Elijah Dickens Mushemeza (born 26 February 1964, in the Sheema District, Western Region of Uganda) is an academic, an author, and a practical politician. He is a professor of Political Science and Development Management at Ankole Western University; and a senior consultant at ACODE. Previously, he was the dean of Faculty of Business and Development Studies at Bishop Stuart University, Mbarara, Uganda. He is a visiting professor at Bishop Stuart University.
He earned a Bachelor of Arts degree in social sciences, a Master of Arts (MA) degree in development studies, and a Doctor of Philosophy degree in political science at Makerere University. He is a consultant on education, governance, poverty, politics, conflict, forced migration, security, oil and gas, and development issues generally in the Great Lakes region of Africa.
He was previously a coordinator of the MA programme in international relations and diplomatic studies in the Department of Political Science and Public Administration, Makerere University. He has taught at the Mbarara University of Science and Technology. Mushemeza is a past alternate executive committee member of the Council for the Development of Social Science Research in Africa. He has published widely in international journals. He is the editor of the Journal of Development Issues. Outside academia, Mushemeza is active in Ugandan politics. He was a member of the Constituent Assembly 1994-95 that debated, scrutinized, enacted, and promulgated the Constitution of Uganda, and a Member of Parliament of Uganda in 1996. He was a presidential advisor at the level of a senior Cabinet minister and the vice-chairperson of the Electoral Commission of the National Resistance Movement, the ruling party in Uganda (2010–2015).
In his book, The Politics and Empowerment of Banyarwanda Refugees in Uganda, 1959–2001, [1] Mushemeza explores how Banyarwanda refugees achieved reasonable levels of integration in Ugandan society because of demographic, social, economic, and cultural characteristics similar to that of the Ugandan population in the areas where they settled. If the Ugandan state had not "failed" in the late 1970s and 1980s, these refugees would perhaps have been naturalised. Although almost all the Hutu and the Tutsi refugees achieved meaningful levels of integration (as some were treated badly and abused with derogatory language), their leaders and some of the elites never gave up the dream of returning home. The opportunity to return eventually emerged in the context of civil war in Uganda (1981–86). Banyarwanda refugees joined the NRM/NRA struggle that enabled them to acquire political, diplomatic, and military skills, which they used effectively to achieve their empowerment ambitions.
Mushemeza has published widely in local and international journals including CODESRIA, ACODE [2] and CEWIGO. [3] He is also the Editor of the Journal of Development Issues.
Outside university, Mushemeza is active in Ugandan politics. He was a member of the Constituent Assembly (1994–95) that debated, scrutinised, enacted and promulgated the Constitution of Uganda, and a member of parliament of Uganda in 1996. He was formerly the Vice-Chairperson of the Electoral Commission of the National Resistance Movement, [4] the ruling party in Uganda.

Miria Rukoza Koburunga Matembe, LL.D (honoris causa) is a former member of the Pan-African Parliament from Uganda. While serving there, she was chairperson of the Committee on Rules, Privileges and Discipline a permanent committee of the parliament.
Urban Tibamanya is a Ugandan lawyer and politician. He was the State Minister for Urban Development in the Ugandan Cabinet from 2006 until 2011. Although the cabinet reshuffle of 2009 did not affect his cabinet post, the cabinet reshuffle of 27 May 2011 caused him to be replaced by Justine Lumumba Kasule. He also served as the elected Member of Parliament for Kashari County, Mbarara District, from 2006 until 2011. During the 2011 national election cycle, he lost to Wilberforce Rutashokwa Yaguma in the National Resistance Movement (NRM) political party primaries. He then ran as an Independent candidate, but still lost to Yaguma, who is the current incumbent MP for that constituency.
Jenipher Kacha Namuyangu, also Jennifer Namuyangu Byakatonda, but commonly referred to as Jennifer Namuyangu, is a Ugandan politician and environmentalist. She belongs to the National Resistance Movement political party. She is the Minister of State for Local Government in the Ugandan Cabinet. She was appointed to that position on 6 June 2016. She previously served as the Minister of State for Water Resources, from 1 June 2006 until 27 May 2011. In the Cabinet reshuffle on 27 May 2011, she was dropped from the cabinet and was replaced by Betty Bigombe. She also served as the elected Member of Parliament for Pallisa District Women's Representative, from 2001 until 2011. In 2010, Pallisa District was split into two, to create Kibuku District. Namuyangu contested for the parliamentary seat of Kibuku County, Kibuku District. She lost to Saleh Kamba by a wide margin.
Amelia Anne Kyambadde is a Ugandan Entrepreneur, Philanthropist, Politician, Eco-tourism enthusiast, Real Estate Developer, Trade Consultant and an advocate for the empowerment of women. She served as Minister for Trade, Industry and Cooperatives and a Member of Parliament for Mawokota North County from 2011 to 2021. Since July 2021, Amelia Kyambadde has been serving as the Senior Presidential Advisor on Industry to the President of the Republic of Uganda. She sits on the boards of several private companies including Fresh Handling Ltd – a major exporter of fresh commodities, Hexagon Global Ltd – an apex body for trading and real estate, Ensulo Haven (U) Ltd – an aquaculture and tourism project.
Mariam Najjemba Mbabaali, formerly known as Rosemary Najjemba Muyinda is a Ugandan politician. She served as the State Minister for Urban Planning in the Ugandan Cabinet from 15 August 2012, until 6 June 2016, when she was dropped from cabinet. In the cabinet, she replaced Justine Lumumba Kasule, who was appointed Government Chief Whip. Najjemba served as the elected Member of Parliament for Gomba County, Gomba District on the National Resistance Movement (NRM) political party ticket, for two consecutive terms, from 2006 until 2016.
Frank Kagyigyi Tumwebaze is a Ugandan educator and politician of the National Resistance Movement political party. He is the Minister of Agriculture, Animal Industry and Fisheries, effective 8 June 2021.

Richard Muhumuza Gafabusa is a Ugandan environmentalist, administrative lawyer and politician. He is the elected Member of Parliament for Bwamba County and a representative for NRM, the ruling political party in Uganda. He is a member of the Committee on Science and Technology, the Committee on Legal and Parliamentary Affairs and the NRM Parliamentary Caucus in the 10th Parliament of Uganda. In 2021 he was re elected into parliament. In the eleventh parliament, Gafabusa serves on the Committee on Trade, Tourism and Industry.
Rosemary Bikaako Tumusiime is a Ugandan marketing professional, public administrator, feminist and politician. She is the elected Member of Parliament for Entebbe Municipality and is a representative for NRM, the ruling political party in Uganda. She is the first female representative for the constituency in over three decades and succeeded Muhammad Kawuma who served for two consecutive terms from 2006 to 2016. In the 10th Parliament, she serves as a member of the Committee on Equal Opportunities and the Committee on Presidential Affairs. She is also a member of the NRM Parliamentary Caucus, the Buganda Parliamentary Caucusand the treasurer of the Network for African Women Ministers and Parliamentarians (NAWMP).
Lawrence Cherop Mangusho is a Ugandan public administrator, farmer and politician.
