Gaspar da Silveira Martins (Cerro Largo Department,August 5,1835 - Montevideo,July 23,1901) was a Brazilian magistrate and politician. He was a provincial and general deputy,provincial president,minister of finance and senator of the Empire of Brazil from 1880 to 1889. [1]
Gaspar da Silveira Martins was a lawyer and politician who began his public life as a municipal judge in Rio de Janeiro between 1858 and 1859. Later,he was a member of parliament (provincial and general),senator,minister of finance,president of the Province of Rio Grande do Sul and state councillor. He was born in Uruguayan territory five years after the country gained its independence from the Empire of Brazil. At this time,the geographical limits between Uruguay and southern Brazil remained imprecise and were only defined in 1851. [1] [2]
Early in his career,Silveira Martins was an anti-monarchist and liberal who harshly criticized the conservative governments of the 1870s. However,with the political developments of the time and the division of national politics into monarchists and republicans,he joined the monarchists and some conservatives who advocated parliamentarianism. In 1862,he was elected provincial deputy for Rio Grande do Sul and in 1865 he founded the newspaper A Reforma in Porto Alegre,which was later transferred to Rio de Janeiro and became the official media of the federalists from Rio Grande do Sul. In 1872,he was deputy general,but resigned in 1873,a few months after taking over the Ministry of Finance because he didn't support a government bill to declare non-Catholic citizens ineligible. In 1880,he was elected senator and faced tough political competition with Júlio de Castilhos,his historic adversary. [3] [1]
In 1889,Marshal Deodoro,a friend of Pedro II,agreed to participate in the campaign to depose Afonso Celso,the Viscount of Ouro Preto. However,Benjamin Constant informed him that Silveira Martins,a dislike of Deodoro,would be chosen to succeed Afonso Celso. This event triggered the proclamation of the Republic,because Marshal Deodoro couldn't accept seeing an enemy,who pejoratively called him a sargentão,as prime minister. As a result,Deodoro agreed to sign the decree establishing the provisional republican government. [4] [5]
After the deposition of Pedro II,Silveira Martins went into exile in Europe. In 1892,Marshal Deodoro granted him amnesty and he returned to Brazil,where he soon became dissatisfied with the conduct of the republican rulers. Upon his arrival,he attended meetings with other Brazilians who wanted to restore the parliamentary monarchy in Brazil. In one of them,he unsuccessfully insisted that Pedro II return to the country after Marshal Deodoro closed the National Congress. Next,he proposed to Princess Isabel that she allow her eldest son,Pedro,Prince of Grão-Pará,to be acclaimed Pedro III. In response,Princess Isabel stated that "first and foremost,she was a Catholic and,as such,she could not leave the education of her son,whose soul she had to save,to the Brazilians". Outraged,Silveira Martins replied:"Then,madam,you are destined for the convent." [6] [7]
At a congress in Bagé,Silveira Martins proposed a constitutional reform and the implementation of parliamentarianism,in an effort to avoid an armed conflict;however,he was defeated. In 1893,the Federalist Revolution began between those who defended greater powers for the President of the Republic and those who supported the decentralization of power,with more involvement from the states. [8] In 1896,after the victory of Júlio de Castilhos,Silveira Martins organized a new congress of the Federalist Party,which continued to fight for parliamentarianism and a federal unitary state,in opposition to the 1891 Constitution. He gradually withdrew from political life and settled in the TacuarembóDepartment,Uruguay. He died in Montevideo,Uruguay,on July 23,1901 [7] [9] [1]
Paulo JoséPires Brandão,grandson of Conselheiro Antônio Ferreira Viana,met Silveira Martins at his grandfather's house. [10] In his book Vultos do Meu Caminho,he describes him as follows:
Tall,burly,with big glasses,an open white beard,very red skin. He didn't know how to speak softly,and even when he did,it was in the tone of a speech,and his clear,sonorous and strong voice invaded the room he was in,the corridors,the hall,the whole house,even across the street. He didn't speak into anyone's ear,he didn't tell secrets,nor did he have any,because his voice didn't allow for whispers,he didn't whisper:he tongued. [10]
Manuel Deodoro da Fonseca was a Brazilian politician and military officer who served as the first president of Brazil. He was born in Alagoas in a military family,followed a military career,and became a national figure. Fonseca took office as provisional president after heading a military coup that deposed Emperor Pedro II and established the First Brazilian Republic in 1889,disestablishing the Empire. After his election in 1891,he stepped down the same year under great political pressure when he dissolved the National Congress. He died less than a year later.
Floriano Vieira Peixoto,born in Ipioca,nicknamed the "Iron Marshal",was a Brazilian soldier and politician,a veteran of the Paraguayan War,and the second president of Brazil. He was the first vice president of Brazil to have succeeded the president mid-term.
The Ragamuffin War or Ragamuffin Revolution was a Republican uprising that began in southern Brazil,in the province of Rio Grande do Sul in 1835. The rebels were led by generals Bento Gonçalves da Silva and Antônio de Sousa Neto with the support of the Italian fighter Giuseppe Garibaldi. The war ended with an agreement between the two sides known as Green Poncho Treaty in 1845.

