The Harare Commonwealth Declaration was a declaration of the Commonwealth of Nations, setting out the Commonwealth's core principles and values, detailing the Commonwealth's membership criteria, and redefining and reinforcing its purpose. The Declaration was issued in Harare, Zimbabwe, on 20 October 1991, during the twelfth Commonwealth Heads of Government Meeting. [1] It reaffirmed the political principles laid out in the Singapore Declaration of twenty years before, and (along with the Singapore Declaration) is considered one of the two most important documents to the Commonwealth's uncodified constitution, [2] until the adoption of the Charter of the Commonwealth in 2012.
The Singapore Declaration had committed the Commonwealth to several principles in 1971: world peace and support for the United Nations; individual liberty and egalitarianism; opposition to racism; opposition to colonialism; the eradication of poverty, ignorance, disease, and economic inequality; free trade; institutional co-operation; multilateralism; and the rejection of international coercion. [3] The Harare Declaration reaffirmed all these except the last. It also emphasised in particular a few of the principles and values mentioned in Singapore as integral to the Commonwealth project:
- We believe that international peace and order, global economic development and the rule of international law are essential to the security and prosperity of mankind;
- We believe in the liberty of the individual under the law, in equal rights for all citizens regardless of gender, race, colour, creed or political belief, and in the individual's inalienable right to participate by means of free and democratic political processes in framing the society in which he or she lives;
- We recognise racial prejudice and intolerance as a dangerous sickness and a threat to healthy development, and racial discrimination as an unmitigated evil;
- We oppose all forms of racial oppression, and we are committed to the principles of human dignity and equality;
- We recognise the importance and urgency of economic and social development to satisfy the basic needs and aspirations of the vast majority of the peoples of the world, and seek the progressive removal of the wide disparities in living standards amongst our members. [1]
At Harare, the Heads of Government dedicated themselves to applying these principles to then-current issues, such as the end of the Cold War, the near-completion of decolonisation, and the impending end of the apartheid government in South Africa. [1] The declaration also charted a course for the Commonwealth to take it into the next century. [4]
The next part of the declaration details the purpose of the Commonwealth, and the activities in which it ought to engage to further the values expounded. [1]
Critical to the document is the removal of a reference to the opposition to international coercion, which had been included in the Singapore Declaration. [5] The implication at Singapore was that not even the Commonwealth itself had any right to enforce its other core values, as they could only be enforced by using coercive powers. [5] This apparent conflict was resolved at Harare, and further clarified by the Millbrook Commonwealth Action Programme, which clearly mandated the Commonwealth to concern itself with its members' internal situations. [5]
In 2002, Zimbabwe was suspended for breaching the Harare Declaration. The country withdrew from the Commonwealth in 2003 when the Commonwealth refused to lift the suspension.
The Commonwealth Heads of Government Meeting is a biennial summit meeting of the governmental leaders from all Commonwealth nations. Despite the name, the head of state may be present in the meeting instead of the head of government, especially among semi-presidential states. Every two years the meeting is held in a different member state and is chaired by that nation's respective prime minister or president, who becomes the Commonwealth Chair-in-Office until the next meeting. Queen Elizabeth II, who was the Head of the Commonwealth, attended every CHOGM beginning with Ottawa in 1973 until Perth in 2011, although her formal participation only began in 1997. She was represented by the Prince of Wales at the 2013 meeting as the 87-year-old monarch was curtailing long-distance travel. The Queen attended the 2015 summit in Malta and the 2018 summit in London, but was represented again by the Prince of Wales at the 2022 meeting in Rwanda.
Human rights are universally recognized moral principles or norms that establish standards of human behavior and are often protected by both national and international laws. These rights are considered inherent and inalienable, meaning they belong to every individual simply by virtue of being human, regardless of characteristics like nationality, ethnicity, religion, or socio-economic status. They encompass a broad range of civil, political, economic, social, and cultural rights, such as the right to life, freedom of expression, protection against enslavement, and right to education.
The Universal Declaration of Human Rights (UDHR) is an international document adopted by the United Nations General Assembly that enshrines the rights and freedoms of all human beings. Drafted by a UN committee chaired by Eleanor Roosevelt, it was accepted by the General Assembly as Resolution 217 during its third session on 10 December 1948 at the Palais de Chaillot in Paris, France. Of the 58 members of the United Nations at the time, 48 voted in favour, none against, eight abstained, and two did not vote.
The New Partnership for Africa's Development (NEPAD) is an economic development program of the African Union (AU). NEPAD was adopted by the AU at the 37th session of the Assembly of Heads of State and Government in July 2001 in Lusaka, Zambia. NEPAD aims to provide an overarching vision and policy framework for accelerating economic co-operation and integration among African countries.
The Commonwealth Secretariat is the main intergovernmental agency and central institution of the Commonwealth of Nations. It is responsible for facilitating co-operation between members; organising meetings, including the Commonwealth Heads of Government Meetings (CHOGM); assisting and advising on policy development; and providing assistance to countries in implementing the decisions and policies of the Commonwealth.

