James Cappleman (born October 26,1952 [1] ) is an American politician and a former member of the Chicago City Council. He was elected to the Council in 2011 as the alderman for the city's 46th ward,which includes parts of the Uptown and Lakeview neighborhoods. He won re-election in 2015 and 2019.
A native of Houston,Texas,and the son of a United States Army physician and nurse,Cappleman was one of eight children raised by his mother after his father's death. [2] He completed a bachelor's degree in Education from the University of Houston,and graduated from the Jane Addams College of Social Work at the University of Illinois at Chicago with a Masters in Social Work in 1991. [3] In 2012,Cappleman completed Harvard University's John F. Kennedy School of Government program for Senior Executives in State and Local Government as a David Bohnett Foundation LGBTQ Victory Institute Leadership Fellow.
Cappleman ran for alderman of Chicago City Council's 46th ward in 2007,challenging incumbent Helen Shiller and making issues of crime and public safety central to his campaign. [4] [5] He lost to Shiller in 2007,but ran again in 2011. Shiller was retiring from the seat that year,and Cappleman defeated Molly Phelan in a run-off election. [6]
In Chicago's two-round electoral system,the top two vote-getters in the first round proceed to a run-off election if no candidate receives more than 50% of the votes. In his re-election campaigns in 2015 and 2019,Cappleman faced challengers who took him to a run-off election both times. He won with 53.7% of the vote in the 2015 run-off against Amy Crawford,and 50.1% of the vote (a margin of 25 votes) in the 2019 run-off against Marianne Lalonde. [7]
Cappleman was a member of Budget,Ethics,Health,Housing,Licensing &Consumer Protection,Pedestrian &Traffic,and Zoning Committees. [8]
In 2016,Cappleman,along with the other members of the Chicago City Council LGBT Caucus and Mayor Rahm Emanuel,sought for the legal right for the transgender community to choose the bathroom of their choice,citing the unnecessary stress that they go through when they need to go to the bathroom. [9]
Cappleman worked with Congresswoman Jan Schakowsky to encourage the City of Chicago to create a housing-first pilot project that housed 75 people living under two Uptown viaducts along Lake Shore Drive in 2016. [10] After this pilot project was completed,the City of Chicago realized the need to create a process that would identify each homeless person receiving services in an effort to better track who was getting care and how efficient the process was to get them off the streets and into permanent housing. In May 2017,he was the lead sponsor of a resolution that called for the City of Chicago,Cook County,and the State of Illinois to collaborate to create interventions to reduce prison recidivism,especially among those frequently arrested who have mental illness. [11] With this resolution,Cappleman called for clear outcome measures that tracked the efficiency and success of the interventions provided.
During the mayoralty of Lori Lightfoot,Cappleman has been considered an ally of Lightfoot on the City Council. [12] He has endorsed her for reelection in the 2023 Chicago mayoral election. [13]
On July 5,2022,Cappleman announced that he would not run for reelection and would retire at the end of his term in May 2023. [14]
Cappleman is openly gay. [15] His husband,Richard Thale,is chair of the 19th Police District's Court Advocacy Committee and a CAPS facilitator for Beat 1914. A couple since 1991,the two married in 2013 in Washington state. [16] Cappleman is one of six openly LGBTQ Chicago aldermen,and the first LGBTQ candidate in Chicago's City Council to be initially voted into public office. [17]
Anthony A. Beale is an American politician and the alderman of the 9th ward of the City of Chicago,Illinois United States. Beale is noted as having been one of the youngest members to serve as elected official on the City of Chicago's City Council. Beale was first elected in 1999. In 2023 Beale was elected to his seventh term in office. In 2013,Beale was an unsuccessful candidate in the Democratic primary for the special election to replace Jesse Jackson Jr. as U.S. Congressman from Illinois' 2nd congressional district.
Thomas M. Tunney is an American politician and entrepreneur from Chicago,Illinois. From 2003 to 2023,he served as an alderman on the Chicago City Council. He represented the 44th Ward of the city,which includes major tourist destinations,Northalsted and Wrigleyville neighborhoods. He was also vice mayor from 2019 to 2023.
Helen Shiller is a former Alderman of the 46th ward in Chicago,Illinois. Shiller is also a published author,having written a 500-page book on her politics and activism in Chicago from 1971 to 2011. Shiller served in the Chicago City Council for six four-year terms,from 1987 to 2011. Shiller was elected to the City Council on her third attempt,as Harold Washington,Chicago's first black Mayor,was re-elected to his second term,and her election as alderman helped close the Council Wars era in Chicago government. Shiller has been described as "a reformer unafraid to take on the boys in power." A less flattering description is that she is "committed to liberal causes and destroying all within her path". Among her most significant impacts on Chicago were her advocacy for diverse,inclusive,affordable housing and helping craft Chicago's response to the HIV/AIDS crisis. Her commitment to fostering community development without displacement often brought Shiller into contention with some constituencies,real estate developers,and editorial boards. Shiller's oral history was collected by Pulitzer Prize-winning author and Uptown resident Studs Terkel in his 2003 book,Hope Dies Last. As she details in her own book,among her policy victories as a City Council member was:getting human rights legislation passed,having Chicago implement anti-apartheid legislation,creating a City Council Subcommittee on Domestic Violence,and building a unique mix-used development.
Pat Dowell is a member of the Chicago City Council representing the City of Chicago's 3rd ward in Cook County,Illinois. Dowell was elected in April 2007 in a runoff election against incumbent Dorothy Tillman. Dowell had lost to Tillman in 2003. Dowell is a member of the City Council's Housing and Real Estate,Transportation and the Public Way,Landmarks,Rules and Health committees.
Nicholas Sposato serves on the Chicago City Council as alderman of the 38th Ward of the City of Chicago on the city's Far Northwest Side. Sposato was elected as alderman for the 36th ward in 2011 in an election against incumbent John Rice,who was endorsed by then Mayor-elect Rahm Emanuel. After City Council wards were re-districted,Sposato was re-elected as alderman for the 38th ward in 2015 and 2019.

The 2019 Chicago mayoral election was held on February 26,2019,to determine the next Mayor of the City of Chicago,Illinois. Since no candidate received a majority of votes,a runoff election was held on April 2,2019,between the two candidates with the most votes,Lori Lightfoot and Toni Preckwinkle. Lightfoot defeated Preckwinkle in the runoff election to become mayor,and was sworn in as mayor on May 20,2019.

With no candidate receiving a majority of votes in the initial round of the election,a runoff election was held on April 4. This two-round election took place alongside other 2023 Chicago elections,including races for City Council,city clerk,city treasurer,and police district councils. The election was officially nonpartisan,with winner Brandon Johnson being elected to a four-year term which began on May 15.
Christopher Bittel Cohen was Alderman of the 46th Ward of Chicago from 1971 to 1977. He was first elected to the Chicago City Council on February 23,1971,with 60% of the vote. Because he received an absolute majority,no contest was required on the April 6,1971 run-off election date. This was the same election that brought the newcomers Dick Simpson (politician),Edward Vrdolyak,Clifford P. Kelley,Marilou Hedlund and Anna Langford to the City Council. On February 25,1975,Chris Cohen was reelected with 63% of the vote also requiring no contest in the subsequent April 1,1975 runoff.

Each alderperson represents one of Chicago's 50 wards. The elections are part of the 2023 Chicago elections,which include elections for Mayor,City Clerk,and City Treasurer.
