The Finnish Education Evaluation Centre (FINEEC) is an independent government agency that evaluates education in Finland and the work of Finnish education providers from early childhood education to higher education. It also produces information for education policy decision-making and the development of education. FINEEC carries out audits of quality systems, evaluations of learning outcomes (in basic education and upper secondary education), and thematic and system evaluations. FINEEC also supports education providers and higher education institutions in matters pertaining to evaluation and quality management and also works to develop the evaluation of education. History

FINEEC began operating in May 2014 when the evaluation activities of the Finnish Higher Education Evaluation Council, the Finnish Education Evaluation Council and the Finnish National Board of Education were combined. [2]

It has been proposed that the Matriculation Examination Board and FINEEC should be incorporated into the new Finnish National Agency for Education in 2018. The two would nevertheless continue to operate as independent bodies. [4]

Organisation

FINEEC comprises the Evaluation Council, the Higher Education Evaluation Committee and three competence units: the General Education and Early Childhood Education Unit, the Vocational Education Unit, and the Higher Education and Liberal Adult Education Unit. FINEEC has a staff of about 50, with offices in Helsinki and Jyväskylä. [5]

FINEEC implements system and thematic evaluations, learning outcome evaluations and field-specific evaluations. [1]

Examples of evaluations carried out by FINEEC at different educational levels:

FINEEC is responsible for the evaluation of education provided by universities and universities of applied sciences in Finland. The three key evaluation types are the audits of higher education institutions' quality systems, thematic evaluations of the education system and accreditations of engineering degree programmes. Higher education institutions passing the audits carried out by FINEEC receive a quality label, which shows that the quality system used in the organisation in question is in accordance with European principles and recommendations, and that it also meets the national criteria for quality management in higher education institutions. [17] The quality label is valid for six years. [18]

Outcome-based education or outcomes-based education (OBE) is an educational theory that bases each part of an educational system around goals (outcomes). By the end of the educational experience, each student should have achieved the goal. Education in Scotland is provided in state schools, private schools and by individuals through homeschooling. Mandatory education in Scotland begins for children in Primary 1 (P1) at primary school and ends in Fourth Year (S4) at secondary school. Overall accountability and control of state–education in Scotland rests with the Scottish Government, and is overseen by its executive agency, Education Scotland, with additional responsibility for nursery schools being the joint responsibility of both Education Scotland and the Care Inspectorate. Scotland's private schools are overseen by the Scottish Council of Independent Schools. Children in Scotland sit mandatory National Standardised Assessments in Primary 1 (P1), Primary 4 (P4), Primary 7 (P7) at the end of primary school, and Third Year (S3) in secondary school, which assist in monitoring children's progress and providing diagnostic data information to support teachers' professional judgement.

Education in Mauritius is managed by the Ministry of Education & Human Resources, which controls the development and administration of state schools funded by government, but also has an advisory and supervisory role in respect of private schools. The Tertiary education is maintained by the Ministry of Tertiary Education, Science, Research and Technology. The government of Mauritius provides free education to its citizens from pre-primary to tertiary levels. Since July 2005, the government also introduced free transport for all students. Schooling is compulsory up to the age of 16. Mauritian students consistently rank top in the world each year for the Cambridge International O Level, International A and AS level examinations. The Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), (HKCAA) is a statutory body established under the HKCAAVQ Ordinance which came into effect on 1 October 2007.

The system of education in Iceland is divided in four levels: playschool, compulsory, upper secondary and higher, and is similar to that of other Nordic countries. The Commission for Academic Accreditation (CAA) is the national quality assurance and regulatory agency responsible for evaluation and accreditation of higher educational institutions and universities in the United Arab Emirates. Established in 2000, it comes under the country's Ministry of Education.

The European Network for Accreditation of Engineering Education (ENAEE) was established in 2006 as an organization to promote quality in engineering education across Europe and beyond. It is rooted in the Bologna process which aims to build the European Higher Education Area.
Membership of ENAEE is open to all bodies concerned with educational and professional standards in engineering. Such bodies may include accreditation and quality assurance agencies, professional organisations, associations of higher education institutions, employers' associations, and engineering student bodies and their associations.

TVE refers to all forms and levels of education which provide knowledge and skills related to occupations in various sectors of economic and social life through formal, non-formal and informal learning methods in both school-based and work-based learning contexts.To achieve its aims and purposes, TVE focuses on the learning and mastery of specialized techniques and the scientific principles underlying those techniques, as well as general knowledge, skills and values.

A qualifications framework is a formalized structure in which learning level descriptors and qualifications are used in order to understand learning outcomes. This allows for the ability to develop, assess and improve quality education in a number of contexts. Qualifications frameworks are typically found at the national, regional, and international level.
