The Interdepartmental Working Group on Trafficking in Persons (IWG-TIP) was the body responsible for the development of public policy related to human trafficking in Canada [1] until the organization was replaced by the Human Trafficking Taskforce in June 2012. [2] The IWG-TIP was established in 1999 and was co-chaired by the Department of Foreign Affairs, Trade and Development and the Department of Justice. [3] Seventeen agencies and departments of the Government of Canada participated in the working group. [4] The group produced a pamphlet in 14 languages with the intention of educating at-risk women about how they might avoid being trafficked. [5] This pamphlet was distributed internationally. [6] The IWG-TIP promoted the idea that victims of human trafficking should be primarily served by community organizations. [7] In 2004, the IWG-TIP was mandated to create a national anti-human-trafficking plan, and both politicians and non-governmental organizations (NGOs) proceeded to remind the IWG-TIP of this unfulfilled mandate for the following eight years. [8] The IWG-TIP continued to promise to establish such a plan throughout these years. [9] On March 31, 2004, the IWG-TIP website was updated to state that it was having a meeting with academics and NGOs "to discuss various elements of a potential federal anti-trafficking strategy," but no more updates were made to the website over the following four years. Child sex tourism (CST) is tourism for the purpose of engaging in the prostitution of children, which is commercially facilitated child sexual abuse. The definition of child in the United Nations Convention on the Rights of the Child is "every human being below the age of 18 years". Child sex tourism results in both mental and physical consequences for the exploited children, which may include sexually transmitted infections, "drug addiction, pregnancy, malnutrition, social ostracism, and death", according to the State Department of the United States. Child sex tourism, part of the multibillion-dollar global sex tourism industry, is a form of child prostitution within the wider issue of commercial sexual exploitation of children. Child sex tourism victimizes approximately 2 million children around the world. The children who perform as prostitutes in the child sex tourism trade often have been lured or abducted into sexual slavery.

Sex trafficking Trade of sexual slaves

Sex trafficking is human trafficking for the purpose of sexual exploitation. It has been called a form of modern slavery because of the way victims are forced into sexual acts, usually non-consensually, in a form of sexual slavery. Perpetrators of the crime are called sex traffickers or pimps—people who manipulate victims to engage in various forms of commercial sex with paying customers. Sex traffickers use force, fraud, and coercion as they recruit, transport, and provide their victims as prostitutes. Sometimes victims are brought into a situation of dependency on their trafficker(s), financially or emotionally. Every aspect of sex trafficking is considered a crime, from acquisition to transportation and exploitation of victims. This includes any sexual exploitation of adults or minors, including child sex tourism (CST) and domestic minor sex trafficking (DMST).

Human trafficking in the Philippines

Human trafficking and the prostitution of children is a significant issue in the Philippines, often controlled by organized crime syndicates. Human trafficking is a crime against humanity.

Chilean law does specifically prohibit trafficking in persons, and there were isolated reports that persons were trafficked to, from, and within the country for the purposes of sexual exploitation and involuntary domestic servitude. U.S. State Department's Office to Monitor and Combat Trafficking in Persons placed the country in "Tier 1" in 2017. The law criminalizes promoting the entry into or exit from the country of persons for the purpose of facilitating prostitution, with penalties of up to three years in prison and a fine of $827. Sanctions are increased in a number of circumstances, including cases in which the victim is a minor, violence or intimidation is used, deception or abuse of authority is involved, the victim is related or under the tutelage of the perpetrator, or advantage is taken of a victim's circumstances or handicap. The law criminalizes the prostitution of children and corruption of minors, and the age of consent for sexual relations is 14. The law criminalizes obtaining sexual services from a minor in exchange for money or other considerations.

Efforts to crack down on human trafficking in Russia focus not only on the men, women, and children who are illegally shipped out of Russia to undergo forced labor and sexual exploitation in other countries, but also those who are illegally brought into Russia from abroad. The Government of the Russian Federation has made significant progress in this area over the past decade, but a report commissioned by the United States Department of State in 2010 concluded that much more needed to be done before Russia could be taken off its Tier 3 watchlist. U.S. State Department's Office to Monitor and Combat Trafficking in Persons placed the country in "Tier 3" in 2017.

According to the U.S. Government's Trafficking in Person's (TIP) Report, Singapore is a destination country for foreign victims trafficked for the purpose of labor and commercial sexual exploitation. Over the years, victims of trafficking in Singapore have come from many countries throughout Asia such as India, Thailand, the People's Republic of China, Sri Lanka, Bangladesh, the Philippines, Cambodia, Vietnam, Burma and Malaysia. Many of these people travel to Singapore voluntarily for work in different industries such as construction, manufacturing, or commercial sex. The use of deception about working conditions, debt bondage, the unlawful confiscation of travel documents, confinement and/or physical or sexual abuse is utilized by traffickers to force victims into involuntary servitude. The U.S. TIP Report also notes a small quantity of Singaporeans engaging in and/or promoting child sex tourism abroad. The U.S. State Department's Office to Monitor and Combat Trafficking in Persons placed the country in Tier 1 in 2020.

