International Citizen Service (ICS) is a global volunteering programme. It is aimed at young people aged 18-35 and supports them on 12-week long sustainable and locally-owned volunteering placements focused on working towards the Sustainable Development Goals. [1]
ICS works with projects that have specifically requested help, with emphasis placed on measures that combat poverty. Funded by the Department for International Development, ICS is led by VSO, in partnership with a number of development organisations.
Prime Minister David Cameron has said the program was inspired by the Peace Corps. [2] The forerunner programme to ICS was Platform2, which was initiated under the previous Labour government.
ICS and ICS Entrepreneur are led by VSO in partnership with a group of development organisations.
Volunteers to the ICS are asked to fundraise, and receive support to help them meet their fundraising goals.
The programme has been on pause [3] since the Covid-19 pandemic.
The ICS consortium are a group of organisations that aim to use their experience in running overseas volunteer programmes to work towards the Sustainable Development Goals. Collectively, the ICS agencies work directly with around 3000 international volunteers every year and have partnerships in over 60 countries. While a number of agencies ran volunteer programmes as part of ICS by 2020, only three agencies were still part of the consortium; Raleigh International, VSO and Restless Development. [4]
The International Citizen Service was criticized for a lack of value and basically providing holidays on taxpayers expense. [5] Questions have been raised as to whether the cost of £7,633 per volunteer for the flights, visas, accommodation, food, insurance, a certain amount of living expenses and training of young people offers good value for money. [6] The same report showed however that those volunteers raised £2.148 million to support the programmes during that period which covered the majority of that cost. [6]
VSO is a not-for-profit international development organization charity with a vision for "a fair world for everyone" and a mission to "create lasting change through volunteering". VSO delivers development impact through a blended volunteer model consisting of international, national, and community volunteers working together to develop the systems and conditions for positive social change. In 2022–23, VSO worked in 35 countries in Africa and Asia.

Volunteering Matters is a UK charity focused on "the advancement of citizenship and community development for the public benefit through the promotion of volunteering". It was founded in 1962 as Community Service Volunteers (CSV) by Mora and Alec Dickson. In the 2018/2019 financial year, Volunteering Matters engaged around 20,000 volunteers through its hundreds of voluntary projects across England, Scotland and Wales.
Restless Development is a non-governmental organization which organizes volunteer placements for young people in the areas of civic participation, livelihoods and employment, sexual rights, and leadership. It operates in 74 countries in Africa and Asia, as well as the United States and United Kingdom.
The Energy Technologies Institute (ETI) was a public-private partnership between global energy and engineering companies and the UK Government that was established in the United Kingdom in 2007. The government set up the ETI following an announcement in the 2006 budget speech. The purpose of the ETI is to “accelerate the development, demonstration and eventual commercial deployment of a focused portfolio of energy technologies, which will increase energy efficiency, reduce greenhouse gas emissions and help achieve energy and climate change goals”. The institute works with a range of academic and commercial bodies.

Self Help Africa is an international charity that promotes and implements long-term rural development projects in Africa. Self Help Africa merged with Gorta, in July 2014, and was known for a period as Gorta-Self Help Africa. In 2021, the organisation merged with the UK-based international non-governmental organization (INGO), United Purpose. Self Help Africa also owns a number of social enterprise subsidiaries - Cumo Microfinance, TruTrade and Partner Africa.
NetCorps was a volunteer-organizing coalition consisting of nine Canadian non-governmental organizations (NGOs), funded by the Canadian International Development Agency (CIDA) and managed by the NetCorps coordination unit. Through the program, the organizations created international information and communication technologies (ICT) internships in developing countries around the world. Interns typically participated in six-month programs, leaving between August and November for host organizations in the placement countries. Positions were limited to 19–30-year-old Canadian citizens or landed immigrants who had "appropriate information and communication technologies skills". Typical duties included creating webpages, developing databases, computer networking, setting up hardware, preparing manuals and other documentation, and general-to-advanced computer instruction.

Platform2 was an international volunteering programme for young people in the United Kingdom. It was run by a coalition of Christian Aid and BUNAC, and was funded by the Department for International Development of the UK government. Volunteers took part in 10-week community projects in countries such as South Africa, Ghana, India, Nepal and Peru.
Tzedek is a UK-based registered charity organisation which aims to provide a Jewish response to the problem of extreme global poverty. Registered as a charity in 1993, Tzedek has a number of overseas development programmes, working closely with local NGOs to alleviate extreme poverty in Northern Ghana and Northeast & Southeast India. As well as supporting local NGOs within these regions, Tzedek aims to develop the leadership skills of young Jewish leaders within the community to provide a long-term, sustainable solution to global poverty.
Cuso International is a Canadian international development organization that connects communities around the world with skilled Canadians to help end poverty and inequality. Established in 1961, Cuso International has deployed more than 15,000 volunteers and has worked in more than 100 countries on long-term development projects.

Different members provide direction, financing and advocacy. Cities Alliance aims to deliver solutions to urban poverty.

After starting as a not-for-profit members Club, it was taken over by Bunac Travel Services Ltd which was acquired by STA Travel in 2011. The 'BUNAC' brand and all associated work and volunteer abroad programme brand names are now owned by STA Travel. Previously, the company was owned by the non-profit British Universities North America Club in order to provide work and volunteer programmes for their members. Due to this, the term 'BUNAC' now refers exclusively to STA Travel owned products, and not the non-profit Club.
