Jane Caroline Owen (born 15 April 1963 [1] ) is a British politician and diplomat. She is the current Governor of the Cayman Islands and the second woman to hold this position. [2] She had previously served as the British ambassador to Switzerland and Liechtenstein and the British ambassador to Norway.
Owen was born in Bilston and educated at Ellerslie School in Malvern (now merged with Malvern College) and Trinity College,Cambridge. After graduating in 1986,she taught English in Japan as part of the JET Programme. In 1987,she entered the Foreign and Commonwealth Office (FCO). After Japanese language training in 1988–90,she worked at the Tokyo embassy in 1990–93 and then was seconded to the Department of Trade and Industry as head of the Exports to Japan Unit in 1993–96. She returned to the FCO in 1996–98 and was then posted to Hanoi as deputy head of mission in 1998–2002. She returned to Tokyo as director of trade promotion in 2002–06,then was posted to New Delhi as director of UK Trade and Investment (UKTI) in India in 2006–10. She was British ambassador to Norway 2010–14,chief operating officer of UKTI in London 2014–16,then was appointed ambassador to the Swiss Confederation and concurrently non-resident ambassador to the Principality of Liechtenstein. The CaymanIslands is a self-governing British Overseas Territory,and the largest by population. The 264-square-kilometre (102-square-mile) territory comprises the three islands of Grand Cayman,Cayman Brac and Little Cayman,which are located south of Cuba and north-east of Honduras,between Jamaica and Mexico's Yucatán Peninsula. The capital city is George Town on Grand Cayman,which is the most populous of the three islands.

The Premier of the Cayman Islands is the head of government. Executive power is exercised by the government,legislative power is vested in both the government and the Parliament of the Cayman Islands. The judiciary is independent of the executive and the legislature.
The Premier of the Cayman Islands is the political leader and head of government. The post of premier in the Cayman Islands is the equivalent to chief minister or prime minister in other British Overseas Territories. It is the highest political level that can be attained within the British overseas territory. Prior to 2009,the position was known as Leader of Government Business.
The European Health Insurance Card (EHIC) is issued free of charge and allows anyone who is insured by or covered by a statutory social security scheme of the EEA countries,Switzerland,and the United Kingdom to receive medical treatment in another member state in the same way as residents of that state—i.e.,free or at a reduced cost—if treatment becomes necessary during their visit,or if they have a chronic pre-existing condition which requires care such as kidney dialysis. The term of validity of the card varies according to the issuing country. Continued reciprocal healthcare access between the EU and the UK was agreed,and the UK issues a UK Global Health Insurance Card (GHIC) valid in the EU,but not other EEA countries.
The governor of the Cayman Islands is the representative of the British monarch in the United Kingdom's overseas territory of the Cayman Islands. The governor,a civil servant who has in modern times typically been a British subject normally resident in the United Kingdom,is appointed by the monarch from the staff of the Foreign,Commonwealth and Development Office on the advice of the British government. The role of the governor is to act as the de facto head of state,and is responsible for appointing the premier,who is the leader of the party with a majority of seats in the Legislature.

John Stewart Duncan OBE is a British diplomat. He was Ambassador for Multilateral Arms Control and Disarmament and UK Permanent Representative to the Conference on Disarmament,Geneva,2006–11. In June 2013,he was appointed by Queen Elizabeth II on the advice of the British government,to represent the Queen as Governor of the British Virgin Islands,and to act as the de facto head of state in the Territory. Duncan arrived at the Islands on 14 August 2014 and was sworn in the following day and his term would last until 8 August 2017 when he was succeeded by Robert A. Mathavious.
The British Overseas Territories maintain their own entry requirements different from the visa policy of the United Kingdom. As a general rule,British citizens do not have automatic right of abode in these territories.

Martyn Keith Roper is a British diplomat and civil servant who served as Governor of the Cayman Islands between 29 October 2018 and 29 March 2023. Roper was the second longest-serving governor of the Cayman Islands behind Thomas Russell who served a total of 7 years. He was succeeded by Jane Owen as Governor of the Cayman Islands.

Following its withdrawal from the European Union on 31 January 2020,the United Kingdom began negotiations on several free trade agreements to remove or reduce tariff and non-tariff barriers to trade,both to establish new agreements and to replace previous EU trade agreements. Withdrawal ended 47 years of membership during which all its trading agreements were negotiated by the European Commission on behalf of the bloc. The UK did not actually withdraw from the European Single Market and the European Union Customs Union until 31 December 2020.
