The California gubernatorial election, 1966 was held on November 8, 1966. The election was a contest between incumbent Governor Pat Brown, the Democratic candidate, and actor Ronald Reagan, the Republican candidate. Reagan mobilized conservative voters and defeated Brown.
The 1899 municipal election was held December 11, 1899. It was the first municipal election in which only a portion of the aldermen were to be elected; in 1898, three of the six aldermen elected were elected to two-year terms in preparation for a system in which only half of the aldermen would be up for election each year. Kenneth McLeod, Alfred Jackson, and Kenneth W. MacKenzie were all only halfway through their two-year terms at the time of the election. However, MacKenzie resigned in order to become mayor, leaving council with four vacancies. Only three were filled by the election; council appointed Henry Goodridge to fill the fourth seat until the 1900 election.

The general election included three top candidates including then Supervisor Gavin Newsom and then President of the Board of Supervisors, Matt Gonzalez and former Supervisor Angela Alioto. No candidate received the required majority so the race went into a run-off of the two top candidates, which were Gavin Newsom and Matt Gonzalez. The run-off occurred on December 9, 2003 where Gavin Newsom was elected mayor of San Francisco.

During this off-year election, the only seats up for election in the United States Congress were special elections held throughout the year. In total, only the seat representing New York's 23rd congressional district changed party hands, increasing the Democratic Party's majority over the Republicans in the United States House of Representatives, 258–177.
