Earle Courtenay Rattray (born October 21,1959) is a Jamaican diplomat who has been serving as the United Nations High Representative for the Least Developed Countries,Landlocked Developing Countries and Small Island Developing States since 2021. [1]
Rattray holds a Master of Arts degree from the Fletcher School of Law and Diplomacy at Tufts University,a Master of Arts in International Business from the London South Bank University and a Bachelor of Arts in International Studies from West Virginia Wesleyan College. He was awarded a Doctor of Humane Letters (Honoris Causa) by West Virginia Wesleyan College. [1]
Before he joined the foreign service,Rattray served as Executive Director of the Jamaica Marketing Company in London (1990–1997) and Director of Marketing and Promotions at the Jamaica National Export Corporation in Kingston (1987–1988). [1]
From 2013 until 2021,Rattray served as Jamaica's Permanent Representative to the Headquarters of the United Nations. [2] In this capacity,he chaired the United Nations General Assembly First Committee. [1] In December 2021,he was appointed Chef de Cabinet to the UN Secretary General António Guterres. [3]
Politics in Jamaica takes place in the framework of a representative parliamentary democratic constitutional monarchy. The Small Island Developing States (SIDS) are a grouping of developing countries which are small island countries and small states that tend to share similar sustainable development challenges. These include small but growing populations,limited resources,remoteness,susceptibility to natural disasters,vulnerability to external shocks,excessive dependence on international trade,and fragile environments. Their growth and development are also held back by high communication,energy and transportation costs,irregular international transport volumes,disproportionately expensive public administration and infrastructure due to their small size,and little to no opportunity to create economies of scale. They consist of some of the most vulnerable countries to anthropogenic climate change.

From 2005 to 2009 she was Tonga's permanent ambassador to the United Nations,and from 2017 to 2021 she was United Nations High Representative for the Least Developed Countries,Landlocked Developing Countries and Small Island Developing States. From 2021 to 2024 she was minister of foreign affairs.

She is married to Eduardo Baumgratz Viotti and has a son.

Lakshmi Murdeshwar Puri is a former assistant secretary-general at the United Nations and the former deputy executive director of UN Women. Prior to her 15-year stint at the United Nations,she served as an Indian diplomat for 28 years. From 1999 until 2002,she was India's Ambassador to Hungary,while also concurrently accredited to Bosnia and Herzegovina.
