Osiel Cárdenas Guillén is a Mexican drug lord and the former leader of the Gulf Cartel and Los Zetas. Originally a mechanic in Matamoros, Tamaulipas, he entered the cartel by killing Juan García Abrego's friend and competitor Salvador Gómez, after the former's arrest in 1996. As confrontations with rival groups heated up, Osiel Cárdenas sought and recruited over 30 deserters from the Grupo Aeromóvil de Fuerzas Especiales to form the cartel's armed wing. Los Zetas served as the hired private mercenary army of the Gulf Cartel.
The Tijuana Cartel or Arellano-Félix-Cartel is a Mexican drug cartel based in Tijuana, Baja California, Mexico. Founded by the Arellano-Félix family, the cartel once was described as "one of the biggest and most violent criminal groups in Mexico". However, since the 2006 Sinaloa Cartel incursion in Baja California and the fall of the Arellano-Félix brothers, the Tijuana Cartel has been reduced to a few cells. In 2016, the organization became known as Cartel Tijuana Nueva Generación and began to align itself under the Jalisco New Generation Cartel, along with Beltrán Leyva Organization (BLO) to create an anti-Sinaloa alliance, in which the Jalisco New Generation Cartel heads. This alliance has since dwindled as the Tijuana, Jalisco New Generation, and Sinaloa cartels all now battle each other for trafficking influence in the city of Tijuana and the region of Baja California.
Ismael Mario Zambada García is a Mexican drug lord, co-founder and current top leader of the Sinaloa Cartel, an international crime syndicate based in Sinaloa. Before he assumed leadership of the entire cartel, he allegedly served as the logistical coordinator for its Guzmán-Zambada organization, which has overseen the trafficking of cocaine and heroin into Chicago and other US cities by aircraft, narcosubs, container ships, go-fast boats, fishing vessels, buses, rail cars, tractor trailers, and automobiles. As of early 2023, he has never been arrested or incarcerated and is the single last remaining fugitive of the List of Mexico's 37 most-wanted drug lords (2009).
Joaquín Archivaldo Guzmán Loera, commonly known as "El Chapo", is a Mexican former drug lord and a former leader within the Sinaloa Cartel, an international crime syndicate. He is considered to have been one of the most powerful drug traffickers in the world.
Crime is one of the most urgent concerns facing Mexico, as Mexican drug trafficking rings play a major role in the flow of cocaine, methamphetamine, fentanyl, heroin, and marijuana transiting between Latin America and the United States. Drug trafficking has led to corruption, which has had a deleterious effect on Mexico's Federal Representative Republic. Drug trafficking and organized crime have been a major source of violent crime. Drug cartels and gangs have also branched out to conduct alternative illegal activities for profit, including sex trafficking in Mexico. Some of the most increasingly violent states in Mexico in 2020 included Guanajuato, Zacatecas, Michoacán, Jalisco, and Querétaro. Some of the world's most violent cities are reportedly within the state of Guanajuato with extortion from criminal groups now being commonplace. The state of Zacatecas is said to be valuable to multiple organized crime groups for drug trafficking, specifically methamphetamine to the United States. As of 2021, Michoacán is experiencing increased instances of extortion and kidnapping due to a growing presence and escalation in the armed conflicts between CJNG and Cárteles Unidos on regions bordering the neighboring state of Jalisco. CJNG is also currently battling the Los Chapitos faction of the Sinaloa Cartel in the North Mexican region of Sonora.
The Mexican drug war is an ongoing asymmetric low-intensity conflict between the Mexican government and various drug trafficking syndicates, who variously fight amongst each other. When the Mexican military began to intervene in 2006, the government's main objective was to reduce drug-related violence. The Mexican government has asserted that their primary focus is dismantling the cartels, and preventing drug trafficking demand along with American functionaries. Therefore, the conflict has been described as a Mexican theater of the global war on drugs, as led by the United States federal government.
The Sinaloa Cartel, also known as the Guzmán-Zambada Organization, the Federation, the Blood Alliance, or the Pacific Cartel, is a large, international organized crime syndicate that specializes in illegal drug trafficking and money laundering. It was established in Mexico during the late 1980s as one of a various number of subordinate "plazas" operating under a predecessor organization known as the Guadalajara Cartel. It is currently headed by Ismael Zambada García and is based in the city of Culiacán, Sinaloa, with operations in many world regions but primarily in the Mexican states of Sinaloa, Baja California, Durango, Sonora, and Chihuahua. and presence in a number of other regions in Latin America as well as in cities across the U.S. The United States Intelligence Community generally considers the Sinaloa Cartel to be the largest and most powerful drug trafficking organization in the world, making it perhaps even more influential and capable than Pablo Escobar's infamous Medellín Cartel of Colombia was during its prime. According to the National Drug Intelligence Center and other sources within the U.S. the Sinaloa Cartel is primarily involved in the distribution of cocaine, heroin, methamphetamine, fentanyl, cannabis and MDMA.
Edgar Valdez Villarreal, also known as La Barbie, is a Mexican-American former drug lord and high-ranking lieutenant of the Beltrán Leyva Cartel. Valdez is serving a 49-year prison sentence at USP Coleman II in Florida.
Mara Salvatrucha, commonly known as MS-13, is an international criminal gang that originated in Los Angeles, California, in the 1980s. Originally, the gang was set up to protect Salvadoran immigrants from other gangs in the Los Angeles area. Over time, the gang grew into a more traditional criminal organization. MS-13 has a long time rivalry with the 18th Street gang.

