Gustavo Osvaldo Parraguez Galarce (born 24 May 1943) is the municipal secretary of Pichilemu, and was the interim Mayor of the commune of Pichilemu three different times, in 1992, 2007, and 2008.
Parraguez Galarce was born on 24 May 1943 in Pichilemu, in current Cardenal Caro Province, Region of O'Higgins, Chile. His parents were Víctor Luis Parraguez and Enedina del Carmen Galarce Labarca de Parraguez. [1] One of his brothers is Eduardo Parraguez Galarce, Mayor of Pichilemu between 1975 and 1979. [2] He married Zoila Margarita González Gaete (27 July 1944 – 13 January 2007) [3] on 5 January 1967, in Pichilemu. [4]
Gustavo Parraguez Galarce apparently succeeded Carlos Rojas Pavez as the municipal secretary of Pichilemu, after the latter was elected Mayor of the commune, in 1967. In April 1992, following the resignation of appointed mayor René Maturana Maldonado, Parraguez became the interim mayor of Pichilemu, and held the office until 6 December 1992, when Orlando Cornejo Bustamante took office. Once again, Parraguez Galarce became the Interim (Subrogant) Mayor [5] until the city council could elect a new mayor, in September 2007, following the imprisonment of Víctor Rojas González. [6] There were several unsuccessful attempts to choose a mayor, [7] until 23 November 2007, when the councilors elected Marcelo Cabrera Martínez as the successor of Rojas González. [8]
One year later, in 2008, following the prohibition to hold public offices on Marcelo Cabrera, Parraguez Galarce was sworn in as mayor of Pichilemu on 6 December 2008 in a public ceremony, [9] until the city council chose a successor to Cabrera. Parraguez handed over his position to Roberto Córdova six days later, [10] making his tenure the shortest for a mayor of the commune.
Parraguez was chosen as one of the "Persons of the Year of 2008" by local newspaper El Expreso de la Costa , in December 2008. He was recognized as one of the civil servants at the local municipality with the longest career, lasting for 44 years as of the newspaper's writing. Parraguez was described as "conducting the municipality [as interim mayor] with special care, as he perfectly knows the different administrative processes because of his experience years and the studies he has had, being totally apt for the office." The Mayor of Pichilemu is an elected politician who is the head of the executive branch of government of the commune of Pichilemu, Libertador General Bernardo O'Higgins Region, Chile. The mayor presides over the local city council, composed of six members, and serves as the civic representative of the commune. The mayor is popularly elected in a municipal election, by simple majority. The office is held for a four-year term without term limits.
The Pichilemu City Council is the legislative body of the City of Pichilemu. The council meets in Pichilemu City Hall.
José María Caro Martínez was a Chilean politician and civil servant. In May 1894, he was unanimously elected as the first mayor of the commune of Pichilemu, with Pedro Nolasco de Mira and Francisco Reyes made second and third magistrate respectively. Caro Martínez had previously served for several years as administrator or llavero of the San Antonio de Petrel hacienda and, between 1891 and 1892, was the Subdelegate of the 13th Subdelegation of San Fernando Department which comprised the district of Cáhuil.
Olga Maturana Espinosa was a Chilean politician born in Santiago. Maturana worked as Councillor of Pichilemu in 1950, and became the first female Mayor of Pichilemu in 1951.
Mario Alejandro Moraga Cáceres is a Chilean politician, who worked as regidor of Pichilemu, O'Higgins Region, between 1967 and 1970. Moraga is popularly known as el Sin Pelos en la Lengua, after the radio program he hosts in Radio Entre Olas.
René Gabriel Maturana Maldonado was a Chilean journalist and the 36th Mayor of Pichilemu, holding the position from his appointment by President Augusto Pinochet Ugarte on 31 August 1984 until his resignation in April 1992.
Carlos Ignacio Salas Salas was the third Mayor of the commune of Pichilemu, office which he held together with Francisco Javier Asalgado between May and September 1909, and following an appeals court rule, he completed his three-year term alone, between September 1909 and May 1912.
