Iceland joined the International Monetary Fund on Dec 27th 1945, [1] becoming one of the IMF's founding members. As a part of the IMF, Iceland has rights in accordance with its contributions, borrowing rights which help facilitate the stability of global financial markets. Iceland's quota is 321.8 million SDR, and its Special Drawing Rights are 112 million. [1] This is a relatively small quota and its vote share comprises only 0.09% of all IMF vote shares, or 4,683 votes to be exact. [2]

History of IMF - Iceland relations

Prior to 2008, Iceland did not take any loans from IMF. As of November 2018, Iceland has had 4 arrangements with the IMF. [3] The borrowing arrangements Iceland has initiated with the IMF total  1,190%, [4] in excess of its normal quota ( amounting to 18% of Iceland's total GDP in the year they were initiated ). This is the greatest amount the IMF has loaned a single country as a proportion of GDP. [4] The conditionalities of Iceland's IMF programmes are based on terms as laid out in Iceland's Letter of Intent. [5] The conditionalities include details of Banking Sector restructuring, changes to Fiscal Policy including government austerity and changes to exchange rate policies.

Iceland and the Global Financial Crisis (2007-2011)

The global financial crisis in 2007 was an economic depression when banks took major risks to invest in businesses. Other financial institutions had to give money to banks to bail them out of debts. Following the global financial crisis, Iceland's banking sector collapsed, leading to widespread unemployment. Following thereafter, three of Iceland's major banks: Kaupthing, Landsbanki and Glitnir were unable to refinance their short term debts. The banks had liabilities in excess of 80 percent of GDP. Investors began to pull their money out of Iceland's banks, depreciating the value of their currency, the Icelandic krona (ISK). This was triggered by an insolvency of the private banking sector. [4] The largest Icelandic banks had liabilities in excess of 80 percent of GDP. [6]

Purpose of the IMF Intervention (2008)

Iceland needed assistance from the IMF and from its Nordic partners in the Nordic Council. Previously, there was little oversight on the banks, enabling them to take what measures possible. The goal of Iceland in this market intervention was to stem capital outflows, to restore confidence in the Icelandic economy, thus, stabilizing the krona. In 2008, IMF approved $2.1 billion, 2-year loan to Iceland. The purpose of the loan was to help revive the economy to allow the Icelandic krona to gain value. Once the IMF executive board approves, Iceland could immediately take out $833 million of the loan.

Measures adopted by Iceland included an emergency nationalization of the failing banks, a vote of the Icelandic parliament gave the FME (Icelandic Financial Supervisory Authority) broad authority over the insolvent banks. FME proceeded to audit these banks and to split their assets. Measures were also introduced to increase the minimum capital adequacy ratio of the banks to 10% as a part of the effort to re establish confidence in the economy. [5] As a part of these reforms the authority of the FME was increased to improve the stability of the Icelandic banking sector and enforce the introduced measures.

Along with regulatory and banking changes, fiscal policy was also modified to respond to the shock in the following ways. The assumption of the banking sector debt by the Bank of Iceland was one of the initial measures acted upon. As a consequence the public debt increased from 29% in 2007 to 105% of GDP by 2009. [7] To cope with the increased debt burden the Icelandic government adopted a medium term debt reduction plan; the structural balance be set at positive 2-3 percent by 2010. [8] Additionally Iceland determined that it would not support the losses of its pension funds and social service programmes in order not to take up additional obligations. [5]

Monetary and Fiscal policy responses to the Global Financial Crisis

One of the primary objectives of the Icelandic government in seeking an IMF programme was to stabilize the ISK and to set a path for its gradual appreciation. [9] To stabilize short term pressures on the ISK the Central Bank of Iceland raised interest rates to 18% [10] and prepared to back the krona with its foreign reserves, specifically for which Iceland asked for an IMF programme. [5] The long term stated interest rate objective was to maintain 4.5% interest rate by 2010. [11]

Years beyond the Financial Crisis (current status)

2018: GDP growth is rising at a steady pace, despite a 4% decrease from other years. While there was a small decline, economy still remains stable. Employment is abundant, enabling citizens to consume goods.  The Icelandic statistical agency measures a positive trade balance of Icelandic Krona 123,702 million for the first three business quarters of 2018 when accounting for both goods and services exports. The largest export item measured was travel, which accounted for nearly 50% of all exported services as well as for the relatively heavy demand for petrochemical and aviation products Imports are measured a $6.62 billion and exports at $4.74 billion  resulting in a negative balance of trade for 2018 so far. The trade deficit arose from strong consumption and business investment, especially evident in the procurement of aircraft, petrochemical aviation products [9] [12] and agricultural and consumer goods.

