Eliot A. Jardines was the first Assistant Deputy Director of National Intelligence for Open Source (ADDNI/OS) in the United States. [1]
Born in New York City to a Cuban father and Costa Rican mother, Jardines is fluent in Spanish and was raised in Fairfield, Connecticut. As a teenager, he achieved the rank of Eagle Scout (Boy Scouts of America). [2] He is a graduate of the University of New Mexico with a dual degree in political science and Latin American studies. He received a Master of Arts degree in international studies from the University of Connecticut and a Master of Science in Strategic Intelligence degree from the Joint Military Intelligence College. He is currently pursuing a doctorate in Executive Leadership at George Washington University. [3]
Jardines served in military intelligence assignments overseas and in the United States in both the active Army and the Army Reserve. He got his start in open source intelligence as a member of the US Army's 434th Military Intelligence Detachment (Strategic), which was affiliated with Yale University and commanded by then Colonel Rob Simmons, a former Connecticut Congressman. According to press reports, Jardines ran OSINT efforts at the 66th Military Intelligence Group in Augsburg, Germany. [4]
Mr. Jardines was the founder and president of Open Source Publishing, Inc., a privately held firm providing open source intelligence support to the public and private sectors. [5] The firm was acquired by Radiance Technologies, Inc., where he served as the director of the Radiance Open Source Intelligence Division. [6]
Assuming his position on 5 December 2005, he was responsible for developing strategic direction, establishing policy and managing fiscal resources for open source exploitation as well as document and media exploitation for the Office of the Director of National Intelligence (ODNI).
He is notable as the foremost U.S. federal government authority with respect to Open source intelligence, for establishing the National Open Source Enterprise [7] and for authoring ICD301. [8] According to an intelligence blogger, Jardines was a contender for the CIA Director position when Porter Goss resigned.
Jardines returned to the private sector as the Chief Knowledge Officer of CENTRA Technology, Inc. in April 2008. He currently serves on the Loudoun County Criminal Justice Board, Clarke County Sheriff's Office Advisory Council, and the Shenandoah University Business School Advisory Board. [2]
The National Geospatial-Intelligence Agency (NGA) is a combat support agency within the United States Department of Defense whose primary mission is collecting, analyzing, and distributing geospatial intelligence (GEOINT) in support of national security. Initially known as the National Imagery and Mapping Agency (NIMA) from 1996 to 2003, it is a member of the United States Intelligence Community.
Open source intelligence (OSINT) is the collection and analysis of data gathered from open sources to produce actionable intelligence. OSINT is primarily used in national security, law enforcement, and business intelligence functions and is of value to analysts who use non-sensitive intelligence in answering classified, unclassified, or proprietary intelligence requirements across the previous intelligence disciplines.

J. Michael "Mike" McConnell is a former vice admiral in the United States Navy. He served as Director of the National Security Agency from 1992 to 1996 and as the United States Director of National Intelligence from February 2007 to January 2009 during the Bush administration and first week of the Obama administration. As of January 2024, he is the Vice Chairman at Booz Allen Hamilton.

Dennis Cutler Blair is the former United States Director of National Intelligence and a retired United States Navy admiral who was the commander of U.S. forces in the Pacific region. Blair was a career officer in the U.S. Navy and served in the White House during the presidencies of both Jimmy Carter and Ronald Reagan. Blair retired from the Navy in 2002 as an Admiral. In 2009, Blair was selected as President Barack Obama’s first Director of National Intelligence, but after a series of bureaucratic battles, he resigned on May 20, 2010.

The under secretary is appointed as a civilian by the president and confirmed by the Senate to serve at the pleasure of the president.
The Open Source Enterprise (OSE) is a United States Government organization dedicated to open-source intelligence. Initially part of the Office of the Director of National Intelligence, it is now part of the Directorate of Digital Innovation at the Central Intelligence Agency (CIA). Former iterations of the organization were the Open Source Center (OSC) and the Foreign Broadcast Information Service (FBIS).
Intellipedia is an online system for collaborative data sharing used by the United States Intelligence Community (IC). It was established as a pilot project in late 2005 and formally announced in April 2006. Intellipedia consists of three wikis running on the separate JWICS (Intellipedia-TS), SIPRNet (Intellipedia-S), and DNI-U (Intellipedia-U) networks. The levels of classification allowed for information on the three wikis are Top Secret Sensitive Compartmented Information, Secret (S), and Sensitive But Unclassified information, respectively. Each of the wikis is used by individuals with appropriate clearances from the 18 agencies of the US intelligence community and other national-security related organizations, including Combatant Commands and other federal departments. The wikis are not open to the public.

In the United States the Associate Director of National Intelligence and Chief Information Officer is charged with directing and managing activities relating to information technology for the Intelligence Community (IC) and the Office of the Director of National Intelligence (ODNI). The IC CIO reports directly to the Director of National Intelligence (DNI). As of January 24, 2022, Dr. Adele Merritt has assumed duties as the IC Chief Information Officer.
Daniel S. Butler is the second Assistant Deputy Director of National Intelligence for Open Source (ADDNI/OS). As such, he is responsible for developing strategic direction, establishing policy and managing fiscal resources for open source exploitation as well as document and media exploitation for the Office of the Director of National Intelligence (ODNI).
Dawn Eilenberger became the Deputy Director of National Intelligence in April 2017. Previously she was the Assistant Director of National Intelligence for Policy & Strategy, Office of the Director of National Intelligence (ODNI). In this role, she oversees the formulation and implementation of Intelligence community (IC)-wide policy and strategy on the full range of intelligence issues, including collection, analysis, requirements, management and information sharing, and provides leadership for ODNI and IC initiatives on information sharing and the closure and disposition of detainees at the Guantanamo Bay detention camp.
John Bradley Sherman is an American intelligence official who has served as the Chief Information Officer at the Department of Defense since December 17, 2021. Prior to that, he served from June 2020 to January 2021 as the Principal Deputy DOD Chief Information Officer. Between 2017 and 2020 he served as Associate Director and Chief Information Officer of the Intelligence Community (IC) at the Office of the Director of National Intelligence.
Andrew Paul Hallman is an American intelligence official who served as acting Principal Executive in the Office of the Director of National Intelligence from October 2019 to February 2020. He previously served in the CIA as head of digital innovation.
Lora Shiao is an American intelligence officer serving as the chief operating officer of the Office of the Director of National Intelligence. She served as the Acting Director of National Intelligence from January 20, 2021 to January 21, 2021.
The National Open Source-Intelligence Agency (NOSA) is a proposed 19th member of the United States Intelligence Community (IC) to be tasked with the collection and exploitation of open-source intelligence (OSINT). Creation of the agency would consolidate open source efforts from across the US government into a new functional manager for the open-source intelligence discipline, drawing resources from the Open Source Enterprise of the Central Intelligence Agency, the Open Source Integration Center (OSIC) of the Defense Intelligence Agency, the National Geospatial-Intelligence Agency, as well as other open source focused entities across the government.
