Somaliland, officially the Republic of Somaliland, is an unrecognised sovereign state in the Horn of Africa, internationally considered to be part of Somalia. Somaliland lies in the Horn of Africa, on the southern coast of the Gulf of Aden. It is bordered by Djibouti to the northwest, Ethiopia to the south and west, and Somalia to the east. Its claimed territory has an area of 176,120 square kilometres (68,000 sq mi), with approximately 5.7 million residents as of 2021. The capital and largest city is Hargeisa. The government of Somaliland regards itself as the successor state to British Somaliland, which, as the briefly independent State of Somaliland, united in 1960 with the Trust Territory of Somaliland to form the Somali Republic.

Ali Khalif Galaydh was a Somali politician. He was the Prime Minister of the unrecognised Somalia administration from 8 October 2000 to 28 October 2001. Galaydh had extensive experience in public policy, diplomacy, public administration, and business. He taught these subjects at public universities in the United States. Additionally, Galaydh was the President of the Khaatumo state. In 2017, he joined the Somaliland administration after an agreement was signed with the Somaliland government which stipulated the amendment of Somaliland's constitution and to integrate the territory into the Somaliland.

He is the former Minister of Education of Somalia, having been appointed to the position on 12 January 2015 by the former Prime Minister Omar Abdirashid Ali Sharmarke. However, he only served 2 weeks when on 17 January 2015, Prime Minister Sharmarke dissolved his newly nominated cabinet due to vehement opposition by legislators, who rejected the reappointment of certain former ministers.

The ensuing heavy clashes resulted in Somaliland ousting the Puntland army from the town. The battle was significant as it was the first time both forces clashed directly.
