Indonesian Forum for Budget Transparency (Indonesian : Forum Indonesia untuk Transparansi Anggaran, FITRA), established in September 1999, is an autonomous, non-governmental organization focused on carrying out oversight functions of the state budgeting process. [1] Its establishment was intended to encourage elements of society to be involved in the budgeting process, from planning and drafting to implementation. [2]
Organizationally, FITRA is led by a secretary-general, supported by three leaders: the head of the national budget politics division, the director of the resources center, and the head of the regional network development division. Strategic decisions are made through leadership meetings involving the secretary-general and the three leaders. The resources center division has two units, namely the research and development unit and the database and information unit. Meanwhile, the national budget politics division and the regional network development division do not have supporting units. [3]
The organizational structure of the Indonesian Forum for Budget Transparency (FITRA) is at the national level in the form of a national secretariat, [4] and regional networks called Simpul Jaringan (Sijar), consisting of 14 organizations. The Sijar network is spread across North Sumatra, South Sumatra, Riau, Depok, Sukabumi, Cilacap, Kebumen, Central Java, East Java, West Nusa Tenggara, West Kalimantan, East Kalimantan, South Sulawesi, and West Sulawesi. In carrying out its functions, FITRA receives funding support from a number of donor institutions. In the 2009–2010 period, the Ford Foundation provided funding support of US$531,594 related to the strategic alliance poverty alleviation program, in six regions and at the national level. The Asia Foundation has also supported FITRA since 2002 through gender budget responsive programs and budget advocacy. In 2012, FITRA received funding from The Asia Foundation amounting to US$234,554 for the implementation of the local budget index program in 41 regions.
Between 2008 and 2009, FITRA was also entrusted to carry out the program “Encourage Transparency and Accountability of Election Budget and Logistic Management in KPU (Indonesian National Election Commission)” from the DRSP-USAID amounting to US$85,990. In addition to the donor institutions mentioned above, FITRA also received funding support from Partnership, Tifa Foundation, Hivos, UNMC, and the European Union. [6]
In the period 2007–2011, FITRA's income increased by 2000%, from Rp 461,938,450 to Rp 8,045,431,245. Net assets (income minus expenses) also increased by 1600%. Total assets rose sharply from Rp 104,886,990 to Rp 3,110,517,247. This increase was due to the growing trust from donor institutions. [7]
