The Goa Institute of Public Administration and Rural Development (GIPARD) is an administrative institute of the Government of Goa, India. It is located at the Ela Farm at Old Goa.

History

The Goa Institute for Rural Development and Local Administration was established vide Government Order No. 6/3/8 I-PER (Vol. VI) dated 23 October 1996. [1] By an Order dated 5 November 1999, the Government of Goa reconstituted the Goa Institute for Rural Development and Local Administration as the Goa Institute of Rural Development and Administration, an autonomous body "responsible for all aspects of training policy and training management for employees of the Government of Goa", with effect from 1 December 1999. [2] The Goa Institute of Rural Development and Administration was headed by a Board of Governors, chaired by the Minister for Rural Development of the Government of Goa. [2]

The Goa Institute of Rural Development and Administration was dissolved and a new institution named as the Goa Institute of Public Administration & Rural Development (GIPARD) was established on 1 January 2014, as an autonomous body, registered under the Societies Registration Act, 1860. [3]

The GIPARD is also the Administrative Training Institute for Goa. [3] [4] The Government of Goa signed a MoU [5] with the Yashwantrao Chavan Academy of Development Administration (YASHADA), Pune in order to set up the institute. [6]

Leadership

The GIPARD is managed by a Board of Governors, of which the Chief Secretary of Goa is the Ex-Officio President. The institute also has an Executive Committee, of which the Chief Secretary of Goa functions as the Ex-Officio Chairperson. [7]

Sanjay Gihar, an officer of the Indian Administrative Service, is[ as of? ] the Director General of the institute. [8] The institute also has its Core Faculty. [8]

Functions

The GIPARD administers training to Officers and staff of the Government of Goa. [9] The institute also provides capacity building training on subjects like rural development, [10] [11] disaster management, [12] [13] [14] Panchayati Raj Institutions, [15] [16] etc.

The GIPARD also trains the members of local self-government bodies of Goa. [17] [18]

Kerala Institute of Local Administration, abbreviated as KILA, is an autonomous training, research and consultancy organisation constituted under the Ministry of Local Self Government, Government of Kerala, registered as per Travancore – Cochin Literacy, Scientific and Charitable Societies Act-1955. KILA was established in 1990, in the pattern of a national institute, with the main objective of strengthening decentralization and local governance.

Local government in India is governmental jurisdiction below the level of the state. Local self-government means that residents in towns, villages and rural settlements are the people who elect local councils and their heads authorising them to solve the important issues. India is a federal republic with three spheres of government: central, state and local. The 73rd and 74th constitutional amendments give recognition and protection to local governments and in addition each state has its own local government legislation. Since 1992, local government in India takes place in two very distinct forms. Urban localities, covered in the 74th amendment to the Constitution, have Nagar Palika but derive their powers from the individual state governments, while the powers of rural localities have been formalized under the panchayati raj system, under the 73rd amendment to the Constitution.

The Indian Institutes of Technology (IITs) are a network of engineering and technology institutions in India. Established in 1950, they are renowned for their academic excellence. They are under the ownership of the Ministry of Education of the Government of India and are governed by the Institutes of Technology Act, 1961. The Act declares them as Institutes of National Importance and lays down their powers, duties, and framework for governance as the country's premier institutions in the field of technology. The act currently lists twenty-three IITs. Each IIT has autonomy and is linked to others through a common council called the IIT Council, which oversees their administration. The Minister of Education of India is the ex officio chairperson of the IIT Council.

In India, the Civil Service is the collection of civil servants of the government who constitute the permanent executive branch of the country. This includes servants in the All India Services, the Central Civil Services, and various State Civil Services, who are recruited by the Union Public Service Commission (UPSC), the Staff Selection Commission (SSC), and each state's Public Service Commissions.

<span class="mw-page-title-main">Community development block</span> Town area earmarked for administration and development in India

In India, a Community development block or simply Block is a sub-division of Tehsil, administratively earmarked for planning and development. In tribal areas, similar sub-divisions are called tribal development blocks. The area is administered by a Block Development Officer (BDO), supported by several technical specialists and village-level workers. A community development block covers several gram panchayats, the local administrative units at the village level.

National Institute of Rural Development and Panchayati Raj is an Indian autonomous research organization under the Ministry of Rural Development, Government of India, located in Hyderabad, Telangana. In addition to the main campus at Hyderabad, this Institute has a north-eastern regional center at Guwahati, Assam to meet the North-east India needs.

Local bodies in Tamil Nadu constitute the three tier administration set-up in the South Indian state of Tamil Nadu. It is a system of local government which forms the last level from the Centre. Chennai Corporation in the then Madras Presidency, established in 1688, is the oldest such local body not only in India but also in any commonwealth nations outside United Kingdom.

The Zila Panchayat or District Development Council or Zilla Parishad or District Panchayat or is the third tier of the Panchayati Raj system and functions at the district levels in all states. A Zila Parishad is an elected body representing the entire rural area of a district. A District Panchayat is headed by a President, who is an elected member. Block Pramukh of Block Panchayat are also represented in Zila Parishad. The members of the State Legislature and the members of the Parliament of India are members of the Zila Parishad. The Zila parishad acts as the link between the state government and the village-level Gram Panchayat.

<span class="mw-page-title-main">Panchayati raj</span> Indian political system

The Panchayat raj is a political system, originating from the Indian subcontinent, found mainly in India, Pakistan, Bangladesh, Sri Lanka, and Nepal. It is one of the oldest systems of local government in the Indian subcontinent, and historical mentions date to around 250 CE. The word raj means "rule" and panchayat means "assembly" (ayat) of five (panch). Traditionally, Panchayats consisted of wise and respected elders chosen and accepted by the local community. These assemblies settled disputes between both individuals and villages. However, there were varying forms of such assemblies.

The State Institute of Public Administration and Rural Development (SIPARD) is a training institute dedicated to public administration and rural development in Indian state of Tripura. The institute was established in the year 1993 by the Government of India. The name of the institute varies to Panchayati Raj Training Institute, Regional Survey Training Institute, Cooperative Training Institute and more in different states in India.

<span class="mw-page-title-main">Chief secretary (India)</span> List of Chief Secretaries in the Indian states

The Chief Secretary is the top-most executive official and senior-most civil servant of the state government. The Chief Secretary is the ex-officio head of the state Civil Services Board, the State Secretariat, the state cadre Indian Administrative Service and all civil services under the rules of business of the state government. The Chief Secretary acts as the principal advisor to the chief minister on all matters of state administration.