International Monetary Fund International financial institution

The International Monetary Fund (IMF) is an international financial institution, headquartered in Washington, D.C., consisting of 190 countries. Its stated mission is "working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty around the world." Formed in 1944, started on 27 December 1945, at the Bretton Woods Conference primarily by the ideas of Harry Dexter White and John Maynard Keynes, it came into formal existence in 1945 with 29 member countries and the goal of reconstructing the international monetary system. It now plays a central role in the management of balance of payments difficulties and international financial crises. Countries contribute funds to a pool through a quota system from which countries experiencing balance of payments problems can borrow money. As of 2016, the fund had XDR 477 billion.

With a population of 350,000, this is $55,000 per capita, based on purchasing power parity (PPP) estimates. The financial crisis of 2007–2010 produced a decline in GDP and employment that has since been reversed entirely by a recovery aided by a tourism boom starting in 2010. Tourism accounted for more than 10% of Iceland's GDP in 2017. After a period of robust growth, Iceland's economy is slowing down according to an economic outlook for the years 2018–2020 published by Arion Research in April 2018.

Icelandic króna Currency of Iceland

The króna[ˈkʰrouːna] or krona is the currency of Iceland. Iceland is the second-smallest country by population, after the Seychelles, to have its own currency and monetary policy.

A country's gross external debt is the liabilities that are owed to nonresidents by residents. The debtors can be governments, corporations or citizens. External debt may be denominated in domestic or foreign currency. It includes amounts owed to private commercial banks, foreign governments, or international financial institutions such as the International Monetary Fund (IMF) and the World Bank.

Landsbanki

Landsbanki, also commonly known as Landsbankinn which is now the name of the current rebuilt bank, was one of the largest Icelandic commercial banks that failed as part of the 2008–2011 Icelandic financial crisis when its subsidiary sparked the Icesave dispute. On October 7, 2008, the Icelandic Financial Supervisory Authority took control of Landsbanki and created a new bank for all the domestic operations called Nýi Landsbanki so that the domestic bank could continue to operate, the new bank continued to operate under the Landsbanki name in Iceland.

Structural adjustment programs (SAPs) consist of loans provided by the International Monetary Fund (IMF) and the World Bank (WB) to countries that experience economic crises. Their purpose is to adjust the country's economic structure, improve international competitiveness, and restore its balance of payments.

Icesave dispute Dispute between the Icelandic state and foreign depositors.

The Icesave dispute was a diplomatic dispute between Iceland, and the Netherlands and the United Kingdom that began after the privately owned Icelandic bank Landsbanki was placed in receivership on 7 October 2008. As Landsbanki was one of three systemically important financial institutions in Iceland to go bankrupt within a few days, the Icelandic Depositors' and Investors' Guarantee Fund (Tryggingarsjóður) had no remaining funds to make good on deposit guarantees to foreign Landsbanki depositors who held savings in the Icesave branch of the bank.

The Icelandic financial crisis was a major economic and political event in Iceland that involved the default of all three of the country's major privately owned commercial banks in late 2008, following their difficulties in refinancing their short-term debt and a run on deposits in the Netherlands and the United Kingdom. Relative to the size of its economy, Iceland's systemic banking collapse was the largest experienced by any country in economic history. The crisis led to a severe economic slump in 2008–2010 and significant political unrest.

European debt crisis Multi-year debt crisis in multiple EU countries since late 2009

The European debt crisis, often also referred to as the eurozone crisis or the European sovereign debt crisis, is a multi-year debt crisis that has been taking place in the European Union (EU) since the end of 2009. Several eurozone member states were unable to repay or refinance their government debt or to bail out over-indebted banks under their national supervision without the assistance of third parties like other eurozone countries, the European Central Bank (ECB), or the International Monetary Fund (IMF).

