The chief of naval operations (CNO) is the highest ranking officer of the United States Navy. The position is a statutory office held by an admiral who is a military adviser and deputy to the secretary of the Navy. In a separate capacity as a member of the Joint Chiefs of Staff, the CNO is a military adviser to the National Security Council, the Homeland Security Council, the secretary of defense, and the president.

Ann Elisabeth Rondeau is a retired United States Navy vice admiral. During her tenure in the navy, she received two Defense Distinguished Service Medals, the Navy Distinguished Service Medal, and four Legion of Merit awards. Rondeau was the president of National Defense University and, after serving as the president of the College of DuPage, was chosen by United States Secretary of the Navy Richard V. Spencer to be president of the Naval Postgraduate School in 2019.
The Assistant Secretary of Defense for Global Strategic Affairs, or ASD(GSA), is a position in the Office of the Secretary of Defense that develops policy for the Secretary on countering weapons of mass destruction, nuclear forces and missile defense, cyber security and space issues. ASD(GSA) is currently tasked with three major congressionally mandated reviews: the Nuclear Posture Review, the Ballistic Missile Defense Review, and the Space Posture Review. In addition, GSA is the Defense Department's lead in developing the DoD's cybersecurity strategy, and for crafting the policy for the standup of the new Cyber Command. ASD(GSA) answers to the Under Secretary of Defense for Policy. Although ASD(GSA) is a recently configured office, its functional responsibilities can be traced back in part to a position eliminated in early 2008, the 'Assistant Secretary of Defense for International Security Policy'

He previously served as Pentagon Press Secretary for the first year and a half of the Biden administration, and worked as a military and diplomatic analyst for CNN from 2017 to 2021. He served in the Obama administration as the spokesperson for the United States Department of State from 2015 to 2017.

As the DCNO for Information Warfare, Trussler is the principal advisor to the Chief of Naval Operations regarding information, command and control, networks, cybersecurity, intelligence, electronic warfare, battlespace awareness and precision navigation. He previously served as the Director of Future Plans of the United States Navy. Trussler is a member of the Cherokee Nation who was raised in Oklahoma. He graduated from Miami High School and Northeastern Oklahoma A&M Junior College. Trussler earned a B.S. degree in mechanical engineering from Oklahoma State University in 1985 and later received an M.A. degree in managerial economics from the University of Oklahoma in 1992.

Chase III is a retired United States Navy rear admiral who last served as the deputy commander of the Joint Force Headquarters-Department of Defense Information Network from July 12, 2021 to August 2023. He most recently served as the Senior Military Advisor for Cyber Policy to the Under Secretary of Defense for Policy and the Deputy Principal Cyber Advisor to the United States Secretary of Defense from October 12, 2020 to July 2021. Previously, he was the Deputy Director of Command, Control, Communications, and Computers/Cyber of the Joint Staff from July 2018 to October 2020.
