The Houston Mayoral Election of 1991 took place on November 5, 1991. The race was officially non-partisan. Bob Lanier defeated five term incumbent mayor Kathy Whitmire. A run-off election was held on December 7, 1991.
Robert Clayton Lanier was an American businessman and politician. He served as mayor of the city of Houston, Texas from 1992 to 1998. At the time of his death, he was Houston's oldest living mayor.
Sylvester Turner is an American attorney and politician who is the 62nd mayor of Houston, Texas. A member of the Democratic Party, Turner was a member of the Texas House of Representatives from 1989 until 2016. He attended the University of Houston and Harvard Law School. Turner ran for mayor of Houston in 1991, losing in the runoff election to Bob Lanier. He lost again in 2003, coming in third and thus missing the runoff.

Kathryn Jean Whitmire is an American politician and accountant best known as the first woman to serve as Mayor of Houston, serving for five consecutive two-year terms from 1982 to 1991. From 1977 to 1981, she was the city controller, a position which made her the first female elected to any office in the city. Whitmire drew national attention when she defeated former Harris County Sheriff Jack Heard in her election as mayor. The election drew national focus because it symbolized a major political realignment in the fourth-largest city in the United States.

Carroll Edwin Lanier was an American Democratic politician who served an extended term as mayor of Alexandria, Louisiana; Alexandria is the seat of Rapides Parish and the largest city in central Louisiana. Lanier served a 5.5-year term from June 1977 to December 1982 and became the first mayor under the current mayor-council form of municipal government, which in 1977 replaced the former three-member commission system. The initial term under the new charter was extended by a year-and-a-half to coincide with the regular 1982 elections.

It was founded in 1975, and is the largest GLBT political organization in the city of Houston and Harris County. It is known locally simply as "The Caucus." The Caucus is nonpartisan and endorses candidates on the basis of their support for GLBT rights, regardless of political party or candidate's sexual orientation.
