The International Convention for the Prevention of Pollution of the Sea by Oil (OILPOL) was an International Treaty signed in London on 12 May 1954 (OILPOL 54). It was updated in 1962 (OILPOL 62), 1969 (OILPOL 69), and 1971 (OILPOL 71). [1] OILPOL was subsumed by the International Convention for the Prevention of Pollution from Ships (MARPOL) in 1973.

Since 1959, OILPOL is administered and promoted by the International Maritime Organization (IMO), which states:

The OILPOL Convention recognised that most oil pollution resulted from routine shipboard operations such as the cleaning of cargo tanks. In the 1950s, the normal practice was simply to wash the tanks out with water and then pump the resulting mixture of oil and water into the sea. OILPOL 54 prohibited the dumping of oily wastes within a certain distance from land and in 'special areas' where the danger to the environment was especially acute. [2]

Great Barrier Reef incident

On 3 March 1970, the Liberian crude oil tanker Oceanic Grandeur struck an uncharted rock in Torres Strait while en route from Dumai, Indonesia, to Brisbane. The incident resulted in a significant spill. [3] Due to concern about the Great Barrier Reef, amendments in OILPOL 71 were provided to extend the restricted zone to the Great Barrier Reef.

It covers the deliberate disposal at sea of wastes or other matter from vessels, aircraft, and platforms. It entered into force in 1975. As of September 2016, there were 89 Parties to the convention.

The International Convention for the Safety of Life at Sea (SOLAS) is an international maritime treaty that sets minimum safety standards in the construction, equipment and operation of merchant ships. The International Maritime Organization convention requires signatory flag states to ensure that ships flagged by them comply with at least these standards.

A double hull is a ship hull design and construction method where the bottom and sides of the ship have two complete layers of watertight hull surface: one outer layer forming the normal hull of the ship, and a second inner hull which is some distance inboard, typically by a few feet, which forms a redundant barrier to seawater in case the outer hull is damaged and leaks.

Australian Maritime Safety Authority (AMSA) is an Australian statutory authority responsible for the regulation and safety oversight of Australia's shipping fleet and management of Australia's international maritime obligations. The authority has jurisdiction over Australia's exclusive economic zone which covers an area of 11,000,000 square kilometres (4,200,000 sq mi). AMSA maintains Australia's shipping registries: the general and the international shipping registers.

An oily water separator (OWS) (marine) is a piece of equipment specific to the shipping or marine industry. It is used to separate oil and water mixtures into their separate components. This page refers exclusively to oily water separators aboard marine vessels. They are found on board ships where they are used to separate oil from oily waste water such as bilge water before the waste water is discharged into the environment. These discharges of waste water must comply with the requirements laid out in Marpol 73/78.

Oil spill governance in the United States is governed by federal law.

Ocean governance is the conduct of the policy, actions and affairs regarding the world's oceans. Within governance, it incorporates the influence of non-state actors, i.e. stakeholders, NGOs and so forth, therefore the state is not the only acting power in policy making. However, ocean governance is complex because much of the ocean is a commons that is not ‘owned’ by any single person or nation/state. There is a belief more strongly in the US than other countries that the “invisible hand” is the best method to determine ocean governance factors. These include factors such as what resources we consume, what price we should pay for them, and how we should use them. The underlying reasoning behind this is the market has to have the desire in order to promote environmental protection, however this is rarely the case. This term is referred to as a market failure. Market failures and government failures are the leading causes of ocean governance complications. As a result, humankind has tended to overexploit marine resources, by treating them as shared resources while not taking equal and collective responsibilities in caring for them.

International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC) is an international maritime convention establishing measures for dealing with marine oil pollution incidents nationally and in co-operation with other countries. As of November 2018, there are 112 state parties to the convention.

Emission control areas (ECAs), or sulfur emission control areas (SECAs), are sea areas in which stricter controls were established to minimize airborne emissions from ships as defined by Annex VI of the 1997 MARPOL Protocol.

Oil Pollution Act of 1961, 33 U.S.C. Chapter 20 §§ 1001-1011, established judicial definitions and coastal prohibitions for the United States maritime industry. The Act invoked the accords of the International Convention for the Prevention of the Pollution of the Sea by Oil, 1954. The international agreement provided provisions to control the discharge of fossil fuel pollutants from nautical vessels on the high seas.

The Oil Pollution Act of 1973 or Oil Pollution Act Amendments of 1973, 33 U.S.C. Chapter 20 §§ 1001-1011, was a United States federal law which amended the United States Statute 75 Stat. 402. The Act of Congress sustained the United States commitment to control the discharge of fossil fuel pollutants from nautical vessels and to acknowledge the embargo of coastal zones in trans-boundary waters.

Marpol Annex I is the first implementation made by Marpol 73/78, one of the most important international marine environmental conventions. The convention was designed to minimize pollution of the seas from ships. The objective of the convention is to preserve the marine environment through the complete elimination of pollution by oil and other harmful substances and the minimization of accidental discharge of such substances. The Marpol Annex I began to be enforced on October 2, 1983, and it details the prevention of pollution by oil and oily water.

<span class="mw-page-title-main">Heavy fuel oil</span> Fuel oils of a tar-like consistency

Heavy Fuel Oil (HFO) is a category of fuel oils of a tar-like consistency. Also known as bunker fuel, or residual fuel oil, HFO is the result or remnant from the distillation and cracking process of petroleum. For this reason, HFO is contaminated with several different compounds including aromatics, sulfur and nitrogen, making emissions upon combustion more polluting compared to other fuel oils. HFO is predominantly used as a fuel source for marine vessel propulsion due to its relatively low cost compared to cleaner fuel sources such as distillates. The use and carriage of HFO on-board vessels presents several environmental concerns, namely the risk of oil spill and the emission of toxic compounds and particulates including black carbon. Presently, the use of HFOs is banned as a fuel source for ships travelling in the Antarctic as part of the International Maritime Organization's (IMO) International Code for Ships Operating in Polar Waters. For similar reasons, an HFO ban in Arctic waters is currently being considered.
