Hans Georg Conried Jr. was an American actor and comedian. He was known for providing the voices of George Darling and Captain Hook in Walt Disney's Peter Pan (1953), Snidely Whiplash in Jay Ward's Dudley Do-Right cartoons, Professor Waldo P. Wigglesworth in Ward's Hoppity Hooper cartoons, was host of Ward's live-action "Fractured Flickers" show and Professor Kropotkin on the radio and film versions of My Friend Irma. He also appeared as Uncle Tonoose on Danny Thomas' sitcom Make Room for Daddy, and twice on I Love Lucy.

J. Quincy Magoo, better known as Mr. Magoo, is a fictional cartoon character created at the UPA animation studio in 1949. Voiced by Jim Backus, Mr. Magoo is an elderly, wealthy, short-statured retiree who gets into a series of comical situations as a result of his extreme near-sightedness, compounded by his stubborn refusal to admit the problem. However, through uncanny streaks of luck, the situation always seems to work itself out for him, leaving him no worse than before. Bystanders consequently tend to think that he is a lunatic, rather than just being near-sighted. In later cartoons, he is also an actor, and generally a competent one, except for his visual impairment.

The film stars young Sofia Vassilieva as Eloise, a six-year-old girl who lives in the penthouse at the top of the Plaza Hotel in New York City. This story takes place immediately after the events of Eloise at the Plaza; Eloise receives a package full of spy equipment from her friend Leon, the supporting character in the previous film who did spy work with Eloise.

Elizabeth Noyes Hand was a singer and actress best known for dubbing two of Debbie Reynolds' numbers in the 1952 film Singin' in the Rain. Today, this is a well-known example of dubbing in a film musical: While Reynolds's character was the "ghost singer" dubbing for another character, her singing voice was actually dubbed by Noyes.

It is based on Browngardt's animated short of the same name from The Cartoonstitute. Uncle Grandpa is also a spin-off of Secret Mountain Fort Awesome, which was in turn a spin-off of The Cartoonstitute short. It was produced by Cartoon Network Studios.
