Henry Muganwa Kajura (born 7 July 1934 [1] [2] ), commonly known as Henry Kajura, is a Ugandan administrator and politician. Until 2016 he served as the First Deputy Prime Minister and Minister of Public Service in the Cabinet of Uganda. [3]

Background and education

Kajura was born on 7 July 1934 in Masindi, Bunyoro-Kitara, and attended St Mary's College Kisubi. [1] He holds the degree of Bachelor of Arts (BA), from Makerere University, awarded when Uganda's oldest university was still affiliated with the University of London. He also has postgraduate qualifications in Administration, from Oxford University in the United Kingdom and in Management from the University of Wisconsin–Madison in the United States. [2]

Career

From its inception in 1967 until 1973, Kajura served as Secretary of the East African Development Bank. [2] [4] From 1973 until 1978, during the Idi Amin regime, he served as the chairman and managing director of Uganda Commercial Bank, the precursor to Stanbic Bank Uganda. [2] He then served briefly as Governor of the Bank of Uganda from September 1978 until February 1979, being preceded in that role by Onegi Obel and succeeded by Charles Kikonyogo. [1]

From 1978 until 1989, Kajura served as the Chairman of Local Council V (LC V), [2] for Hoima District. He was appointed Minister of Trade & Industry, Natural Resources, Water & Mineral Development in 1989, serving in that capacity until 1998. Between 1998 and 2001, he served as Minister of Water, Lands & the Environment, after Trade & Industry was split off to form a separate ministry. He was appointed Third Deputy Prime Minister in 2002, serving in that capacity until 2005 when he was appointed Second Deputy Prime Minister and Minister for Public Service. [5] In the cabinet reshuffle of May 2009, [6] and that of 27 May 2011, [7] he retained both his cabinet positions, being promoted to First Deputy Prime Minister in 2013. [8] Kajura was a member of Uganda's Cabinet, continuously from 1989 [2] [9] until 2016.

Kajura served as Member of Parliament for Bugahya County on behalf of the National Resistance Movement (NRM) from 1989 [10] until 2006 (losing in the NRM primary to William Rwembera [11] ) and for Hoima Municipality from 2011 to 2016, when he lost in the NRM primary to Lawrence Bategeka. [3] [12] In the eighth Parliament (2011–16) he served an ex-officio Member of Parliament, on account of his cabinet appointment. In February 2017 Kajura was appointed as the Bunyoro Omukama’s advisor on palace affairs by Solomon Gafabusa Iguru. [13]

He served as Uganda's Minister of Foreign Affairs from 1994 to 1996 and as Minister of Internal Affairs from 2003 to 2009. Subsequently, he was Permanent Representative to the United Nations from 2009 to 2011 and Minister of Health from 2013 to 2014.

Daudi Migereko was the minister of lands, housing and urban development in the cabinet of Uganda. He was appointed to that position on 27 May 2011. He replaced Omara Atubo, who was dropped from the cabinet. In the cabinet reshuffle of 2016, the president dropped him from this position and replaced him with Betty Amongi. From 16 February 2009 until 27 May 2011, he served as the government's chief whip in the parliament of Uganda. Before that, he was the minister of energy and mineral development in the cabinet. Migereko also represented Butembe County, Jinja District in the parliament from 2006 to 2016, a position he surrendered to Nelson Lufafa who won the seat in the 2016 General Elections.

Syda Namirembe Bbumba is a Ugandan accountant, politician and banker. She served in the Cabinet of Uganda as Minister of Energy and Minerals from 2002 to 2006, Minister of Gender, Labor and Social Development from 2006 to 2008, Minister of Finance from 2009 to 2011, and Minister of Gender, Labor and Social Development again from 2011 to 2012. She is also the elected Member of Parliament for Nakaseke County North, Nakaseke District She is the Chairperson of the Parliamentary Committee on National Economy and also Chairperson of the Parliamentary Islamic Banking Forum. She is Sub-Saharan Africa's representative to the OIC Women Advisory Panel.

Crispus Walter Kiyonga, whose first name is sometimes spelled Chrispus, is a Ugandan, physician, politician and diplomat, who serves as Uganda's Ambassador to China, based in Beijing. He previously served as the Minister of Defence in the Cabinet of Uganda from 2006 to 2016.

Frederick Douglas Mwanja Mukisa was a Ugandan educator and politician. He served as the State Minister for Fisheries in the Ugandan Cabinet, from 1 June 2006 until 27 May 2011. In the cabinet reshuffle of 27 May 2011, he was dropped from the cabinet and replaced by Ruth Nankabirwa. He also served in the elected Ugandan Parliament, representing "Bukooli County Central", Bugiri District, from 2006 until 2011. During the 2011 national election cycle, he lost to Hajji Siraji Lyavala during the National Resistance Movement (NRM) primaries, who in turn lost to Wafula Oguttu of the Forum for Democratic Change (FDC), in the general election. In March 2015, Siraji Lyavala was elected Chairman (LC-5) of Bugiri District.

Fred Mandir Jachan Omach, commonly known as Fred Omach is a Ugandan banker and politician. He is the current Chairman of the board of directors at Uganda National Roads Authority, since 14 March 2017.

