Emma F. Bates was an educator and politician from North Dakota. She served as the fifth North Dakota Superintendent of Public Instruction from 1895 to 1896.
Emma F. Bates was born in Chautauqua,New York. She was the only child of Charles and Juliette Bates. [1] She attended school at Forestville,New York,taking courses in elocution and oratory. [2] After graduation,she worked as a private tutor before entering Allegheny College. Overwork brought on an illness which prevented her from completing college. [2] When her health improved,she became the department head of elocution and literature at the Seminary of Western Pennsylvania in Clarion. Later,she was elected superintendent of schools in Erie County and served as a high school principal in Clarion. [2]
In 1887,she moved to Dakota Territory and worked as an assistant to John Ogden at the Normal School in Milnor. [2] In 1890,she ran for superintendent of schools for Sargent County but was defeated. [1] In the early 1890s,she joined the faculty of the State Normal School in Valley City. [2] In 1892,she served as interim president of the Valley City Normal School and served in that role for a few months until a new president was hired. [3]
Bates was involved in several organizations in North Dakota. She lectured for the Women's Christian Temperance Union. [2] She was also heavily involved with the Order of the King's Daughters and Sons,North Dakota Women's Suffrage Association,and the National Education Association. [3]
Bates was described as intelligent,determined,deeply religious,and an accomplished public speaker. [2] [1] She received the nomination of North Dakota Superintendent of Public Instruction at the 1894 North Dakota Republican Convention in Grand Forks. [3] Bates campaigned vigorously and defeated Democratic incumbent Laura J. Eisenhuth in the 1894 election. [4] [5] During her time as state superintendent,she visited numerous school across the state and traveled over 26,000 miles in the process. [2]
Bates was defeated by John G. Halland for the nomination of state superintendent at the 1896 North Dakota Republican Convention in Grand Forks. [5] She continued to pursue reelection and ran as an independent. However,John G. Halland won the election. [6] It would be another twenty years before another women was elected state superintendent again.
After leaving office,she moved to California and studied Japanese. She lived in Japan for a year or two before moving back to California. She resided near Oakdale and died in 1921. [2]
Joseph McMurray Devine was an American politician who was the Governor of North Dakota from 1898 to 1899. He served as governor for less than one year as he finished the term after Governor Frank A. Briggs died in office.

Laura J. Kelly Eisenhuth was an educator and politician from North Dakota. When she was elected the state's superintendent of public instruction in 1892,she became the first woman in the United States to win an election for state office.

Women's suffrage began in North Dakota when it was still part of the Dakota Territory. During this time activists worked for women's suffrage,and in 1879,women gained the right to vote at school meetings. This was formalized in 1883 when the legislature passed a law where women would use separate ballots for their votes on school-related issues. When North Dakota was writing its state constitution,efforts were made to include equal suffrage for women,but women were only able to retain their right to vote for school issues. An abortive effort to provide equal suffrage happened in 1893,when the state legislature passed equal suffrage for women. However,the bill was "lost," never signed and eventually expunged from the record. Suffragists continued to hold conventions,raise awareness,and form organizations. The arrival of Sylvia Pankhurst in February 1912 stimulated the creation of more groups,including the statewide Votes for Women League. In 1914,there was a voter referendum on women's suffrage,but it did not pass. In 1917,limited suffrage bills for municipal and presidential suffrage were signed into law. On December 1,1919,North Dakota became the twentieth state to ratify the Nineteenth Amendment.
John Ogden was an American military officer,minister,veteran educator,and abolitionist. He served in the Union Army during the American Civil War,being captured in 1864 and held prisoner until the conflict ended. He became an education official with the Freedmen's Bureau in Tennessee and co-founded a school for African Americans,Fisk School,that preceded Fisk University. He also served as the third North Dakota Superintendent of Public Instruction in the early 1890s.