According to the United States Department of State, "Thailand is a source, destination, and transit country for men, women, and children subjected to forced labour and sex trafficking." Thailand's relative prosperity attracts migrants from neighboring countries who flee conditions of poverty and, in the case of Burma, military repression. Significant illegal migration to Thailand presents traffickers with opportunities to coerce or defraud undocumented migrants into involuntary servitude or sexual exploitation. Police who investigated reaching high-profile authorities also received death threats in 2015.

Uzbekistan is a source country for women and girls who are trafficked to the United Arab Emirates (U.A.E.), Kazakhstan, Russia, Thailand, Turkey, India, Indonesia, Israel, Malaysia, South Korea, Japan and Costa Rica for the purpose of commercial sexual exploitation. Men are trafficked to Kazakhstan and Russia for purposes of forced labor in the construction, cotton and tobacco industries. Men and women are also trafficked internally for the purposes of domestic servitude, forced labor in the agricultural and construction industries, and for commercial sexual exploitation. Many school-age children are forced to work in the cotton harvest each year.

Zimbabwe is a source, transit, and destination country for men, women, and children trafficked for the purposes of forced labor and sexual exploitation. Large scale migration of Zimbabweans to surrounding countries—as they flee a progressively more desperate situation at home—has increased, and NGOs, international organizations, and governments in neighboring countries are reporting an upsurge in these Zimbabweans facing conditions of exploitation, including human trafficking. Rural Zimbabwean men, women, and children are trafficked internally to farms for agricultural labor and domestic servitude and to cities for domestic labor and commercial sexual exploitation. Women and children are trafficked for domestic labor and sexual exploitation, including in brothels, along both sides of the borders with Botswana, Mozambique, South Africa, and Zambia. Young men and boys are trafficked to South Africa for farm work, often laboring for months in South Africa without pay before "employers" have them arrested and deported as illegal immigrants. Young women and girls are lured to South Africa, the People's Republic of China, Egypt, the United Kingdom, the United States, and Canada with false employment offers that result in involuntary domestic servitude or commercial sexual exploitation. Men, women, and children from the Democratic Republic of the Congo, Malawi, Mozambique, and Zambia are trafficked through Zimbabwe en route to South Africa. Small numbers of South African girls are trafficked to Zimbabwe for domestic servitude. The government’s efforts to address trafficking at home have increased with the introduction of the National Action Plan (NAP) as well as the 2014 Trafficking in Persons Act. In addition, the trafficking situation in the country is worsening as more of the population is made vulnerable by declining socio-economic conditions.

Human trafficking in Canada is prohibited by law, and is considered a criminal offence whether it occurs entirely within Canada or involves the "transporting of persons across Canadian borders. Public Safety Canada (PSC) defines human trafficking as "the recruitment, transportation, harbouring and/or exercising control, direction or influence over the movements of a person in order to exploit that person, typically through sexual exploitation or forced labour. It is often described as a modern form of slavery."

Germany is a European source, point of transit, organization and destination country for women, children, and men subjected to trafficking in persons, specifically forced prostitution and forced labor.

Afghanistan is one of the source, transit, and destination country for men, women, and children who are subjected to trafficking in persons, specifically forced labor and forced prostitution. Trafficking within Afghanistan is more prevalent than transnational trafficking, and the majority of victims are children. In 2005 the Afghan Independent Human Rights Commission (AIHRC) reported 150 child trafficking cases to other states. Afghan boys and girls are trafficked within the country and into Iran, Pakistan and India as well as Persian gulf Arab states, where they live as slaves and are forced to prostitution and forced labor in brick kilns, carpet-making factories, and domestic service. In some cases the boys and girls were used for organ trafficking. Forced begging is a growing problem in Afghanistan; Mafia groups organize professional begging rings. Afghan boys are subjected to forced prostitution and forced labor in the drug smuggling industry in Pakistan and Iran. Afghan women and girls are subjected to forced prostitution, arranged and forced marriages—including those in which husbands force their wives into prostitution—and involuntary domestic servitude in Pakistan and Iran, and possibly India. Non-governmental organizations (NGOs) report that over the past year, increasing numbers of boys were trafficked internally. Some families knowingly sell their children for forced prostitution, including for bacha bazi - a practice combining sexual slavery and child prostitution, through which wealthy men use harems of young boys for social and sexual entertainment. Other families send their children with brokers to gain employment. Many of these children end up in forced labor, particularly in Pakistani carpet factories. NGOs indicate that families sometimes make cost-benefit analyses regarding how much debt they can incur based on their tradable family members.

