The offshore patrol vessel is being built as per the agreement signed in Mauritius on March 4, 2011 between GRSE Kolkata and the Government of the Republic of Mauritius. The total contract value of the vessel is US$58.5 million. Of this amount, US$10 million will be a one-time grant from the Government of India and the remainder US$48.5 million will be extended under a Line of Credit through the EXIM Bank of India to the Government of Mauritius. [2]

Design and construction

As per the agreement, GRSE would design, construct and deliver the vessel in a stipulated time of 42 months from the date of signing the contract. The patrol vessel shall be 74.10 meters long, 11.4 meters wide, have a maximum speed of 20 knots, will displace 1350 tonnes and have an endurance of more than 5,000 nautical miles (9,300 kilometres). The ship will be fitted with state-of-the-art main engines, with an engine control and bridge system which will integrate all communication and navigation systems. The ship will be provided with improved habitability with fully air conditioned modular accommodation for a crew of 93. [1]

The vessel will be fitted with a close-range naval gun and an optical Fire Control System as well as advanced Global Maritime Distress and Safety System. The OPV will be able to carry a light helicopter, a rigid hull inflatable boat, a landing craft vehicle and a rubber inflatable boat. The OPV will enhance security in the Exclusive economic zone of Mauritius by carrying out anti-piracy, anti-smuggling and anti-narcotics operations. It will also perform logistic support operations including transportation of small detachment of personnel and conduct pollution response, external fire-fighting and helicopter operations. [1] [3]

GRSE laid down the keel of the patrol vessel at their main yard on 23 April 2012. [1]

A patrol boat is a relatively small naval vessel generally designed for coastal defence duties. There have been many designs for patrol boats. They may be operated by a nation's navy, coast guard, police force or customs and may be intended for marine or estuarine or river environments. They are commonly found engaged in various border protection roles, including anti-smuggling, anti-piracy, fisheries patrols, and immigration law enforcement. They are also often called upon to participate in rescue operations. Vessels of this type include the original yacht, a light, fast-sailing vessel used by the Dutch navy to pursue pirates and other transgressors around and into shallow waters.

The Arafura class is a multipurpose small warship class for the Royal Australian Navy (RAN). Initially proposed in the 2009 Defence White Paper and marked as procurement project SEA 1180, It was originally planned 20 OCVs would replace 26 vessels across four separate ship classes: the Armidale-class patrol boats, the Huon-class minehunters, the Leeuwin-class survey vessels, and the Paluma-class survey motor launches. Although having a common design, the ships would use a modular mission payload system to fulfill specific roles; primarily border patrol, mine warfare, and hydrographic survey. The 2013 Defence White Paper committed to the OPV project as a long-term goal, but opted in the short term for an accelerated procurement of an existing design to replace the Armidales, and life-extension refits for the other types. This resulted in the amount of OPV's being decreased to 12. However, 3 additional OPV's were recently promised by the Morrison Government to be built at WA's Henderson facility to replace the mine clearance and survey vessels currently in service. It is assumed these additional 3 vessels will be based on the Arafura class. Therefore, the total to be built in WA will be 13. 15 ships all together if the class in total should the Morrison Government deliver on the pre-election pledge.
