Jillian Johnson is an American politician and non-profit administrator. Since 2015,she has served on the Durham City Council,and is the first LGBTQ member to be elected to the council. From 2017 to 2021,she served as the Mayor Pro-Tempore of Durham,North Carolina.
Johnson grew up in Virginia and attended the Maggie L. Walker Governor's School for Government and International Studies in Richmond. In 1999,she moved to Durham,North Carolina to attend Duke University. [1] She graduated in 2003 with a bachelor of arts degree in public policy and a minor in women's studies. [2]
Johnson is a member of the Democratic Party. [3] She was elected to the Durham City Council in 2015,focusing her campaign on racial,economic,and environmental justice,police accountability,and equitable development. [4] [5] Upon her election to office,she became the first openly LGBTQ person elected to the city council and,at the time of her swearing in,was the youngest member of the council. [1] In 2017,she was chosen,by unanimous vote from the council,to serve as Mayor Pro Tempore of Durham until 2021. [6] She was re-elected to her second term on the council in 2019. [2]
Johnson was appointed by the mayor to serve on the Audit Services Oversight Committee,the Durham Housing Authority Board,the Human Relations Commission,the Joint City-County Committee,the Mayor's Council For Women,the Participatory Budgeting Steering Committee,the Race Equity Commission,the Racial Equity Task Force,the Workers' Rights Commission,and the Council Subcommittee on Housing. [2] She was also appointed as the Vice Chair of the Council Procedures Committee and as an alternate member of the Durham Bicycle and Pedestrian Advisory Commission and the Community Safety and Wellness Task Force. [2] She also foused on police reform and funding alternative programs to assist in crisis response. [7] [8]
In February 2019,Johnson and then-councilwoman Vernetta Alston were both disinvited from speaking at a Black History Month celebration held at Immaculata Catholic School. [9] [10] Alston and Johnson were originally invited by the school's African-American Heritage Committee as part of the school's "Influential African American Women" theme. [11] The invitation was rescinded after there were threats to protest the event due to Alston and Johnson being openly gay public officials. [10] [12] [13] Fr. Christopher VanHaight,the pastor at Immaculate Conception Catholic Church and Head of Immaculata Catholic School,said he made the decision to rescind the invitation and close the school for a day after receiving messages from some school parents voicing concern about having a "pro-gay marriage" politician speak at the school [11] He also stated that the school "needed a break from politicians." [11] Fr. VanHaight's decision was supported by Bishop Luis R. Zarama and the Diocese of Raleigh. [11] [10]
In April 2020 Johnson,alongside Durham mayor Steve Schewel,Durham County Board of Commissioners chairwoman Wendy Jacobs,Durham County Commissioner Heidi Carter,Durham City Council members Javiera Caballero,Mark-Anthony Middleton,and Charlie Reece,and Raleigh City Council members Saige Martin and Nicole Stewart,pledged to take part in the #ShareYourCheck Challenge. [14] They pledged all or part of their federal stimulus payments,part of an aid package to help Americans through the COVID-19 recession onset by the COVID-19 pandemic,to go to Siembra Solidarity Fund. [14] The fund helps undocumented residents who were shut out of financial assistance due to their immigration status. [14]
Since June 2020,Johnson has served as the North Carolina State Advisor for Movement Voter Project. [1] [2] She is also the co-founder of Durham for All and a co-founder and board co-chair of Southern Vision Alliance. [15] [2] In March 2022,she was elected as co-chair of Local Progress,a networking organization for elected officials,and is co-chair of the organization's North Carolina chapter. [1]
In March 2023,allegations of extorsion were made against another Durham city council member,Monique Holsey-Hyman. [16] Johnson spoke at a meeting,addressing the allegations against Holsey-Hyman,saying that the allegations "reflect on our entire council,our city,our commitments to our community,and the way we use our power and authority." [17] Johnson introduced a resolution to censure Holsey-Hyman,which was set to be voted on at the meeting on April 3. [16]
In June 2023,Johnson announced that she was not running for a third term,and would be continuing work in grantmaking as the North Carolina State Advisor for Movement Voter Project. [18]

A Democrat,he is the former Mayor of Durham,North Carolina and formerly served on the Durham City Council and as the Vice Chair of the Durham Public School Board. Schewel is also a faculty member at Duke University's Sanford School of Public Policy and a former faculty member at North Carolina Central University. He founded the weekly newspaper Indy Week in 1983,and served as its president until he sold the paper in 2012. In 2010 he co-founded the Hopscotch Music Festival.

Former City Council member Mary-Ann Baldwin placed first in the election,followed by attorney Charles Francis. Although Baldwin did not receive a majority of the vote,Francis declined to seek a runoff,leaving Baldwin elected as the city's next mayor.

He served from 2019 until 2020,when he resigned due to the alleged sexual assault of several men and misconduct.
Nida Allam is a Canadian-American politician,political activist,and data analyst. She currently serves on the Durham County Board of Commissioners,to which she was elected in 2020,making her the first Muslim woman to serve in public office in North Carolina. The 2022 mayoral election in the city of Raleigh,North Carolina,was originally scheduled to be held on Tuesday,October 5,2021,but was postponed until November 8,2022,by the passage of a state law in June 2021 that permanently moved Raleigh municipal elections to even years. Prior to serving as mayor,O'Neal was the first woman appointed as chief district court judge in Durham County and the first woman North Carolina Superior Court judge in Durham County. She served as an interim dean of the North Carolina Central University School of Law from 2018 to 2020.

Immaculate Conception Catholic Church &Immaculata Catholic School are a Catholic parish church and parochial school run by the Order of Friars Minor in downtown Durham,North Carolina. The church and school are located in the Burch Avenue Historic District. Immaculate Conception is the oldest Catholic congregation in Durham,and the affiliated school was the city's first Catholic school.
Javiera Caballero is a Chilean-born American politician and former educator. She is the first Latina member of the Durham City Council,having been appointed to the council in 2018. In 2021,she had an unsuccessful campaign to run for Mayor of Durham,but lost to Elaine O'Neal.
Monique Holsey-Hyman is an American social worker,professor,and politician. Prior to her work in politics and academia,Holsey-Hyman worked as a social worker in New York City. She was a caseworker for the New York City Human Resources Administration,served as Director of the Intensive Care Management Program at the Steinway Child and Family Services Center of Queens,served as the Bronx Director of Case Management,and was the Center Director for the Community Healthcare Network. Holsey-Hyman also served as a consultant for Saint Vincent's Catholic Medical Centers,Brooklyn Hospital Center,and the New York City Housing Authority.
Sepideh Shyne is an Iranian-born American attorney,civil rights advocate,and member of the West Hollywood City Council who has been serving as West Hollywood's mayor since 2023. Shyne is the first LGBTQ+ Iranian-American to be elected to office as well as the first woman of color elected to the West Hollywood City Council,with her election making the first female-majority council in the city's history. She was an unsuccessful candidate to represent California's 30th congressional district in the 2024 election to succeed Adam Schiff who vacated the seat to run for the U.S. Senate.

Freeman served as president of the North Carolina League of Cities' Women in Municipal Government Committee. An Episcopalian,she co-founded Episcopalians United Against Racism and the Episcopal Diocese of North Carolina's Racial Justice and Reconciliation Committee,the latter of which she has served as co-chair since 2016.
The 2023 Durham mayoral election was held on November 7,2023,to elect the mayor of Durham,North Carolina. Incumbent mayor Elaine O'Neal,the first black woman elected to the position,chose to retire after a single two-year term.
