The Higher Education Support Act 2003 (Cth) (HESA) is an Act of the Parliament of the Commonwealth of Australia which governs funding for universities in Australia. The Act determines categories of providers eligible for public funding, establishes the basis for providing public funding, codifies the existing aims of universities, and introduces measures to strengthen Australia’s knowledge base. In order to participate in the National Competitive Grants Program, providers must be approved. The Act defines three groups of institutions.
Self accrediting bodies, eligible for all funding under the Act:
Self accrediting bodies, not eligible for general Commonwealth funded places. They are eligible for Commonwealth research funding and can be allocated national priority student places in fields such as nursing and education.
Providers approved by the Minister. These can be a university, an institution established with the powers to approve its own courses, or a provider whose courses have been accredited by the relevant State or Territory authority. They can be allocated national priority student places in fields such as nursing and education.
In late 2020, the Morrison Government passed an amendment to the Act; the Higher Education Support Amendment (Job-Ready Graduates and Supporting Regional and Remote Students) Act 2020. The amendment changed the rates of private and public funding for different disciplines, while adding new Commonwealth Supported Places. The reforms were intended to drive greater enrolment growth in sectors where the Government anticipated greater jobs growth and opportunities, allow greater enrolment growth in regional areas, and add capacity in the system to account for population growth. Professor in the Practice of Higher Education Policy at ANU, Andrew Norton highlighted three key flaws in the legislation; changes to student contributions won’t change student preferences, the new overall funding rates weaken university incentives, and the new Commonwealth contribution rates actually limit enrolment growth in the priority courses. [3]
Technical and further education or simply TAFE is the common name in English-speaking countries in Oceania for vocational education, as a subset of tertiary education. TAFE institutions provide a wide range of predominantly vocational courses.
Education in Australia encompasses the sectors of early childhood education (preschool) and primary education, followed by secondary education, and finally tertiary education, which includes higher education and vocational education. Regulation and funding of education is primarily the responsibility of the States and territories; however, the Australian Government also plays a funding role.
Tertiary education fees in Australia are payable for courses at tertiary education institutions. For most of the "domestic students", the Commonwealth government provides loans, subsidies, social security welfare payments & benefits to relieve the cost of tertiary education, these benefits are not available to the "international students". Some domestic students are supported by the government and are required to pay only part of the cost of tuition, called the "student contribution", and the government pays the balance. Some government supported students can defer payment of their contribution as a HECS-HELP loan. Other domestic students are full fee-paying and do not receive direct government contribution to the cost of their education. Some domestic students in full fee courses can obtain a FEE-HELP loan from the Australian government up to a lifetime limit of $150,000 for medicine, dentistry and veterinary science programs and $104,440 for all other programs.
Higher education in Mauritius includes colleges, universities and other technical institutions. Public university education has been free to students since 2019. The sector is managed by the Higher Education Commission (HEC) which has the responsibility for allocating public funds, and fostering, planning and coordinating the development of post-secondary education and training. Formerly the Tertiary Education Commission, in 2020 it was reformed into the HEC and a separate Quality Assurance Authority (QAA) for auditing of qualifications.

The Australian College of Theology (ACT) is an Australian higher education provider based in Sydney, New South Wales. The college delivers awards in ministry and theology. It is now one of two major consortia of theological colleges in Australia, alongside the University of Divinity. Over 23,000 people have graduated since the foundation of the college. On 7 October 2022 it was granted university college status by the Tertiary Education Quality and Standards Agency.

The University of Divinity is the direct successor of the second oldest degree-granting authority in the State of Victoria, the Melbourne College of Divinity. The university's chancery and administration are located in Box Hill, a suburb of Melbourne in the state of Victoria.
Campion College Australia is a Roman Catholic tertiary educational liberal arts college located at Austin Woodbury Place, Toongabbie in the western suburbs of Sydney, New South Wales, Australia. Named in honour of Saint Edmund Campion, Campion College offers undergraduate studies in the liberal arts and postgraduate studies in Religious Education. The college welcomed its first intake of students in February 2006. The founding president was bioethicist Father John Fleming, and the first graduation ceremony was held in December 2008.
TAFE NSW is an Australian vocational education and training provider. Annually, the network trains over 500,000 students in campus, workplace, online, or distance education methods of education. It was established as an independent statutory body under the TAFE Commission Act 1990. The Minister for Regional Development, Skills and Small Business is responsible for TAFE NSW.
The Australian National Aboriginal and Torres Strait Islander Education Policy (AEP) is a national policy adopted by the Government of Australia by each State and Territory government. The policy was first introduced in 1989 and is the foundation of education programs for all Indigenous Australians.
The Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) is a register formed under the Education Services for Overseas Students (ESOS) Act 2000. It maintains a list of institutions, and courses, which have been granted permission by states and territories, to educate overseas students. It is a Federal framework under the authority of state and territory jurisdiction, and providers must register through these agents to legally educate and train international students. CRICOS, in conjunction with other federal and state/territory bodies and legislation, provides strict guidelines for institutions, accepts and/or declines registrations, monitors registered institutions’ compliance and ensures financial capability and stability.
Tertiary education in Australia is formal education beyond high school in Australia, consisting of both government and private institutions and divided into two sectors; Higher Education and Vocational Education and Training (VET) provided by government-owned TAFEs & private Registered Training Organisations (RTO). Australian Qualifications Framework (AQF), the Australian national education policy, classifies tertiary qualification into 10 levels: level 1 to 4 undergraduate certificates; level 5 & 6 undergraduate diploma and advanced diploma; level 6 associate degree; level 7 bachelor degree, level 8 honors bachelor's degree & graduate certificates and graduate diplomas; level 9 for master's degree; level 10 PhD and post doctoral studies. Most universities are government owned and mostly self-regulated. For other institutes there are two national regulators for tertiary education for registration, recognition and quality assurance of both the "provider institutes" as well as the "individual courses" provided by the providers. Tertiary Education Quality and Standards Agency (TEQSA) regulates institutes which provide education from level 5 or above. Australian Skills Quality Authority (ASQA) regulates institutes which provide education from level 1 to level 6.

It acts as advisor to two state ministers, that for Education and for Children and Early Childhood Development.

Tertiary education in New Zealand is provided by universities, institutes of technology and polytechnics, private training establishments, industry training organisations, and wānanga.
