John Charles Carney Jr. is an American politician serving as the 74th governor of Delaware since 2017. A member of the Democratic Party,Carney served as the U.S. representative for Delaware's at-large congressional district from 2011 to 2017 and as the 24th lieutenant governor of Delaware from 2001 to 2009. He also served as Delaware's secretary of finance from 1996 to 2000. He first unsuccessfully sought the Democratic nomination for governor in 2008,losing to Jack Markell. The district covers the Turner neighborhood and parts of the Argentine and Armourdale neighborhoods of Kansas City in Wyandotte County,Kansas. He was first elected in 2020 at the age of 20.

Atkins has been repeatedly accused of violence against women. In 2016, he was charged with offensive touching and criminal mischief after a domestic dispute. Those charges were dropped for insufficient evidence. In 2014, Atkins was ordered to stay away from his estranged wife and their children after she complained of erratic and abusive behavior. In 2007, Atkins resigned from the House after using his legislative position to avoid a drunken driving arrest and being charged in a domestic dispute with his wife that same night.
