The festival has a summer edition, held for the first time in Brussels in 1991, and a winter edition, which began two years later in Aosta. The idea for the competition came from Jacques Rogge, an International Olympic Committee member, as the continent did not have its own multi-sport event at the time.

The 2022 European Youth Olympic Winter Festival was held in Vuokatti, Finland, between 20 and 25 March 2022. The festival was postponed from original dates in February to December 2021. Later it was announced that the games will be moved to 2022 as a result of the COVID-19 pandemic. Vuokatti previously hosted 2001 European Youth Olympic Winter Festival.

The 2023 European Youth Olympic Winter Festival was held in Friuli-Venezia Giulia, Italy, between 21 and 28 January 2023. This was Italy's second time as host of the winter festival after Aosta 1993. As the 2003 Winter Universiade, in addition of Italy, several events were held in Austria and Slovenia.

Ice hockey at the 2022 European Youth Olympic Winter Festival comprised two ice hockey tournaments in the under-17 competition class – a boys' tournament and a girls' tournament – during the Vuokatti 2022 edition of the European Youth Olympic Festival (EYOF). The boys' tournament was held from 13 to 17 December 2021 and, following the postponement of the event due to the COVID-19 pandemic, the girls' tournament was played from 21 to 25 March 2022. Both tournaments were played at the Kajaanin jäähalli in Kajaani, Finland. The girls' tournament marked the first time women's ice hockey was included in the programme of a European Youth Olympic Festival.

Figure skating at the 2022 European Youth Olympic Winter Festival was held from 20 to 25 March 2022 at the Vuokatti Arena in Vuokatti, Finland. Medals were awarded in boys' and girls' singles. To be eligible, skaters must have been born between 1 July 2004 and 30 June 2006.

Figure skating at the 2023 European Youth Olympic Winter Festival will be held from 25 to 27 January 2023 at the Ice Stadium “Claudio Vuerich” in Pontebba, Italy. Medals will be awarded in boys' and girls' singles. To be eligible, skaters must have been born between 1 July 2006 and 30 June 2008.

Ice hockey at the 2023 European Youth Olympic Winter Festival comprised two ice hockey tournaments – a boys' under-17 tournament and a girls' under-16 tournament – during the Friuli-Venezia Giulia 2023 edition of the European Youth Olympic Festival (EYOF). Both tournaments were held during 22 to 27 January 2023. The boys' tournament was played in the Friuli-Venezia Giulia region of Italy at the Fiera di Udine in Udine and the girls' tournament was played at the Eissportarena in Spittal an der Drau, Austria, the only event of the festival to be held in Austria.
