The Giffey senate was the state government of Berlin between 2021 and 2023, sworn in on 21 December 2021 after Franziska Giffey was elected as Governing Mayor of Berlin by the members of the Abgeordnetenhaus of Berlin. It was the 28th Senate of Berlin.
It was formed after the 2021 Berlin state election by the Social Democratic Party (SPD), Alliance 90/The Greens (GRÜNE), and The Left (LINKE). Excluding the Governing Mayor, the senate comprised ten ministers, called Senators. Three were members of the SPD, three were members of the Greens, three were members of the Left, and one was an independent politician (nominated by the SPD).
The Giffey senate was succeeded by the Wegner senate on 27 April 2023.
The previous Senate was a coalition government of the SPD, Left, and Greens led by Governing Mayor Michael Müller of the SPD. He announced that he would not seek another term in the 2021 state election, and federal minister Franziska Giffey was chosen as the SPD's lead candidate. [1]
The election took place on 26 September 2021, and resulted in no net change for the SPD, while the Greens improved from fourth to second place and the Left saw a minor decline. The SPD and Greens voiced their mutual desire to form a government together, and began to seek a third partner to reach a majority. Giffey favoured a coalition with the Free Democratic Party, while the Greens wanted to renew the outgoing government with The Left. [2] [3]
On 14 October, Giffey announced that the SPD and Greens would seek negotiations with The Left. [4] After several weeks of discussions, the three parties presented their coalition agreement on 28 November. [5] It was approved at an SPD congress on 5 December with 91.5% approval, [6] followed by a Greens congress on 12 December where it was passed with 96.4% approval. [7] The Left held a membership ballot to approve the coalition. The results were announced on 17 December, with 74.9% voting in favour. [8]
The Abgeordnetenhaus elected Giffey as Governing Mayor on 21 December. She won 84 votes out of 139 cast, with 52 against, two abstentions, one invalid vote, and eight deputies absent. [9]

The 2011 Berlin state election was held on 18 September 2011 to elect the members of the 17th Abgeordnetenhaus of Berlin. The incumbent government consisting of the Social Democratic Party (SPD) and The Left lost its majority.

Raed Saleh is a German politician of the Social Democratic Party (SPD). He is serving as parliamentary leader of the SPD in the Abgeordnetenhaus of Berlin since 2011, and co-leader of the Berlin branch of the SPD since 2020.
Klaus Lederer is a German politician of The Left who served as Deputy Mayor and Senator for Culture and Europe in the Berlin state government between December 2016 to April 2023. He is also a member of the Abgeordnetenhaus of Berlin since 2001. He previously served as chairman of the Berlin branch of The Left from 2006 to 2016. He was the lead candidate for his party in the 2016, 2021 and 2023 state elections.
Katrin Lompscher is a German politician who served as Senator for Urban Development and Housing in Berlin in the Senate of Governing Mayor Michael Müller from 2016 to 2020. A member of The Left, she previously served as Senator for Health, Environment and Consumer Protection from 2006 to 2011 in the third Senate of Governing Mayor Klaus Wowereit, and as a member of the Abgeordnetenhaus of Berlin from 2011 until her resignation in 2017.
Franziska Giffey is a German politician of the Social Democratic Party (SPD) who is serving as Berlin State Senator for Economy, Energy and Enterprise since 2023. She served as Governing Mayor of Berlin from December 2021 to April 2023. She previously served as Minister for Family Affairs, Senior Citizens, Women and Youth in the government of Chancellor Angela Merkel from 2018 until 2021. From 2015 to 2018, she was the mayor of the borough of Neukölln in Berlin.
The second Müller senate was the state government of Berlin between 2016 and 2021, sworn in on 8 December 2016 after Michael Müller was elected as Governing Mayor by the members of the Abgeordnetenhaus of Berlin. It was the 27th Senate of Berlin.
The 2021 Berlin state election, ruled invalid in 2022 and repeated in 2023, was held on 26 September 2021, on the same day as the 2021 German federal election, which also had to be repeated in parts of Berlin due to irregularities. Thus, the 19th Abgeordnetenhaus of Berlin was elected twice.

Daniel Wesener is a German politician of the Alliance 90/The Greens who served as State Minister (Senator) for Finance in the government of Governing Mayor Franziska Giffey of Berlin from December 2021 to April 2023. He was previously state chairman of the Greens from 2011 to 2017, and a member of the State Parliament of Berlin from 2016 to 2022.
Dirk Behrendt is a German lawyer and politician of the Alliance 90/The Greens. He served as Senator for Justice, Consumer Protection and Anti-Discrimination in the Berlin state government from 2016 to 2021, and as a member of the Abgeordnetenhaus of Berlin from 2006 to 2016. Prior to this, he was a judge in Berlin and served as spokesman of the Berlin–Brandenburg Judges Association.
Astrid-Sabine Busse is a German educator and politician of the Social Democratic Party (SPD) who is serving as Senator for Education, Youth and Family in the Berlin state government since December 2021. Prior, she was chaired the Association of Berlin School Boards from 2015 to 2021.

The 2023 Berlin repeat state election was held on 12 February 2023 to once again elect the 19th Abgeordnetenhaus of Berlin as the 2021 Berlin state election held on 26 September 2021 was declared invalid due to irregularities. Also affected were parts of the 2021 German federal election in Berlin, these were repeated on 11 February 2024.
The 2023 Berlin climate neutrality referendum, also referred to as Berlin 2030 climate-neutral, was a citizens' initiative launched in Berlin in 2018. It was the subject of a city-wide referendum on 26 March 2023, commonly called the Klima-Volksentscheid. Voters were asked whether the Climate Protection and Energy Transition Act of 2016 should be amended. The primary goal of the referendum was to legislate a goal of carbon neutrality by the year 2030 rather than the existing goal of 2045. Since the referendum proposed specific amendments to the law, its result would have been legally binding. In order to pass, the proposal needed to be approved by a majority of voters and receive approval from a quorum of over 25% of registered voters. While 50.9% of those who participated voted in favour, as turnout was approximately 18%, the 25% quorum was not met.
The Wegner senate is the current state government of Berlin, sworn in on 27 April 2023 after Kai Wegner was elected as Governing Mayor of Berlin by the members of the Abgeordnetenhaus of Berlin. It is the 29th Senate of Berlin.
The next election to the Abgeordnetenhaus of Berlin is scheduled for 2026.
