The foreign relations of the Philippines are administered by the President of the Philippines and the Department of Foreign Affairs. Philippine international affairs are influenced by ties to its Southeast Asian neighbors, China, the United States, and the Middle East.
As of April 2022, Vietnam maintains diplomatic relationships with 189 UN member states, State of Palestine and Sahrawi Arab Democratic Republic. In 2011 the Central Committee of the Communist Party of Vietnam, at the 11th National Congress of the Communist Party of Vietnam, released an official statement about Vietnam's foreign policy and a section of the statement stated: "Vietnam is a friend and reliable partner of all countries in the international community, actively taking part in international and regional cooperation processes. Deepen, stabilize and sustain established international relations. Develop relations with countries and territories in the world, as well as international organizations, while showing: respect for each other's independence; sovereignty and territorial integrity; non-interference in each other's international affairs; non-use or threat of force; settlement of disagreements and disputes by means of peaceful negotiations; mutual respect, equality and mutual benefit."
Israel–Vietnam relations refers to the bilateral relations between the State of Israel and the Socialist Republic of Vietnam. Vietnam and Israel established diplomatic relations on July 12, 1993, followed by Israel opening its resident embassy in Hanoi in December 1993. The current Vietnamese Ambassador to Israel is Lý Đức Trung, who has been assigned since April 2022. Ambassador Lý Đức Trung operates out of the Vietnamese embassy in Tel Aviv. The current Israeli Ambassador to Vietnam is Yaron Mayer, who has been assigned since August 2022. Ambassador Mayer operates out of the Israeli embassy in Hanoi.
The Philippines–Vietnam relations refers to the bilateral relations of the Republic of the Philippines and the Socialist Republic of Vietnam. Since the end of the Cold War, relations between the two countries have warmed significantly. Vietnam is sometimes referred to as the only communist military ally of the Philippines. Both nations have cooperated in the fields of education, tourism, agriculture, aquaculture, trade, and defense. Additionally, both nations have similar positions on the South China Sea issue, with Vietnam backing the Philippine victory in the ICC against China, and the Philippines backing to a certain extent the claim of Vietnam in the Paracels. Both nations have overlapping claims in the Spratlys, but have never made military confrontations as both view each other as diplomatic allies and ASEAN brethren.
Indonesia and Vietnam established diplomatic relations in 1955. Indonesia has an embassy in Hanoi. Vietnam has an embassy in Jakarta. Both are neighboring nations that have a maritime border which lies on the South China Sea and are members of ASEAN and APEC.
The North Korea–Philippines relations relates to the diplomatic relationship of the Democratic People's Republic of Korea and the Republic of the Philippines.
Jerril Galban Santos is the current Consul general at the Philippine Consulate General, Houston. Previously, he was the Chief of Mission of the Philippine Embassy in Vietnam which he assumed in 2009. He has been with the Department of Foreign Affairs since the 1980s and is a recipient of the Gawad Mabini, with a rank of Dakilang Kasugo (2007) and the Order of Sikatuna, with a rank of Datu (2009). He was among the Outstanding Fernandino Award honorees in 2012.
The Embassy of the Philippines in Warsaw is the diplomatic mission of the Republic of the Philippines to the Republic of Poland. It is located on ul. Stanisława Lentza 11 in the Wilanów district of south Warsaw, near the Wilanów Palace. Although the current embassy dates from 2009, the Philippines also maintained a previous resident embassy in Poland in the early 1990s.
The Embassy of the Philippines in London is the diplomatic mission of the Philippines in the United Kingdom. It is located on a cul-de-sac near Trafalgar Square. The Philippines also maintains a Trade Section at 1a Cumberland House, Kensington Court, South Kensington.
Singapore–Vietnam relations refer to the bilateral relations between the Republic of Singapore and the Socialist Republic of Vietnam. Singapore and Vietnam started the trade relations in the 19th century. Due to the anti-communist policy of Singapore, Singapore supported South Vietnam before the unification of Vietnam. Singapore also started formal diplomatic relations with North Vietnam on August 1, 1973. After the unification of Vietnam, Singapore started to improve its relations with the Socialist Republic of Vietnam. Relations worsened during the Cambodian–Vietnamese War, but have improved once more after the People's Army of Vietnam withdrawal from Cambodia.
The Embassy of the Philippines in Moscow is the diplomatic mission of the Republic of the Philippines to the Russian Federation. Occupied since 1978, it is located on 6/8 Karmanitskiy Lane in the Arbat District of central Moscow, a short walk from the headquarters of the Russian Ministry of Foreign Affairs, and near the former home of Alexander Pushkin and the residence of the Ambassador of the United States to Russia.
Luis Moreno Salcedo was a Filipino diplomat. In a career spanning four decades (1946-1985) he made important contributions to Philippine diplomacy and the Philippine foreign service. First, he served with distinction as Philippine Ambassador in the Americas, Asia and Europe. Second, he represented the Philippines in major international organizations, notably as Philippine Permanent Representative to the United Nations in New York in the early 1980s and earlier as Permanent Representative to UNESCO while posted in Paris. Third, he implemented the opening of Philippine diplomatic relations with socialist countries in Central and Eastern Europe. He was the first Filipino diplomat accredited as nonresident Ambassador to three of these countries, and subsequently became the first Philippine Ambassador to the Union of Soviet Socialist Republics. Fourth, he had a lasting impact on the practice of Philippine diplomacy. One reason was his commitment to service, reflected in his steadfast response to extreme or difficult circumstances, such as the attack on his residence in Saigon during the 1968 Tet Offensive. After his death the media was filled with "eulogies celebrating his life and work, his principles and patriotism". Another reason was his widely acknowledged expertise in the practice of diplomacy. For example, his book, A Guide to Protocol was the main reference for Filipino diplomats seeking to build the Philippine foreign service in the period after WWII. This book has continued to guide Philippine diplomatic practice decades after its publication.
The Embassy of the Philippines in Cairo is the diplomatic mission of the Republic of the Philippines to the Arab Republic of Egypt. Opened in 1960, it is currently located in the southern Maadi district of Cairo, near the Cairo American College.
The Embassy of the Philippines in Berlin is the diplomatic mission of the Republic of the Philippines to the Federal Republic of Germany. First opened in 1955 as the mission to West Germany, it is currently located in the Mitte locality of central Berlin, just beyond the periphery of the Reichstag complex and near the Charité.
The Embassy of the Philippines in Prague is the diplomatic mission of the Republic of the Philippines to the Czech Republic. Opened in 1997, it is located in the New Town quarter of central Prague, near the Jubilee Synagogue and the city's main railway station.