Angola is a source and destination country for men, women, and children subjected to trafficking in persons, specifically conditions of forced prostitution and forced labor. Internally, trafficking victims are forced to labor in agriculture, construction, domestic servitude, and reportedly in artisanal diamond mines. Angolan women and children more often become victims of internal rather than transnational sex trafficking. Women and children are trafficked to South Africa, the Democratic Republic of the Congo (DRC), Namibia, and European nations, primarily Portugal. Traffickers take boys to Namibia for forced labor in cattle herding. Children are also forced to act as couriers in illegal cross-border trade between Namibia and Angola as part of a scheme to skirt import fees. Illegal migrants from the DRC voluntarily enter Angola's diamond-mining districts, where some are later reportedly subjected to forced labor or prostitution in the mining camps.

Transnational efforts to prevent human trafficking are being made to prevent human trafficking in specific countries and around the world.

Nicaragua is principally a source and transit country for women and children subjected to trafficking in persons, specifically forced prostitution and forced labor. Nicaraguan women and children are trafficked for commercial sexual exploitation within the country as well as in neighboring countries, most often to El Salvador, Costa Rica, Guatemala, Honduras, Mexico, and the United States. Trafficking victims are recruited in rural areas for work in urban centers, particularly Managua, and subsequently coerced into prostitution. Adults and children are subjected to conditions of forced labor in agriculture, the fishing industry, and for involuntary domestic servitude within the country and in Costa Rica. There are reports of some Nicaraguans forced to engage in drug trafficking. To a lesser extent, Nicaragua is a destination country for women and children recruited from neighboring countries for forced prostitution. Managua, Granada, Estelí, and San Juan del Sur are destinations for foreign child sex tourists from the United States, Canada, and Western Europe, and some travel agencies are reportedly complicit in promoting child sex tourism. Nicaragua is a transit country for migrants from Africa and East Asia en route to the United States; some may fall victim to human trafficking.

Human trafficking in Georgia (country) Forced prostitution and forced labor

Human trafficking in Georgia is common, with people being subjected to forced prostitution and forced labor. In 2009, women and girls from Georgia were forced into prostitution in Georgia, Turkey, the United Arab Emirates, and Greece, and in recent years, cases of forced prostitution of Georgian victims have also been documented in Russia, Germany, and Austria. Men and women have been forced into labor in Georgia, Libya and Turkey. Men from Turkey are also forced into labor in the breakaway region of Abkhazia, which is outside the Georgian government’s control.

Guinea is a source, transit, and to a lesser extent, a destination country for men, women, and children subjected to trafficking in persons, specifically in the areas of forced labor and forced prostitution. The majority of victims are children, and these incidents of trafficking are more prevalent among Guinean citizens than among foreign migrants living in Guinea. Within the country, girls are largely subjected to involuntary domestic servitude and commercial sexual exploitation, while boys are subjected to forced begging and forced labor as street vendors, shoe shiners, and laborers in gold and diamond mines. Some Guinean men are also subjected to forced agricultural labor within Guinea. Smaller numbers of girls from Mali, Sierra Leone, Nigeria, Ghana, Liberia, Senegal, Burkina Faso, and Guinea-Bissau migrate to Guinea, where they are subjected to involuntary domestic servitude and likely also commercial sexual exploitation. Some Guinean boys and girls are subjected to forced labor in gold mining operations in Senegal, Mali, and possibly other African countries. Guinean women and girls are subjected to involuntary domestic servitude and forced prostitution in Nigeria, Côte d'Ivoire, Benin, Senegal, Greece, and Spain. Chinese women are trafficked to Guinea for commercial sexual exploitation by Chinese traffickers. Networks also traffic women from Nigeria, India, and Greece through Guinea to the Maghreb and onward to Europe, notably Italy, Ukraine, Switzerland, and France for forced prostitution and involuntary domestic servitude.

National Action Plan to Combat Human Trafficking Canadian action plan established in 2012

The National Action Plan to Combat Human Trafficking is a four-year action plan that was established by the Government of Canada on June 6, 2012 to oppose human trafficking in Canada. In 2004, the government's Interdepartmental Working Group on Trafficking in Persons was mandated to create a national anti-human-trafficking plan, but the mandate went unfulfilled despite reminders from politicians and non-governmental organizations (NGOs). Member of Parliament (MP) Joy Smith put forward motion C-153 in February 2007 to put a plan in place, and the House of Commons passed it unanimously. Smith began developing a proposal and released it in September 2010 under the title "Connecting the Dots". University of British Columbia law professor Benjamin Perrin helped guide Smith's writing of the proposal. Before the establishment of the NAP-CHT, a variety of people and organizations—including the 2009 and 2010 Trafficking in Persons (TIP) Reports of the United States Department of State—criticized Canada for failing to have such a plan.
