Hédi Annabi (4 September 1943 –12 January 2010) was a Tunisian diplomat and Special Representative of the United Nations Secretary-General,Head of the UN Stabilization Mission in Haiti (MINUSTAH). [1] He was previously an Assistant-Secretary-General at the United Nations Department of Peacekeeping Operations,from 1997 to 2007.
Annabi died in the 2010 Haiti earthquake in which the MINUSTAH headquarters in Port-au-Prince collapsed.
Annabi was born on 4 September 1943. [2] He received a degree in political science from the Institut d'Études Politiques de Paris ,a degree in English language and literature from the University of Tunis,and a master's degree (diplôme) in international relations from the Graduate Institute of International and Development Studies (Institut universitaire de hautes études internationales et du developpement) in Geneva.
Prior to joining the United Nations,Annabi was a member of Tunisia's Foreign Service,where he served as diplomatic adviser to the Prime Minister before being appointed chairman and general manager of the National News Agency ( Agence Tunis Afrique Presse ) in 1979. His tenure at the agency lasted until 1981. [3]
Annabi joined the United Nations in February 1981. [3] He served as the principal officer in the Office of the Special Representative of the Secretary-General for Humanitarian Affairs in Southeast Asia. He was subsequently appointed director of the Office. Between 1982 and 1991,he was closely associated with the efforts of the Secretary-General and his Special Representative to contribute to a comprehensive political settlement of the Cambodian problem. Following the conclusion of the Paris Agreements in October 1991,he was involved in the preparations for the establishment of the United Nations Transitional Authority in Cambodia (UNTAC).
Annabi joined the Department of Peacekeeping Operations (DPKO) in 1992 and served as Director of the Africa Division from 1993 to 1996. In addition,he was designated as Officer-in-Charge of the Office of Operations of DPKO in June 1996. He was appointed Assistant Secretary-General for Peacekeeping Operations on 28 January 1997. In September 2007 he was appointed head of the United Nations Stabilization Mission in Haiti (MINUSTAH). [4]
Immediately following the earthquake of 12 January 2010,Annabi was reported to be missing after the UN headquarters in Haiti,the Christopher Hotel in Port-au-Prince,collapsed. [5] Although later prematurely confirmed dead by President RenéPréval,he was still reported as missing until 16 January 2010. [6] [7]
On 16 January 2010,Annabi was confirmed by the UN Mission in Haiti to have died,after his body was recovered from the rubble of buildings in Port-au-Prince. [8] In confirming 22 UN peacekeepers dead from the collapse,UN Secretary-General Ban Ki-moon said,in a statement issued by his spokesperson,that he was “deeply saddened”to confirm the deaths of his Special Representative to Haiti,Hédi Annabi,as well as his Deputy Luiz Carlos da Costa and Acting Police Commissioner Doug Coates of the Royal Canadian Mounted Police. “In every sense of the word,they gave their lives for peace,”he said. The Secretary-General characterized Annabi as a “true citizen of the world”for whom the UN was his life. [9] [10]
The United Nations Stabilisation Mission in Haiti,also known as MINUSTAH,an acronym of its French name,was a UN peacekeeping mission in Haiti from 2004 to 2017. It was composed of 2,366 military personnel and 2,533 police,supported by international civilian personnel,a local civilian staff,and United Nations Volunteers. The mission's military component was led by the Brazilian Army and commanded by a Brazilian.
CitéSoleil is an extremely impoverished and densely populated commune located in the Port-au-Prince metropolitan area in Haiti. CitéSoleil originally developed as a shanty town and grew to an estimated 200,000 to 400,000 residents,the majority of whom live in extreme poverty. The area is generally regarded as one of the poorest and most dangerous areas of the Western Hemisphere and it is one of the biggest slums in the Northern Hemisphere. The area has virtually no sewers and has a poorly maintained open canal system that serves as its sewage system,few formal businesses but many local commercial activities and enterprises,sporadic but largely unpaid for electricity,a few hospitals,and two government schools,Lycée Nationale de CitéSoleil,and École Nationale de CitéSoleil. For several years until 2007,the area was ruled by a number of gangs,each controlling their own sectors. But government control was reestablished after a series of operations in early 2007 by the United Nations Stabilization Mission in Haiti (MINUSTAH) with the participation of the local population.

Edmond Auguste Mulet Lesieur is a Guatemalan diplomat,lawyer and notary public. He was appointed Head of the independent three-member panel to lead the Organisation for the Prohibition of Chemical Weapons (OPCW)-United Nations Joint Investigative Mechanism on 27 April 2017. Mulet served as the last Chief of Staff to United Nations Secretary-General Ban Ki-moon. Previously,he was Assistant Secretary-General for Peacekeeping Operations at the United Nations. He was the Special Representative of the Secretary-General and head of mission of MINUSTAH,having assumed the functions of acting head of mission in the immediate aftermath of the 2010 Haiti earthquake,in which the previous head of mission,Hédi Annabi of Tunisia,perished,along with his deputy Luiz Carlos da Costa of Brazil,and the acting police commissioner,RCMP Supt. Doug Coates of Canada,when the mission's headquarters in Port-au-Prince collapsed.
