International Business Wales (IBW) is a development agency of the Welsh Government set up with the remit of delivering support to help companies establish themselves in Wales.
IBW provide the trade and investment arm of the Welsh Government. Established in 2006, it brought together the responsibilities of the former Welsh Development Agency and Wales Trade International. [1]
Sitting under the Department for the Economy and Transport (DE&T) [2] IBW is tasked with developing international trade, and attracting inward investment, relocation and international collaboration.
IBW offer support to companies looking at Wales as a business destination for expansion/relocation as well as supporting the companies located in the country with their international trade requirements.
In July 2009, using information obtained from a Freedom of Information request to the Welsh government, the Welsh Liberal Democrats criticised International Business Wales officials for running up a bill of £750,000, on 35 different corporate credit card accounts for the year June 2008 to end of May 2009, at the tax-payers expense. Liberal Democrat leader Kirsty Williams AM said:

Following the July 2009 press coverage a group of Welsh exporters have shown their support for International Business Wales, calling on politicians to "stop playing politics" with the organisation. Malcolm Duncan, managing director of Blaenavon-based Super Rod, who heads up the support group said:
On Monday 5 July 2010 the Welsh Assembly Government announced plans to transform the way it supports businesses and the Welsh economy. "Economic Renewal: a new direction" is a vision to make Wales "one of the best places in the world to live, to work and to thrive".

Hywel Rhodri Morgan was a Welsh Labour politician who was the First Minister of Wales and the Leader of Welsh Labour from 2000 to 2009. He was also the Assembly Member for Cardiff West from 1999 to 2011 and the Member of Parliament for Cardiff West from 1987 to 2001. He remains the longest-serving First Minister of Wales, having served in the position for 9 years and 304 days. He was Chancellor of Swansea University from 2011 until his death in 2017.
The Welsh Government is the executive arm of the devolved government of Wales. The government consists of cabinet secretaries and ministers. It is led by the first minister, usually the leader of the largest party in the Senedd, who selects ministers with the approval of the Senedd. The government is responsible for tabling policy in devolved areas for consideration by the Senedd and implementing policy that has been approved by it.
The 1997 Welsh devolution referendum was a pre-legislative referendum held in Wales on 18 September 1997 over whether there was support for the creation of a National Assembly for Wales, and therefore a degree of self-government. The referendum was a Labour manifesto commitment and was held in their first term after the 1997 election under the provisions of the Referendums Act 1997. This was the second referendum held in Wales over the question of devolution: the first referendum was held in 1979 and was defeated by a large majority.
David Thomas Charles Davies is a British politician who was Secretary of State for Wales from 2022 to 2024. He was the Member of Parliament (MP) for Monmouth from 2005 to 2024. A member of the Conservative Party, he chaired the Welsh Affairs Select Committee from 2010 to 2019. Davies also served as Parliamentary Under-Secretary of State for Wales from 2019 to 2022, and as Member of the Welsh Assembly (AM) for Monmouth from 1999 to 2007.
Welsh Development Agency was an executive agency and later designated an Assembly Sponsored Public Body (ASPB). Established in 1976, it was tasked with rescuing the ailing Welsh economy by encouraging business development and investment in Wales, clearing derelict land and encouraging growth of local businesses. In April 2006 the WDA was abolished and its functions were transferred into the Welsh Government.
Jennifer Elizabeth Randerson, Baroness Randerson was a Welsh Liberal Democrat member of the House of Lords. She was a junior minister in the Wales Office serving in the Cameron–Clegg coalition. Prior to her peerage she was an Assembly Member for Cardiff Central from 1999 to 2011 when she served in the Welsh Labour-Lib Dem administration of the 2000–2003 Welsh Assembly Government.
Victoria Kirstyn Williams is a Welsh politician who served as Minister for Education in the Welsh Government from 2016 to 2021. She was a Member of the Senedd (MS) from 1999 to 2021. She previously served as the Leader of the Welsh Liberal Democrats from December 2008 to May 2016 and subsequently from June 2017 to November 2017 in an acting capacity.
Brian Gibbons is a medical doctor who was the Labour Party Assembly Member for Aberavon from May 1999 to May 2011. He served in the Welsh Government as Minister for Health and Social Services from 2005 to 2007, Minister for the Economy and Transport in 2007, and Minister for Social Justice and Local Government from 2007 to 2009.