Tendai Laxton Biti is a Zimbabwean politician who served as Finance Minister of Zimbabwe from 2009 to 2013. He is the second Vice President of Citizens Coalition for Change. He was the Secretary-General of the Movement for Democratic Change and the subsequent Movement for Democratic Change – Tsvangirai (MDC-T) political parties and a Member of Parliament for Harare East until he was expelled from the party and recalled from parliament in mid-2014,before winning the seat again in 2018.
The Millbrook Commonwealth Action Programme on the Harare Declaration, sometimes abbreviated to just Millbrook, is a policy programme of the Commonwealth of Nations, designed to implement and uphold the Harare Declaration, which sets out the basic political membership criteria of the Commonwealth. The programme was agreed and announced on 12 November 1995 at Millbrook Resort, near Queenstown, New Zealand, at the conclusion of the fourteenth Commonwealth Heads of Government Meeting.
The Lusaka Declaration of the Commonwealth on Racism and Racial Prejudice was a declaration of the Commonwealth of Nations on the issues of racism and egalitarianism within and between Commonwealth member states. It was agreed and issued on 7 August 1979 in Lusaka, Zambia, at the conclusion of the fifth Commonwealth Heads of Government Meeting (CHOGM).
The Singapore Declaration of Commonwealth Principles was a landmark declaration issued by the assembled Heads of Government of the Commonwealth of Nations, setting out the core political volunteering values that would form the main part of the Commonwealth's membership criteria. The Declaration was issued in Singapore on 22 January 1971 at the conclusion of the first Commonwealth Heads of Government Meeting (CHOGM). Along with the Harare Declaration, issued in 1991, it is considered one of the two most important documents to the Commonwealth's uncodified constitution, until the adoption of the Charter of the Commonwealth in 2012.
The Edinburgh Declaration was a declaration by the heads of government of the Commonwealth of Nations concerning the organisation's membership criteria. Part of the final communiqué issued at the end of the fifteenth Commonwealth Heads of Government Meeting (CHOGM), the Declaration was an endorsement of the report of the Inter-Governmental Group on Criteria for Commonwealth Membership (IGCCM). It was issued on 27 October 1997, in Edinburgh, the United Kingdom.
The Biketawa Declaration (2000) is a declaration agreed to by all the leaders of the Pacific Islands Forum constituting a framework for coordinating response to regional crises. The declaration takes its name from the Kiribati islet of Biketawa, where the Forum Leaders met in a retreat to discuss, agree and adopt measures for collective security.
The 1991 Commonwealth Heads of Government Meeting was the 12th Meeting of the Heads of Government of the Commonwealth of Nations. It was held in Harare, Zimbabwe, between 16 October 1991 and 21 October 1991, and was hosted by that country's President, Robert Mugabe.

Zimbabwe and the Commonwealth of Nations have had a controversial and stormy diplomatic relationship. Zimbabwe is a former member of the Commonwealth, having withdrawn in 2003, and the issue of Zimbabwe has repeatedly taken centre stage in the Commonwealth, both since Zimbabwe's independence and as part of the British Empire.

Numerous organisations are associated with and operate within the Commonwealth. It is known colloquially as the British Commonwealth.
The Declaration of Human Duties and Responsibilities (DHDR) was written for reinforcing the implementation of human rights under the auspices of the UNESCO and the interest of the Office of the United Nations High Commissioner for Human Rights and was proclaimed in 1998 "to commemorate the 50th anniversary of the Universal Declaration of Human Rights (UDHR)" in the city of Valencia. Therefore, it is also known as the Valencia Declaration.
Relations between the UK and Zimbabwe have been complex since the latter's independence in 1980. The territory of modern Zimbabwe had been colonised by the British South Africa Company in 1890, with the Pioneer Column raising the Union Jack over Fort Salisbury and formally establishing company, and by extension, British, rule over the territory. In 1920 Rhodesia, as the land had been called by the company in honour of their founder, Cecil Rhodes, was brought under jurisdiction of the Crown as the colony of Southern Rhodesia. Southern Rhodesia over the decades following its establishment would slowly be populated by large numbers of Europeans emigrants who came to form a considerable diaspora, largely consisting of Britons but also smaller groups of Italians, Greeks and Afrikaners. A settler culture that had already existed since the time of company would come to cement fully and the white population began to identify as Rhodesians, often in conjunction with British/Afrikaner/Southern European identities of their ancestors. Southern Rhodesia would go on to participate heavily in both the First and Second wars, providing soldiers and military equipment to the British war effort.