The Department of Peace Operations (DPO) is a department of the United Nations charged with the planning,preparation,management and direction of UN peacekeeping operations. Previously known as the Department of Peacekeeping Operations (DPKO),it was created in March 1992,as part of a restructuring of the UN's peace and security apparatus. The DPO retains the core functions and responsibilities of its predecessor,with a greater emphasis on cohesion,integrating different resources and knowledge,and promoting human rights.
The United Nations Mission in Haiti (UNMIH) was a peacekeeping operation carried out by the United Nations between September 1993 and June 1996. The Mission was reestablished (MINUSTAH) in April 2004,after a rebellion took over most of Haiti and President Bertrand Aristide resigned. He served as United Nations Assistant Secretary-General for Field Support until 5 February 2016. He resigned from this position,stating that the UN is in dire need of reform. Drawing on more than 20 years of experience with the UN,he criticized its sclerotic personnel system,a lack of accountability,insufficient impact and the UN's inability to deal with transgressions by its own staff.
The 2010 Haiti earthquake was a catastrophic magnitude 7.0 Mw earthquake that struck Haiti at 16:53 local time on Tuesday,12 January 2010. The epicenter was near the town of Léogâne,Ouest department,approximately 25 kilometres (16 mi) west of Port-au-Prince,Haiti's capital.
Casualties of the 2010 Haiti earthquake include both civilian and government officials,locals and foreigners –however the overwhelming majority of those killed and wounded in the quake were Haitian civilians. A number of public figures died in the earthquake,including government officials,clergy members,musicians,together with foreign civilian and military personnel working with the United Nations. On 15 January,the Red Cross estimated the death toll at between 45,000 and 50,000,however by 24 January,Communications Minister Marie-Laurence Jocelyn Lassegue said the death toll was over 150,000 in the Port-au-Prince metropolitan area alone. Haitian president RenéPréval reported on 27 January that "nearly 170,000" bodies had been counted.
The Christopher Hotel was a hotel in Port-au-Prince,Haiti,destroyed in the 2010 Haiti earthquake on 12 January 2010.
Luiz Carlos da Costa was an international civil servant working for the United Nations. Originally from Brazil,da Costa joined the United Nations in 1969 and stayed with the organization for the remainder of his life. His last assignment was as the Principal Deputy Special Representative of the Secretary-General for Haiti and second in command of the UN Stabilization Mission in Haiti (MINUSTAH). He died together with his superior,Tunisian Hédi Annabi,in the 2010 Haiti earthquake. On 18 January 2010,UN Secretary-General Ban Ki-moon and several high-ranking UN officials traveled from New York to Port-au-Prince to see the devastation firsthand. Mr. Ban hosted a small memorial service with both men's families at the airport in Port-au-Prince.

Damage to infrastructure in the 2010 Haiti earthquake was extensive and affected areas included Port-au-Prince,Petit-Goâve,Léogâne,Jacmel and other settlements in southwestern Haiti. In February Prime Minister Jean-Max Bellerive estimated that 250,000 residences and 30,000 commercial buildings had collapsed or were severely damaged. The deputy mayor of Léogâne,which was at the epicenter of the earthquake,reported that 90% percent of the buildings in that city had been destroyed and Léogâne had "to be totally rebuilt." Many notable landmark buildings were significantly damaged or destroyed,including the Presidential Palace,the National Assembly building,the Port-au-Prince Cathedral,and the main jail. The Ministry of Education estimated that half the nation's 15,000 primary schools and 1,500 secondary schools were severely damaged,cracked or destroyed. In addition,the three main universities in Port-au-Prince were also severely damaged. Other affected infrastructure included telephone networks,radio station,factories,and museums. Poor infrastructure before the earthquake only made the aftermath worse. It would take half a day to make a trip of a few miles. The roads would also crisscross haphazardly due to disorganized construction.
United Nations Security Council Resolution 1927,adopted unanimously on June 4,2010,after recalling previous resolutions on Haiti,including resolutions 1542 (2004),1576 (2004),1608 (2005),1658 (2006),1702 (2006),1743 (2006),1780 (2007),1840 (2008),1892 (2009) and 1908 (2010),the Council authorised an additional deployment of 680 police as part of the United Nations Stabilization Mission in Haiti (MINUSTAH).
United Nations Security Council Resolution 1944,adopted unanimously on October 14,2010,after recalling previous resolutions on Haiti,including resolutions 1542 (2004),1576 (2004),1608 (2005),1658 (2006),1702 (2006),1743 (2006),1780 (2007),1840 (2008),1892 (2009),1908 (2010) and 1927 (2010),the Council renewed the mandate of the United Nations Stabilization Mission in Haiti (MINUSTAH) until October 15,2011.
Sandra Honoré is a Trinidadian and Tobagonian diplomat who served as the United Nations special representative and head of the United Nations Stabilization Mission in Haiti (MINUSTAH). She was appointed to this position by United Nations Secretary-General Ban Ki-moon on 31 May 2013. and served until the MINUSTAH's mandate expired on October 15,2017. In 2000-2005,she was chief of staff to the assistant secretary general of the Organization of American States (OAS).