Carwyn Howell Jones, Baron Jones of Penybont,, is a Welsh politician who served as First Minister of Wales and Leader of Welsh Labour from 2009 to 2018. He previously served as Counsel General for Wales from 2007 to 2009. Jones was the member of the Senedd (MS) for Bridgend from 1999 to 2021. He has been a member of the House of Lords since 2025.
Edwina Hart, MBE is a Welsh Labour politician who represented the constituency of Gower from the establishment of the National Assembly for Wales (Senedd) in 1999 until 2016. Hart served in the Welsh Government as a cabinet minister for the full 17 years she was an AM including as Minister for Health and Social Services from 2007 to 2011 and as Minister for Business, Enterprise, Technology and Science from 2011 to 2016.
Andrew David Davies is a Welsh Labour politician, who represented the constituency of Swansea West in the National Assembly for Wales. Davies was born in Hereford to Welsh parents; his mother is from Llandeilo and his father from Holywell, Flintshire. Davies attended Hereford Cathedral School and Swansea University, where he trained as a teacher.
Welsh Labour, formerly known as the Labour Party in Wales, is an autonomous section of the United Kingdom Labour Party in Wales and the largest party in modern Welsh politics. Welsh Labour and its forebears have won a plurality of the Welsh vote at every UK general election since 1922, every Assembly and Senedd election since 1999, and all elections to the European Parliament in the period 1979–2004 and in 2014. Welsh Labour holds 27 of the 32 Welsh seats in the UK Parliament, 30 of the 60 seats in the Welsh Senedd and 576 of the 1,264 councillors in principal local authorities including overall control of 10 of the 22 principal local authorities.
Alun Hugh Cairns is a Welsh Conservative politician who served as the Member of Parliament (MP) for the Vale of Glamorgan from 2010 to 2024. He served as Secretary of State for Wales from 2016 to 2019.
Thomas Alun Rhys Davies is a Welsh Labour and Co-operative party politician serving as the Member of the Senedd (MS) for Blaenau Gwent since 2011, and formerly Mid and West Wales from 2007 to 2011. He has served in several Welsh government offices, including Cabinet Secretary for Local Government and Public Services, Minister for Lifelong Learning and Welsh Language, and Minister for Natural Resources and Food.
Margaret Delyth Evans is a Welsh executive and former politician who served as Deputy Minister for Rural Affairs, Culture and Environment in the National Assembly for Wales from 2000 to 2003. A member of the Labour Party, she was the Assembly Member (AM) for Mid and West Wales from 2000 until her retirement from the National Assembly in 2003. In 2010, she became the chief executive of the charity Dress For Success London, where she remained until 2014. She has also been a director at the Film Agency for Wales, a trustee at the charity United Response, and has sat on the board of Sport Wales since 2019.
A referendum on the powers of the National Assembly for Wales was held on 3 March 2011. Voters were asked whether the Assembly should have full law-making powers in the twenty subject areas where it has jurisdiction. The referendum asked the question: ‘Do you want the Assembly now to be able to make laws on all matters in the 20 subject areas it has powers for?’
The Cabinet Secretary for Economy, Energy and Planning is a member of the Cabinet in the Welsh Government. The current officeholder is Rebecca Evans since September 2024.
The Institute of Welsh Affairs (IWA) is an independent charity and membership-based think-tank based Cardiff, Wales, which specialises in public policy and debate around the economy, education, environment and health sectors in Wales.
Kirsty Williams, the leader of the Welsh Liberal Democrats, formed her frontbench team of party spokespeople in the National Assembly for Wales on 11 December 2008 after she was elected to succeed Mike German as party leader on 8 December. She reshuffled her frontbench team after the 2011 National Assembly for Wales election before her party's seat share was reduced from five to one at the 2016 National Assembly for Wales election, with Williams becoming the party's sole assembly member (AM).
Ieuan Wyn Jones, the leader of Plaid Cymru, formed his frontbench team of party spokespeople in the National Assembly for Wales on 25 May 2011 after the dissolution of his party's coalition government with Rhodri Morgan and Carwyn Jones' Welsh Labour following the 2011 National Assembly for Wales election. Jones had previously led a shadow cabinet before entering coalition from 2000 to 2007, when his party had served as the Official Opposition since the 1999 National Assembly for Wales election.
