Glenn E. Palmer (born 1961) [1] is the former sheriff of Grant County,Oregon. Palmer was the only Sheriff in Grant County history to be elected for five consecutive terms. He was first appointed in November 2000. Palmer lost his bid for reelection in 2020. [2]
Palmer gained national attention with his controversial response during the armed occupation of the Malheur National Wildlife Refuge in 2016. He met with armed militants and insurrectionists who were holding the federal facility and called them "patriots". [3] [4]
Palmer began his law enforcement career in 1985,working as a corrections officer. He later served as a Deputy Sheriff,and a patrolman in John Day. He was appointed Sheriff in 2000 and elected the same year;and was reelected in 2004,2008,2012,and 2016. [2]
In early February 2016,LaVoy Finicum,Ammon Bundy,and others left the site of the occupation in Harney County in two trucks to drive to neighboring Grant County,where they expected to speak at a public meeting. Just before crossing into Grant County,their motorcade was stopped by police. The occupants of one truck surrendered at the initial traffic stop. Meanwhile,in the other truck,Finicum repeatedly yelled to police that they were going to speak in Grant County. Finicum then fled,speeding towards Grant County. A short way before the county line Finicum encountered a roadblock,where he was shot in the back and killed by the Oregon State Police. While this played out,Palmer was in uniform at the public meeting in Grant County,waiting for the meeting to start. It is assumed he did not know about the roadblock just south of the Grant County line because the FBI,and Oregon State Police considered Palmer to be a security leak. It is assumed that the roadblock was intentionally set in next door Harney County in order that Palmer would be kept in the dark about the operation. [4]
Later that month,complaints were filed against Palmer by the chief of police for the city of John Day and also by the John Day dispatcher. [3] [5]
As of August 2016,Palmer was being investigated by the Oregon Department of Justice for tampering with public records. There were eleven complaints against him. [6] [7] [8]
Palmer and his wife,RoseAnn,have three children and two grandchildren. [2]
Harney County is one of the 36 counties in the U.S. state of Oregon. As of the 2020 census,the population was 7,495,making it the sixth-least populous county in Oregon. The county seat is Burns. Established in 1889,the county is named in honor of William S. Harney,a military officer of the period,who was involved in the Pig War and popular in the Pacific Northwest.
Malheur National Wildlife Refuge is a National Wildlife Refuge located roughly 30 miles (48 km) south of the city of Burns in Oregon's Harney Basin. Administered by the United States Fish and Wildlife Service,the refuge area is roughly T-shaped with the southernmost base at Frenchglen,the northeast section at Malheur Lake and the northwest section at Harney Lake.
James Michael Francke was a New Mexico judge and director of the state's Corrections Department,the governmental bureau which manages prisons,inmates and parolees. He was later appointed by then-Oregon governor Neil Goldschmidt to oversee a plan to double the state's inmate capacity as director of Oregon's Department of Corrections. On January 18,1989,his body was discovered outside the department's office building in Salem;an autopsy determined he had been murdered the night before. A local petty criminal was eventually tried and convicted for the crime,and sentenced to life in prison without parole. However,the convicted killer maintains his innocence,and several conspiracy theories have been advocated,claiming that the killing was a murder for hire conducted by corrupt state prison officials threatened by an investigation Francke was conducting into prison mismanagement.
Jules Bailey is an American politician who served in the Oregon House of Representatives from 2009 to 2014,representing inner Southeast and Northeast Portland. Bailey also served on the County Commission for Multnomah County,Oregon from June 2014 to December 2016. In 2016,Bailey ran for mayor of Portland in 2016,losing to Ted Wheeler. David Glerup is the former sheriff of Harney County,Oregon. Born in Burns,Oregon,Glerup attended Burns High School and subsequently graduated from Southern Oregon College where he was a member of the wrestling team. In 1972 he joined the Oregon State Police (OSP) and was initially posted to Medford,Oregon. Glerup quit the OSP in the late 1970s and returned to Burns where he went into private business. In 1984 he was elected sheriff of Harney County,becoming the only law enforcement officer employed by the county.

United States v. Hammond was a court case in Oregon,United States,culminating from 20-year-long legal disputes between Harney County ranchers Dwight Lincoln Hammond Jr.,73,his son Steven Dwight Hammond,46,and federal officials. In 2012,both Hammonds were charged with several counts in relation to two fires in 2001 and 2006,and eventually convicted of two counts of arson on federal land. Knowing they would face the statutory minimum of five years,the men waived their right to appeal these convictions in exchange for dismissal of several unresolved charges. After this mid-trial agreement was entered,the Hammonds were sentenced to a few months in jail,which they served. In 2015,the United States Court of Appeals for the Ninth Circuit vacated these sentences because they were shorter than the statutory mandatory minimum. The Ninth Circuit remanded to the district court for resentencing. The district court subsequently re-sentenced both Hammonds to the mandatory minimum of five years in prison,with credit for time served.
From January 2 to February 11,2016,the headquarters of the Malheur National Wildlife Refuge (MNWR) in eastern Oregon were seized and occupied by an armed group,later called Citizens for Constitutional Freedom,affiliated with private U.S. militias and the sovereign citizen movement following an earlier peaceful march in protest of the prison sentences for ranchers Dwight Hammond and his son,Steven Hammond,who were convicted of arson on federal land,sentenced to five years' imprisonment,and sought clemency from the U.S. president. The occupation received widespread coverage from media outlets.