José Santos Becerra was the fifth Mayor of the commune of Pichilemu, office which he held between September 1912 and May 1915.
Gustavo Silva Pizarro was a Chilean lawyer, political scientist and the sixth Mayor of the commune of Pichilemu, office which he held for nine years between May 1915 and May 1924.
José Ramón Araneda y Araneda was a Chilean politician and the 11th Mayor of the commune of Pichilemu, an office which he held between July 1928 and July 1930.
Osvaldo Sotomayor Ilabaca was the 15th Mayor of the commune of Pichilemu, office which he held between February and March 1935, for a span of only nine days, under President Arturo Alessandri Palma. Sotomayor's mayoral term is the shortest in the history of Pichilemu, excluding acting mayor Gustavo Parraguez Galarce.
Alberto Morales Moraga was the 16th Mayor of the commune of Pichilemu, office which he held between March and May 1935, under President Arturo Alessandri Palma. He was succeeded by Serafín López Lizana, who died in office in September 1935.
Basilio Sánchez Beguiristáin was a Chilean physician. Between May 1960 and May 1963, Sánchez was the 26th Mayor of the commune of Pichilemu. He is also one of the founding members of the Pichilemu Fire Bureau and was, for decades, the director of the hospital of Pichilemu.
Carlos José Ramón Echazarreta Iñiguez was the 27th and 30th Mayor of the commune of Pichilemu, office which he held between May 1963 and May 1967, and through the early months of the Augusto Pinochet military regime, between September and November 1973. In 1967 he was succeeded by Carlos Rojas Pavez, and in 1973 he was succeeded by Mario Urrutia Carrasco. Echazarreta also was a regidor of Pichilemu for several terms between 1959 and 1973.
Washington Saldías Fuentealba was the 29th Mayor of the commune of Pichilemu, office which he held between May 1971 and September 1973: his term was interrupted by the 1973 Chilean coup d'état, which put General Augusto Pinochet in the power of the country, and who later appointed Carlos Echazarreta Iñiguez as the successor of Saldías. Saldías was also regidor of the commune of Pichilemu between 1963 and 1971, and a founding member of the Club Aéreo de Pichilemu.
Mario Urrutia Carrasco was the 31st Mayor of the commune of Pichilemu, office which he held between December 1973 and 1975, after being appointed by the government junta presided by General Augusto Pinochet. Urrutia was also a founding member of the Club Aéreo de Pichilemu.
Víctor Eduardo Parraguez Galarce was the 32nd Mayor of the commune of Pichilemu, office which he held between 1975 and 1979, after being appointed by the government junta presided by General Augusto Pinochet. Parraguez Galarce is also an agricultural entrepreneur, and had an important role in the committee that prompted the creation of the province of Cardenal Caro, in his home region.
José Lino Vargas Jorquera is a Chilean politician. He was the 33rd Mayor of the commune of Pichilemu, office which he held between 1979 and 1981, after being appointed by the government junta presided by General Augusto Pinochet. The Cardenal Caro Province, of which Pichilemu is the capital, was created during Vargas' term as mayor. He also was a founding member of the Club Aéreo de Pichilemu ; Vargas is an experienced pilot.
Orlando Cornejo Bustamante was the 37th Mayor of the commune of Pichilemu, office which he held between September 1992 and December 1996, representing the Union of the Centrist Center (UCC). He was the first mayor of Pichilemu to be elected following the Chilean transition to democracy. In 1996 and 2000, he ran again as a candidate in the municipal elections of these years, but failed to be elected in either.
Pichilemu, originally known as Pichilemo, is a beach resort city and commune in central Chile, and capital of Cardenal Caro Province in the O'Higgins Region. The commune comprises an urban centre and twenty-two villages, such as Ciruelos, Cáhuil, and Espinillo. It is located southwest of Santiago, the capital of Chile. Pichilemu had over 13,000 residents as of 2012.
