominican politician who was Leader of the Opposition in Dominica and political Leader of the United Workers' Party from 2007 to 2008.
Williams was educated at the Salisbury Government School and the Community High School. He completed his A-Levels at the Sixth Form College.
Williams then served as a teacher at various schools on the island and participated in sports as a coach and player. He was an active member of the Credit Union movement not only in Salisbury but on the Island as well as the Caribbean. He served both on the Supervisory Committee and the board of the Salisbury Co-operative Credit Union as Well as Treasurer of the Dominica Credit Union League Movement and twice was one of Dominicas Delegates at the Caribbean Conference of Credit Unions.
Williams was a member of the Young Freedom Movement,the youth arm of the Dominica Freedom Party which was important to the party's success. He was very active in his community,and he was rewarded for this when in the 1990 General Elections he was elected to Parliament for the Salisbury Constituency. By this time he was no longer associated with the Freedom Party and was now a member of the UWP.
The youngest ever parliamentarian on the island,he learned quickly and was a very vocal member of the opposition. In 1995 the UWP formed the government and Williams widened his margin of victory in the Salisbury (Barroui) Constituency,transforming it into a UWP stronghold. He was appointed Minister of Communications and Works and Housing. As a minister he was very instrumental in the liberalization of the telecoms market within the OECS states,by issuing a licence to telecoms provider Marpin Telecoms thereby opening up the sector for competition on the island. This decision had positive implications for the entire OECS since at that time there were plans on reforming the sector.
In the January 31,2000,General Elections Williams comfortably retained his seat. However,the UWP did not retain enough seats in the Parliament and they again returned to the opposition. Williams then decided that he would attend the University of the West Indies to study Law. This provoked some criticism from government supporters,but generally his constituents were not angered by his decision.
In the May 5,2005 Elections Williams again retained his seat by a wide margin,though his opponent did better than expected. The UWP put up a tough election campaign but they lost one seat in the parliament and remained in opposition. This second loss by the party evinced the need for a change of political leadership. Williams had become a very important member of the party,and he along with Julius Timothy were the main contenders for the leadership.
In October 2005,he was called to the bar and this enhanced his chances of becoming the party leader. In December 2005,Edison James stood down as political leader and Williams replaced him. His election alienated Julius Timothy,who as deputy leader under James thought he would have easily secured the leadership. This resulted in Timothy crossing the floor and joining the DLP government in September 2006.
In July 2007 Edison James resigned as leader of the opposition and Williams assumed that office.
In July 2008 Williams,in his capacity as an attorney,became embroiled in a controversy concerning a land deal. [1]
On July 30,2008,in light of the controversy and in the interest of the party,Williams announced his resignation as Leader of the Opposition and as party leader of the United Workers' Party. However,he stated that after consultation with his constituents,he was "duty bound to honour the wishes of the people of Salisbury constituency" and continue as their Member of Parliament. [2] [3] This came days after Williams led an opposition boycott of Prime Minister Roosevelt Skerrit's budget address to highlight allegations of corruption against Skerrit. [4]
The politics of Dominica takes place in a framework of a parliamentary representative democratic republic,whereby the Prime Minister of Dominica is the head of government,and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the House of Assembly. The Judiciary is independent of the executive and the legislature.
Politics of Saint Lucia takes place in the framework of an independent parliamentary democratic constitutional monarchy,with King Charles III as its head of state,represented by a Governor General,who acts on the advice of the prime minister and the cabinet. The prime minister is the leader of the majority party of the house,and the cabinet conducts affairs of state. The Governor General exercises basically ceremonial functions,but residual powers,under the constitution,can be used at the governor general's discretion. The actual power in St. Lucia lies with the prime minister and the cabinet,usually representing the majority party in parliament.
Roosevelt Skerrit is a Dominican politician who has been Prime Minister of Dominica since 2004;he has also been the Member of Parliament for the Vieille Case constituency since 2000. Regionally,he has served as the chairman of the Organisation of Eastern Caribbean States (OECS) and most recently as chairman of the Caribbean Community (CARICOM) in 2010. Skerrit is currently the longest-serving prime minister of Dominica.
The United Workers' Party is a centrist political party in Dominica. As of the 2022 general election,the party is not represented in the House of Assembly of Dominica,after boycotting the general election. The past Leader of the Opposition in the Assembly is Lennox Linton.
