James Madison University is a public research university in Harrisonburg, Virginia. Founded in 1908 as the State Normal and Industrial School for Women at Harrisonburg, the institution was renamed Madison College in 1938 in honor of President James Madison and then James Madison University in 1977. It is situated in the Shenandoah Valley, just west of Massanutten Mountain.
Jeffrey Lionel Dahmer, also known as the Milwaukee Cannibal or the Milwaukee Monster, was an American serial killer and sex offender who committed the murder and dismemberment of seventeen men and boys between 1978 and 1991. Many of his later murders involved necrophilia, cannibalism, and the permanent preservation of body parts—typically all or part of the skeleton.

Christopher J. Scarver Sr. is an American convicted murderer known for his fatal assault on serial killer Jeffrey Dahmer and murderer Jesse Anderson at the Columbia Correctional Institution in 1994. Scarver used a 20-inch (51 cm) metal bar, which he had removed from a piece of exercise equipment in the prison weight room, to beat and mortally wound Dahmer and Anderson. Scarver was sentenced to two further life sentences for the killings.

John A. Balcerzak is a former police officer from Milwaukee, Wisconsin. Balcerzak and Joseph T. Gabrish gained national attention in 1991, when they were suspended with pay and later fired for having handed over an injured fourteen year-old boy to serial killer Jeffrey Dahmer despite bystanders' protests, as well as for the homophobic remarks made by the officers during the incident. The officers appealed their termination and were subsequently reinstated with back pay of $55,000 each by Judge Robert J. Parins. Balcerzak served as president of the Milwaukee Police Association from 2005 to 2009. Balcerzak retired from the Milwaukee Police Department in 2017.
Jesse Michael Anderson was an American convicted murderer. Anderson was murdered, alongside the serial killer Jeffrey Dahmer, by fellow inmate and convicted murderer Christopher Scarver at the Columbia Correctional Institution in 1994.

Robert James Parins was an American judge and football executive. Parins was born and raised in Green Bay, Wisconsin; he received a law degree from the University of Wisconsin Law School in 1942. He served as the Brown County, Wisconsin, district attorney from 1949 to 1950 and as a circuit court judge for the county from 1968 to 1982. In the early 1990s, Parins played a controversial role in a case related to Jeffrey Dahmer, an American serial killer.