Timeline of the Icelandic financial crisis

The following is a timeline of the Icelandic financial crisis which began in earnest in mid September 2008. The combined assets of the three largest Icelandic banks amounted to ten times the country's total gross domestic product (GDP) at the time of their collapse. Two-thirds of the banks liabilities were denominated in a foreign currency. When the world's credit markets dried up, the banks were unable to refinance their loans and the government, as a lender of last resort, was unable to offer backing to the privately owned banks.

Thailand joined the IMF on May 3, 1949 and has been the recipient of numerous IMF programs, most notably in its role as the source of contagion in the 1997 Asian financial crisis. Thailand currently has a quota of 3,211.9 million SDR's, which gives it the second most voting power in its constituency after Turkey. The IMF opened a technical assistance office in Thailand in 2012 to provide technical assistance and training to the Lao PDR and the Republic of the Union of Myanmar.

Greece is one of the original members of the International Monetary Fund, joining it on December 27, 1945. It has a quota of 2,428.90 million SDRs and 25,754 votes, 0.51% of the total IMF quota and votes. Greece has been represented on the IMF Board of Governors by Minister of Finance Christos Staikouras since 2019. Greece elects an Executive Director on the fund's Executive Board with Albania, Italy, Malta, Portugal and San Marino. Michail Psalidopoulos is the elected alternate director. Greece has signed two loan agreements with the IMF: a Stand-By Arrangement from 2010 to 2012 and an agreement under the Extended Fund Facility from 2012 to 2016, borrowing a total of 27,766.3 million SDR. Greece owes the IMF 6,735.64 million SDR, and is the fund's third-largest borrower. In 2018, the fund began conducting annual post-program monitoring of Greece in addition to its annual Article IV consultation.

Bosnia and Herzegovina and the International Monetary Fund

Bosnia and Herzegovina declared independence from the state formerly known as Yugoslavia in 1992 and joined the International Monetary Fund (IMF) on December 14, 1992. Bosnia and Herzegovina officially succeeded to the IMF membership of the former Yugoslavia on December 20, 1995, thereby giving the country access to the quota, as well as outstanding loans and payments, on behalf of Yugoslavia. Bosnia and Herzogovina, often synecdochically referred to as Bosnia, currently has an IMF quota of 265.20 million SDR. Bosnia is part of the constituency that contains primarily Eastern European countries but is led by the Netherlands and Belgium. Bosnia controls 4,117 votes of the constituencies 273,058 total votes, and the constituency overall accounts for 5.43% of the IMF's total votes. Since Bosnia joined the IMF in 1992, the country has utilized five borrowing arrangements, four of which were under the Stand-By Arrangements (SBA) and one of which was under the Extended Fund Facility (EFF). The first of the five arrangements was enacted in May 1998 and the most recent was enacted in September 2016. As of September 2019, Bosnia has 126.82 million SDR outstanding loans and/or purchases from the IMF.

Myanmar and the International Monetary Fund

Myanmar, officially joined the International Monetary Fund (IMF) as of January 3, 1952; shortly before the end of term for the Union of Myanmar's first President, Sao Shwe Thaik, and the induction of Ba U. Since the induction of Myanmar as a member of the institution, they have made six arrangements with the IMF with its most recent arrangement made in 1981. As of 2019, they are currently led by Kyaw Kyaw Maung and Alternate U Soe Thein; their Special Drawing Rights (SDR) is at 0.79 million and quota consists of $516.8 million SDR which is 0.11% of the total IMF funds available. As of 2019, the country is under one of the twenty-four Executive Boards that facilitates the day-to-day operations of the IMF, led by Alisara Mahasandana and Alternate Keng Heng Tan; their co-board members consist of Brunei Darussalam, Cambodia, Republic of Fiji, Indonesia, Laos, Malaysia, Nepal, Philippines, Singapore, Thailand, Tonga, and Vietnam. The Executive Board accumulates around 218,545 total votes which account for 4.34% of the Fund's total, Myanmar allocates 6,633 of the votes.
