The governing body consists of a mayor and 20 councillors,elected from 13 wards. There are also 149 members of 21 local boards who make decisions on matters local to their communities. It is the largest council in Oceania,with a $3 billion annual budget,$29 billion of ratepayer equity,and 9,870 full-time staff as of 30 June 2016. The council began operating on 1 November 2010,combining the functions of the previous regional council and the region's seven city and district councils into one "super council" or "super city".
Jonathan Mark Naylor,commonly known as Jono Naylor,is a New Zealand politician from Palmerston North. He was Mayor of Palmerston North from 2007 until 2014,when he was elected to the House of Representatives in the 2014 election as a list MP for the National Party. He did not stand for re-election as an MP in 2017. In 2018 he was elected to Horizons Regional Council in the by-election following the death of Councillor Pat Kelly. He was re-elected to Horizons in the 2019 local election and was appointed as Horizons deputy chair.

Craig Eldon Jepson is a New Zealand local politician who is the mayor of Kaipara District in New Zealand's Northland Region. During the 2000s,Jepson served as a spokesperson for Olivine NZ's unsuccessful attempt to convert the former coal-powered Meremere Power Station in Gisborne into a waste-to-energy station. Jepson later moved to Mangawhai where he established a concrete business that was involved in local rural and urban development. In October 2022,Jepson was elected mayor of Kaipara. As mayor,Jepson attracted media coverage following his attempt to ban karakia from council proceedings,which he subsequently reversed following significant criticism from the public and fellow councillors.
