John Blackwelder Nowell Jr. [1] (born 1962) [2] is a retired vice admiral in the United States Navy. Nowell assumed duties as the navy's 59th Chief of Naval Personnel on May 24, 2019. [3] Nowell is a distinguished graduate of the United States Naval Academy with a Bachelor of Science in Ocean Engineering and holds a Master of Science in Weapons Systems Engineering from the Naval Postgraduate School. [4]
Nowell's operational tours have spanned the Atlantic and Pacific Fleets to include forward deployed naval forces in Europe and the Western Pacific. He served aboard the USS Callaghan (DDG 994), USS Bunker Hill (CG 52), USS Arleigh Burke (DDG 51), and USS The Sullivans (DDG 68). He commanded USS Porter (DDG 78), and Destroyer Squadron 60/Task Force 65. He also served as the maritime force commander (Combined Task Force-Bravo) for Joint Task Force Lebanon, Commander of Task Force West and Central Africa (CTF-365), and commander of the inaugural Africa Partnership Station deployment. Nowell's staff assignments included tours on the staff of the Chief of Naval Operations in the Surface Warfare Directorate (N86), and executive assistant to the Director of Theater Air Warfare (N865); chief of the Theater Air and Missile Defense Branch (J-38); head of the Washington Placement Branch (PERS-441), executive assistant to the Commander, Navy Personnel Command/Naval Personnel Development Command, and director, Surface Warfare Distribution Division (PERS-41). Nowell also served as director of the Navy Senate Liaison Office in Washington D.C. [4]
As a flag officer, Nowell served as chief of staff and director, Strategy, Resources, and Plans (N5/8) on the staff of Commander, United States Naval Forces Europe and Africa/U.S. Sixth Fleet in Naples, Italy; Commander, Amphibious Force Seventh Fleet/Expeditionary Strike Group Seven/Task Force 76 in Okinawa, Japan, and most recently as director, Military Personnel Plans and Policy (OPNAV N13). Nowell assumed duties as the 59th Chief of Naval Personnel on May 24, 2019. Serving concurrently as the deputy chief of naval operations (manpower, personnel, training and education) (N1), he was responsible for the planning and programming of all manpower, personnel, training and education resources for the United States Navy. As CNP, he led more than 26,000 people engaged in the recruiting, talent management, training and development of Navy personnel. His responsibilities included overseeing Navy Recruiting Command, Navy Personnel Command and Naval Education and Training Command. [4] He relinquished the position to Vice Admiral Richard Cheeseman Jr. on June 3, 2022. [5]
Nowell's awards include the Navy Distinguished Service Medal, Legion of Merit (six awards), Bronze Star Medal, and various other personal, unit and campaign awards. Every ship that he has been assigned to has won the Battle Efficiency "E" award, and USS Porter (DDG 78) also won the Anti-Submarine Warfare "Bloodhound" award. Nowell was also the recipient of the 1987 Pacific Fleet Junior Officer Shiphandling Award. [4]
The United States Fleet Forces Command (USFF) is a service component command of the United States Navy that provides naval forces to a wide variety of U.S. forces. The naval resources may be allocated to Combatant Commanders such as United States Northern Command (USNORTHCOM) under the authority of the Secretary of Defense. Originally formed as United States Atlantic Fleet (USLANTFLT) in 1906, it has been an integral part of the defense of the United States of America since the early 20th century. In 2002, the Fleet comprised over 118,000 Navy and Marine Corps personnel serving on 186 ships and in 1,300 aircraft, with an area of responsibility ranging over most of the Atlantic Ocean from the North Pole to the South Pole, the Caribbean Sea, Gulf of Mexico, and the waters of the Pacific Ocean along the coasts of Central and South America.

Kurt Walter Tidd is a retired United States Navy admiral. He last served as the Commander, United States Southern Command. Prior to that assignment, Tidd served as Assistant to the Chairman of the Joint Chiefs of Staff. He also served as the Director for Operations, Joint Staff (J-3) from 2012 to 2013, and as Commander, United States Naval Forces Southern Command and United States Fourth Fleet from August 5, 2011, to June 22, 2012. Confirmed by the Senate on December 16, 2015, Tidd received his fourth star and succeeded John F. Kelly as commander of United States Southern Command on January 14, 2016. Tidd held the title of "Old salt", which means he received his qualification for Surface Warfare before any other active-duty navy officer. He passed said title to Admiral Philip S. Davidson upon his retirement. Upon the May 30, 2018, retirement of his United States Naval Academy classmate, Admiral Harry B. Harris Jr., Tidd also gained the honorific of "Old Goat" – the longest-serving Naval Academy graduate on active duty. Harris presented Tidd with the Old Goat decanter in a ceremony on April 11, 2018.
John Collins Harvey Jr. is a former United States Navy four-star admiral who last served as the 31st Commander, United States Fleet Forces Command from July 24, 2009 to September 14, 2012. He previously served as Director, Navy Staff (N09B) from March 24, 2008 to July 23, 2009. Prior to that, he served as the 54th Chief of Naval Personnel and Deputy Chief of Naval Operations (N1) from November 2005 to April 2008. He retired from the navy after more than 39 years of service.
Paul Edward Tobin Jr. is a retired rear admiral of the United States Navy. He served as Oceanographer of the Navy from 1996 to 1998 and Director of Naval History from 2005 to 2008.
Mark E. Ferguson III is a retired United States Navy admiral who last served as Commander, United States Naval Forces Europe, United States Naval Forces Africa and Allied Joint Force Command Naples. Ferguson previously served as the 37th Vice Chief of Naval Operations from August 22, 2011 to July 1, 2014. Prior to that, he served as the 55th Chief of Naval Personnel and Deputy Chief of Naval Operations. He also served as chief of legislative affairs and assistant commander for distribution, Navy Personnel Command. He retired from active duty on July 1, 2016.
Richard Wayne Hunt is a United States Navy vice admiral who served as Director - Navy Staff. He retired from active duty in November 2013.

Vice Admiral Emmett Hulcy Tidd was a flag officer of the United States Navy.
Lloyd Montague Mustin was a vice admiral in the United States Navy and among the namesakes of USS Mustin (DDG-89). He took part in developing the Navy's first lead-computing anti-aircraft gun sight, which proved of major importance in the air-sea actions of World War II, and he served on the cruiser USS Atlanta during the naval battle of Guadalcanal. His ship was lost during that action, and with other survivors he landed on Guadalcanal and served ashore with a naval unit attached to the First Marine Division. His postwar service included commands at sea and development and evaluation of weapon systems. He later served as director of operations for the Joint Chiefs of Staff during the Vietnam War.

He previously served as a special assistant to the Commander, United States Fleet Forces Command, and prior to that was commander of Carrier Strike Group 10 from December 14, 2020 to April 6, 2022. He has also commanded Carrier Strike Group 2 with tours as commanding officer of the USS Bulkeley (DDG-84) and USS Monterey (CG-61).
Damon Warren "Hutch" Cooper was a United States Navy Vice admiral who served in conflicts from the 1940s through the 1970s, including as the Commander, Task Force 77 during the late stages of the Vietnam War.