Ephraim Kamuntu is a Ugandan management scientist and politician. He is the Minister of Justice and Constitutional Affairs in the Cabinet of Uganda. He was appointed to that position on 14 December 2019. Previously he served as Minister of Water and Environment from August 2012 to June 2016. He is also an ex-officio Member of the Parliament of Uganda because of his Cabinet position.

Isaac Musumba Ugandan lawyer and politician

MusumbaIsaac Isanga is a Ugandan lawyer and politician. He served as the State Minister for Regional Foreign Affairs, from June 2006 until May 2011. In the cabinet reshuffle on 27 May 2011, he was dropped from the cabinet and was replaced by Asuman Kiyingi. He also served as the elected Member of Parliament (MP), representing "Buzaaya County", Kamuli District, from 1996 until 2011. During the 2011 national elections, he lost to Mr.Muzaale Martin Kisule Mugabi, during the National Resistance Movement (NRM) primaries. In 2016, he bounced back into the 10th parliament, representing Buzaaya County, in Kamuli District, on the NRM ticket. In the 2021 elections, he lost in the NRM primaries to Mr.Muzaale and decided to contest as an Independent candidate and further lost to the NRM’s flag bearer, Muzaale Martin Kisule Mugabi

Matia Kasaija is a Ugandan politician. He is the current Minister of Finance in Uganda's Cabinet. He was appointed to that position on 1 March 2015, replacing Maria Kiwanuka, who was appointed Senior Presidential Advisor for Finance. From 27 May 2011 until 28 February 2015, he served as the State Minister for Finance (Planning) in the Cabinet of Uganda. He replaced Ephraim Kamuntu, who was promoted to Minister of Tourism. Before that, he served as the State Minister for Internal Affairs, from 1 June 2006 until May 2011. He is also the elected Member of Parliament for "Buyanja County", Kibaale District.

Fredrick Ruhindi, more commonly known as Freddie Ruhindi or Fred Ruhindi, is a Ugandan lawyer and politician. He was Attorney General of Uganda from 1 March 2015 to 2016. Between 2 June 2006 and 28 February 2015, he served as the State Minister for Justice & Constitutional Affairs in the Ugandan Cabinet. He has served in that capacity since 2006. In the cabinet reshuffle of 16 February 2009, and that of 27 May 2011, he retained his cabinet post. He is also the elected Member of Parliament representing Nakawa Division in Kampala District.

Adolf Kasaija Mwesige is a Ugandan lawyer and politician who has served as Minister of Defence and Veterans Affairs in the Cabinet of Uganda since 6 June 2016. He previously served as Minister of Local Government from 18 February 2009 to 6 June 2016. He has also been the elected Member of Parliament for Bunyangabu County, Kabarole District, since 1996. In July 2017, Bunyangabu County was peeled off Kabarole District to form Bunyangabu District.

Wilson Muruli Mukasa is a Ugandan politician. He has been Cabinet Minister of Public Service in the Ugandan Cabinet since 6 June 2016. He has previously served as Cabinent Minister of Gender and Social Issues from 1 March 2015, until 6 June 2016. Previously he served as Minister of Security from 27 May 2011 until 1 March 2015. Muruli Mukasa also serves as the Member of Parliament for Budyebo County, Nakasongola District.

Alex Aadroa Onzima is a Ugandan politician. He is the State Minister in the Office of the Vice President in the Ugandan cabinet. He was appointed to that position on 6 June 2016. Prior to that from 27 May 2011 until 6 June 2016, he served as the State Minister for Local Government. He replaced Perez Ahabwe. Onzima also served as the elected member of parliament, representing Maracha County, Maracha District in the 9th Parliament.

Barbara Nekesa Oundo is a Ugandan politician and diplomat, who serves as Uganda's High Commissioner to South Africa, based in Pretoria. In that capacity, she also represents her country, to the nations of South Africa, Botswana, Namibia, Lesotho and Swaziland.

Caroline Amali Okao is a Ugandan politician. She is the state minister for microfinance in the cabinet of Uganda. She was appointed to that position on 27 May 2011. She replaced Ruth Nankabirwa. Okao is also the elected member of parliament for Amolatar District Women's Representative.

Ernest Apuuli Monday Kiiza is a Ugandan politician. He is the current State Minister for Bunyoro Affairs in the Office of the Prime Minister in the Ugandan Cabinet. He was appointed to that position on 15 August 2012. In the cabinet reshuffle of 1 March 2015, he retained his cabinet post. He is also the elected Member of Parliament for Masindi Municipality.

Esther Mbulakubuza Mbayo Ugandan politician (born 1971)

Esther Mbulakubuza Mbayo, is a Ugandan politician. She is the Minister of the Presidency in the Ugandan Cabinet. She was appointed to that position on 6 June 2016, replacing Frank Tumwebaze, who was appointed Ministry of Information Information Technology and Communication. She also serves in the Parliament of Uganda, as the Luuka District Women's Representative.

David Karubanga, is a Ugandan politician. He is the State Minister of Public Service in the Ugandan Cabinet. He was appointed to that position on 6 June 2016. He also serves as the elected representative of Kigorobya County Constituency, in Hoima District, in the 10th Ugandan Parliament.

Joy Kabatsi, also Joy Kabatsi Kafura, is a Ugandan lawyer, farmer and politician. As of January 2020, she is the State Minister of Transport in the Cabinet of Uganda, effective December 2019.