The Riograndense Republic,often called the Piratini Republic,was a de facto state that seceded from the Empire of Brazil and roughly coincided with the present state of Rio Grande do Sul. It was proclaimed on 11 September 1836 by general Antônio de Sousa Neto as a direct consequence of the victory obtained by gaúcho oligarchic forces at the Battle of Seival (1836) during the Ragamuffin War (1835–1845). It had a constitution adopted in 1843 and was recognised only by the United Kingdom,France,and Uruguay.

Augusto Pestana was a Brazilian engineer and politician. Born in Rio de Janeiro,Pestana moved in the late 1880s to Rio Grande do Sul,Brazil's southernmost state,where he would become a specialist in railroad engineering and public administration,as well as one of the main leaders of the Republican Party of Rio Grande do Sul (PRR).
DomPedro de Alcântara of Orléans-Braganza,Prince of Grão Pará was the first-born son of Dona Isabel,Princess Imperial of Brazil and Prince Gaston of Orléans,Count of Eu,and as such,was born second-in-line to the imperial throne of Brazil,during the reign of his grandfather,Emperor Dom Pedro II,until the empire's abolition. He went into exile in Europe with his mother when his grandfather was deposed in 1889,and grew up largely in France,at a family apartment in Boulogne-sur-Seine,and at his father's castle,the Château d'Eu in Normandy.
Bento Gonçalves da Silva was a Brazilian army officer,politician and rebel leader of the Riograndense Republic. He was the first President of the Riograndense Republic and,by all accounts,one of the most prominent figures in the history of Rio Grande do Sul.

The Federalist Revolution was a civil war that took place in southern Brazil between 1893 and 1895,fought by the federalists,opponents of Rio Grande do Sul state president,Júlio de Castilhos,seeking greater autonomy for the state,decentralization of power by the newly installed First Brazilian Republic and,arguably,the restoration of the monarchy.
Manuel Marques de Sousa,Count of Porto Alegre,nicknamed "the Gloved Centaur",was an army officer,politician and abolitionist of the Empire of Brazil. Born into a wealthy family of military background,Manuel Marques de Sousa joined the Portuguese Army in Brazil in 1817 when he was little more than a child. His military initiation occurred in the conquest of the Banda Oriental,which was annexed and became the southernmost Brazilian province of Cisplatina in 1821. For most of the 1820s,he was embroiled in the Brazilian effort to keep Cisplatina as part of its territory:first during the struggle for Brazilian independence and then in the Cisplatine War. It would ultimately prove a futile attempt,as Cisplatina successfully separated from Brazil to become the independent nation of Uruguay in 1828.
Manuel Luís Osório,Marquis of Erval was a Brazilian military officer,monarchist and politician. A member of the Imperial Army at the age of fifteen,he climbed all the posts of the military hierarchy of his time thanks to the soldier attributes that consecrated him as "The Legendary". He participated in the main military events of the late nineteenth century in the Río de la Plata region and is considered a hero of the Paraguayan War. He was declared patron of the Cavalry Branch of the Brazilian Army in 1962.
Pedro II of Brazil was the second and last emperor of Brazil. Despite his popularity among Brazilians,Pedro II was removed from his throne in 1889 after a 58-year reign. He was promptly exiled with his family. Despite his deposition,he did not make an attempt to regain power. He died in late 1891 while in Paris,France,after two years in exile.

Maragato is a name given in Brazil to the southerners who initiated the Federalist Revolution (1893-1895) in protest against the federal government. The conflict affected the entire southern region of the country.

The Battle of Campo Osório,also known as the Combat of Campo Osório,was fought on 24 June 1895 between federalist rebel forces and loyalist troops of the First Brazilian Republic,being the last battle of the Federalist Revolution.