Edison Chenfil James is a Dominican politician who was the prime minister of Dominica from June 14,1995,to February 3,2000,as well as the member of parliament for the Marigot constituency from 1990. He graduated from the Dominica Grammar School. He has a BSc degree in botany from the University of East London,a MSc degree in biochemistry from the University of Reading and a post graduate diploma in crop protection technology from Imperial College. He worked in a number of local and regional institutions including the Caribbean Development Bank,but it was as manager of the Dominica Banana Marketing Company that he rose to prominence on the island. He was instrumental in resuscitating the island's critical banana industry which had been decimated by Hurricane David. James has been active in regional cricket as an administrator and was the manager of the Windward Islands cricket team and the Combined Islands cricket team. He is a member of the Rotary Club.
The House of Assembly is the legislature of Dominica. It is established by Chapter III of the Constitution of Dominica,and together with the President of Dominica constitutes Dominica's Parliament. The House is unicameral,and consists of twenty-one Representatives,nine senators,and the Attorney General as an ex officio member. The Speaker of the House becomes the thirty-second member if chosen from outside the membership of the House.
General elections were held in Dominica on 5 May 2005. The result was a victory for the ruling Dominica Labour Party,which won 12 of the 21 seats in the House of Assembly. The opposition United Workers' Party unsuccessfully made legal challenges to several of the constituency results.

Ronald Milner Green is a Dominican politician who has served as the head of the United Workers' Party (UWP). In that capacity,Green was also the Leader of the Opposition of Dominica from 2005 until 2009,when he lost his seat in the House of Assembly in the general election. Green is now serving in the Assembly as an appointed senator.
Julien Bentley Royer is a Dominican politician in the Dominica Labour Party and a former schoolteacher. He served briefly as a senator in the Dominica House of Assembly in 2010,and has twice been an unsuccessful candidate for an elected seat.
Hector John is a Dominican politician in the United Workers' Party (UWP). He was the Leader of the Opposition,from 2010 to 2014 and was the youngest ever to hold that position. He was first elected as a Representative to the House of Assembly in 2009.
A by-election was held on 9 July 2010 in Dominica,to fill two seats in the House of Assembly that were declared vacant. The contested seats were both won by significant margins by the incumbent candidates,who were members of the opposition United Workers' Party.
Norris Prevost is a Dominican politician in the United Workers' Party. He has served in the House of Assembly of Dominica since 1990.
General elections were held in Dominica on 8 December 2014 to elect the 21 members of the House of Assembly. Prime Minister Roosevelt Skerrit announced the election date on 5 November 2014 and Nomination Day was held on 19 November. Under Dominica's electoral system,the Prime Minister has the authority to call elections at any time and is only required to give a minimum of twenty-five days' notice.
Lennox Irving Linton is a Dominican politician in the United Workers' Party (UWP). He was first elected as the Representative for the Marigot constituency in the House of Assembly of Dominica on 8 December 2014. He served as Leader of the Opposition from 22 December 2014 until the 6 December 2022 snap general election and as Leader of UWP from 1st September 2013 until his resignation on 3 October 2022. He currently serves as President of the United Worker’s Party. He is a former journalist,radio presenter,party leader and corporate executive.
Doreen Paul was a Dominican banker who served in politics from 1990 to 2000. She was particularly involved,as the Minister of Health and Social Security,in the development of infrastructure improvement projects including health centers,sports complexes,roads and water systems.
General elections were held in Dominica on 6 December 2019. The elections were constitutionally due by March 2020,but had been widely expected to take place before the end of 2019. The result was a landslide victory for the ruling Dominica Labour Party,which won 18 of the 21 elected seats,gaining three seats. With the DLP winning a fifth consecutive election,DLP leader Roosevelt Skerrit remained Prime Minister.
General elections were held in Saint Lucia on 26 July 2021,having been constitutionally required by 12 October 2021. Voters elected all 17 members of the House of Assembly. The result was a victory for the opposition Saint Lucia Labour Party,which won 13 of the 17 seats in the House,while the ruling United Workers Party lost nine of its eleven seats,its worst result since 1997. It was the fourth consecutive election in which the incumbent government was defeated.
