Jiguli Dairabaev, the chairman of the Board "Association of Farmers of Kazakhstan" and the Committee of the Agro-Industrial Complex under the Presidium of "Atameken" National Chamber of Entrepreneurs, was nominated by the Auyl People's Democratic Patriotic Party for presidency on 30 September 2022. [1] After submitting documents to the Central Election Commission (CEC) on 5 October 2022, Dairabaev went through a series of qualification procedures and was eventually registered as a candidate on 17 October for the 2022 presidential elections after collecting 125,081 signatures in support. Background

On 26 September 2022, the Auyl People's Democratic Patriotic Party (AHDPP) political council presidium held a meeting to which a decision was made in holding the party's 20th Extraordinary Congress following President Kassym-Jomart Tokayev's announcement of 2022 snap presidential elections. [3]

Announcement and registration

The party congress took place on 30 September in Astana, where Jiguli Dairabaev's presidential nomination was voted in favour by 67 delegates with 2 opposed. [4] Dairabaev in turn thanked AHDPP party members and pledged to put all efforts into the development of Kazakhstan along with the Agro-Industrial Complex. [5]

Dairabaev on 5 October 2022 applied his candidacy paperwork to the Central Election Commission (CEC) and from there, [6] went through a series of qualification processes beginning with the state language exam in Kazakh on 8 October, for which the overseeing linguistic commission deemed him as fluent in. [7] After the CEC established compliancy of Dairabaev the following day on 9 October, [8] he began collecting required signatures in support which ended up amount to total number of 125,081 signatures, with 119,975 being declared valid by the CEC and in result, [9] officially registering Dairabaev as a third candidate in the presidential race on 17 October. Campaign

On 21 October 2022, the republican public headquarters in support of Dairabaev was launched, in which Dairabaev attending the opening himself presented his election programme. [11] It was also announced that presidential campaign of Dairabaev would cover 88 cities, 30 villages and more than 6,000 settlements in Kazakhstan, and that Dairabaev's canvassing along with his representatives would take place door-to-door. [12]

Structure

According to campaign headquarters chief of staff and former 2019 presidential candidate Toleutai Raqymbekov, its branches would operate in all 20 regions along with a total 222 of them organised in all 164 rural districts and 37 regional cities. [13]

Dairabaev unveiled his election programme on 21 October 2022 that would be aimed at creating "a new Kazakhstan based on the maximum implementation" of its "main national advantages" which were: [11] [14]

Former Vice Minister of Agriculture and Chairman of the National Agrarian Scientific and Educational Center Toleutai Raqymbekov was announced as the Auyl nominee by the party chairman Äli Bektaev on 25 April 2019 at the 15th Extraordinary Congress. The decision according to Bektaev was due to "the desire to re-declare the goals and strategic objectives." On 6 May 2019, Raqymbekov was officially registered as the presidential candidate by the Central Election Commission. Raqymbekov began his campaign at rally in Taraz on 13 May.

Elections to the Akmola Regional Mäslihat were held on 10 January 2021 to elect the 32 members of the 7th Akmola Regional Mäslihat to coincide with the 2021 Kazakh local elections. It was the first election to be held under newly implemented proportional representation.

Snap presidential elections were held in Kazakhstan on 20 November 2022 to elect the President of Kazakhstan. This was the seventh presidential election since Kazakhstan's independence from the Soviet Union in 1991. Incumbent president Kassym-Jomart Tokayev, an Independent, was re-elected for a second term in a landslide, receiving 81% of the vote. His closest challenger, Jiguli Dairabaev of the Auyl Party, received just 3% of the vote, marking the first time since 2015 that all candidates other than the incumbent president failed to garner 5% or more of the vote. This was the first election since 1999 in which the "against all" option was included on the ballot paper. It received 6% of the total vote. Voter turnout was 69%, the lowest ever in a Kazakh presidential election.

Incumbent president of Kazakhstan Kassym-Jomart Tokayev originally announced his candidacy during the State of the Nation Address on 1 September 2022. From there, he also proposed a constitutional change regarding the presidential term office to be extended for a nonrenewable seven-year term. Tokayev was nominated for presidency by the People's Coalition on 6 October 2022, which consisted of several major pro-government political parties and public associations in support. He was officially registered as a candidate on 12 October by the Central Election Commission after garnering a total of 399,809 signatures.