The Beltrán Leyva Organization (BLO), also known as the Beltrán Leyva Cartel; Spanish: Cártel de los Beltrán Leyva (CBL), was a Mexican drug cartel and organized crime syndicate, formerly headed by the five Beltrán Leyva brothers: Marcos Arturo, Carlos, Alfredo, Mario Alberto, and Héctor. Founded as a Sinaloa Cartel, the Beltrán Leyva cartel was responsible for transportation and wholesaling of cocaine, heroin and marijuana. It controlled numerous drug trafficking corridors, and engaged in human smuggling, money laundering, extortion, kidnapping, murder and gun-running.
Alfredo Beltrán Leyva, commonly referred to by his alias El Mochomo, is a Mexican convicted drug lord and former leader of the Beltrán-Leyva Cartel, a drug trafficking organization. He was one of Mexico's most-wanted drug lords. Beltrán Leyva was responsible for smuggling multi-ton shipments of cocaine and methamphetamine to the United States from Mexico and South America between the 1990s and 2000s. He worked alongside his brothers Héctor, Carlos, and Arturo.
Carlos Alberto Arellano Félix is a Mexican medical doctor who is known for his illegal involvement in money laundering for the Tijuana Cartel. Carlos was born on the 20th of August in the year 1955 in the city of Culiacán, Sinaloa. Historian Paul Eiss states that Culiacán is the origin of modern drug trafficking and the home of Mexico's most powerful drug cartel. Carlos is currently working as a licensed surgeon. He finished his surgical training at the Universidad Autónoma de Guadalajara The Tijuana Cartel is an organisation that is notorious for being one of the most well-known drug trafficking groups in Mexico to smuggle goods into the United States. Carlos’ family is made up of seven brothers and four sisters who inherited the Arellano Felix Organisation from their godfather, Miguel Ángel Félix. Despite Carlos’ involvement in money laundering for the Tijuana Cartel, he is one of two brothers who remains free and is not wanted by the United States law enforcement.
Serafín Zambada Ortiz is an American convicted drug trafficker and high-ranking member of the Sinaloa Cartel, a criminal group based in Sinaloa. He is the son of Ismael "El Mayo" Zambada, top leader of the Sinaloa Cartel. He is married to Karime Ellameli Torres Acosta, the daughter of the late Manuel Torres Félix, another Sinaloa Cartel leader. Zambada Ortiz was active on social media, where he posted pictures of his extravagant lifestyle.

Several news sources ranked San Diego within the top twenty safest cities in the United States since 2010. In 2017, the crime rate in San Diego was the lowest it had ever been since 1959. Despite the city's low crime rate, San Diego is a major port in the international illegal drug trade, especially when it comes to methamphetamine and fentanyl, produced and trafficked largely by the Sinaloa Cartel. In the 1980s, the city was called the meth capital of the United States, and in the 2020s, the city and the larger region became a national epicenter of fentanyl trafficking. The city has also faced scandals from public officials over the decades, with several mayors being forced to resign.
Nemesio Rubén Oseguera Cervantes, commonly referred to by his alias El Mencho, is a Mexican drug lord and leader of the Jalisco New Generation Cartel (CJNG), an organized crime group based in Jalisco. He is the most-wanted person in Mexico and one of the most-wanted in the U.S. Both governments are offering up to Mexican $30 million and US $10 million, respectively, for information leading to his arrest.
Abigael González Valencia, commonly referred to by his alias El Cuini, is a Mexican suspected drug lord and former leader of the Jalisco New Generation Cartel (CJNG), a criminal group based in Jalisco. He was also the head of Los Cuinis, an organization allied to the CJNG. Along with his brother-in-law Nemesio Oseguera Cervantes, one of Mexico's most-wanted men, González Valencia reportedly coordinated international drug trafficking operations in the Americas, Europe, and Asia. He was also responsible for managing the financial operations of the CJNG and Los Cuinis.
Elvis González Valencia, commonly referred to by his alias El Elvis, is a Mexican suspected drug lord and high-ranking leader of the Jalisco New Generation Cartel (CJNG) and Los Cuinis, two allied criminal groups based in Jalisco. He was reportedly responsible for managing international drug trafficking operations and money laundering schemes under his brother Abigael González Valencia and brother-in-law Nemesio Oseguera Cervantes.
Adán Javier Medrano Rodríguez, also known as El Licenciado, was a Mexican convicted drug lord and former high-ranking member of the Gulf Cartel, a criminal group based in Tamaulipas, Mexico. He joined the cartel during the 1990s, and was a trusted enforcer of former kingpin Osiel Cárdenas Guillén. His roles in the cartel were managing drug shipments from Guatemala to Mexico, supervising murders ordered by Cárdenas, and coordinating cash transfers from the U.S. to Mexico.
Gilberto Lerma Plata is a Mexican former police chief and convicted drug lord. He began his career in 1993 as a police officer in the Tamaulipas State Police when his cousin Manuel Cavazos Lerma became Governor of Tamaulipas. Lerma Plata was eventually promoted to police commander in Reynosa and Miguel Alemán. In the late 1990s, while still working for the police, Lerma Plata joined the Gulf Cartel, a criminal group based in Tamaulipas, for whom he facilitated drug trafficking operations from Mexico to the US, coordinated cash smuggling operations, and aided in the procurement of firearms.