Meiram Zekeshuly Qajyken is a Kazakh economist and academician who's serving as the leader of Yntymaq party from 2022 and the head of Modern Society Studies Institute since 2015. Prior to that, he worked in the Federation of Trade Unions of Kazakhstan, as well as various state-owned enterprises and government departments related to economy and industry in Kazakhstan. Qajyken is Doctor of Economics and an author of several books written on the development of the socio-economic system, adaptive economy and the concept of a unified wage system in Kazakhstan. He also currently serves as chairman of the board of directors in several state-owned enterprises and is a professor at the Astana International University.

<span class="mw-page-title-main">Qaraqat Äbden</span> Kazakh politician, economist and writer

Qaraqat (Karakat) Jaqsylyqqyzy Äbden is a Kazakh politician, economist and writer who served as a member of the Astana City Mäslihat from 2016 to 2021. Since 2013, she currently heads the Qazaq Qyzy public association as a chairwoman, "Asyl Böbek" Association of Private Preschool Organisations, as well as several nurseries in the city of Astana. Äbden is known to be an author of a controversial book You are Kazakh. Be proud!.

The "Amanat" Commonwealth of Trade Unions is a national trade union centre in Kazakhstan that was established on 7 June 2017 following the liquidation of the Confederation of Independent Trade Unions of Kazakhstan in late 2016 by the Kazakh government. According to leader Andrei Prigor, the AKD was formed as an alternative to the established trade unions in Kazakhstan addressing labour disputes with an intent of balancing worker relations. It also seeks to change the Labour Code of Kazakhstan to more compliant within the framework of the existing Civil Code.

Nurlan Äuesbaev was confirmed as a candidate on 1 October 2022 by the Nationwide Social Democratic Party (JSDP), the only registered oppositional party in Kazakhstan which for the first contested the presidential election since its formation as Äuesbaev headed the JSDP's branch in the capital city of Astana. Äuesbaev's candidacy was then submitted to the Central Election Commission (CEC) for evaluation on 7 October, and from there passed a series of qualification process including the state language exam for Kazakh where he was declared as fluent on 10 October in by the linguistic commission and led for the CEC subsequently issuing a compliancy for Äuesbaev. Äuesbaev himself then began gathering supported signatures for his campaign, leading to him submitting a total of 120,908 signatures on 20 October, followed by his CEC registration as a candidate for the election.

<span class="mw-page-title-main">Qaraqat Äbden 2022 presidential campaign</span> 2022 Presidential Campaign in Kazakhstan


On 7 October 2022, Qaraqat Äbden's campaign was formed after she received a presidential nomination by the National Alliance of Professional Social Workers (KÄQŪA). The following day on 8 October, Äbden submitted her documents to the Central Election Commission (CEC) to officially run for election. She then participated through a series of qualifications beginning with the Kazakh language exam on 10 October conducted by the linguistic commission which declared her as fluent. After having her compliancy established by the CEC on 11 October, Äbden collected a total of 121,314 signatures by 19 October for campaign support and in result, she received a registration certificate by the CEC, this allowing her to appear on the ballot.

Attorney and civil rights activist Saltanat Tursynbekova received her campaign endorsement by the Qazaq analary–dästürge jol (QA–DJ) public association on 11 October 2022 and that same day, she submitted her nomination to the Central Election Commission (CEC). Her knowledge of the state language exam for Kazakh was ruled as fluent by the linguistic commission on 12 October and was subsequently declared to be qualified to run for presidency by the CEC. From there, Tursynbekova carried out collection of signatures to which a total of 119,316 of them were submitted to the CEC, resulting her official registration as candidate on 20 October in the election.

A chairmanship election for the Mäjilis of the Parliament of Kazakhstan was held at the first plenary session on 29 March 2023 in order to elect the chairman of the Mäjilis.

The Electoral district No. 22 is a single-mandate territorial constituency in Kazakhstan, represented in the lower chamber Mäjilis of the Parliament. It covers the entirety of Mangystau Region, including all its regional districts, with its seat being centered in Aktau.
