John Charles Edwards is a former member of the Arkansas House of Representatives. He is a member of the Democratic Party. Edwards was born in Pine Bluff,Arkansas and grew up in rural Lonoke County,Arkansas.
Edwards served as an aide to former US Senator David Pryor focusing on agriculture issues. In 1996,he was appointed by the administration of President William J. Clinton as State Director of USDA Rural Development in Arkansas. USDA Rural Development is the lead federal agency focusing on economic development in rural parts of the United States. He held the position until 2001. Edwards was part of the 39th Infantry Brigade of the Arkansas Army National Guard when it deployed to Iraq in 2004 in support of Operation Iraqi Freedom II. He served as the Staff Judge Advocate and was awarded the Combat Action Badge and the Bronze Star for his service. Edwards was also sent with a Task Force Arkansas to support relief efforts in the aftermath of Hurricane Katrina in New Orleans. [2] He conducted one of the inquires that dispelled many of the myths and rumors surrounding alleged violence at the New Orleans Convention Center. Edwards was elected to the Arkansas House in 2008,and re-elected in 2010 and 2012. He served on the Education Committee,the Agriculture,Forestry and Economic Development Committee,and was the House Co-Chair of the Arkansas Legislative Council. [3] Edwards was the principal sponsor of legislation during the 2013 session that authorized the construction of a new state veteran's home. [4] Edwards and others had found the conditions in an existing veterans home in Little Rock,Arkansas deplorable and unsafe for the veterans living there. The new home is currently being built at Fort Roots in North Little Rock,Arkansas. He also sponsored legislation barring convicted rapists from claiming custody rights from a child born of the rape. [5] Edwards became aware of the challenges many rape victims with children conceived from rape after reading a Georgetown Law Journal article. The legislation was signed into law by Governor Mike Beebe.

As the center of Hurricane Katrina passed southeast of New Orleans on August 29,2005,winds downtown were in the Category 1 range with frequent intense gusts. The storm surge caused approximately 23 breaches in the drainage canal and navigational canal levees and flood walls. As mandated in the Flood Control Act of 1965,responsibility for the design and construction of the city's levees belongs to the United States Army Corps of Engineers and responsibility for their maintenance belongs to the Orleans Levee Board. The failures of levees and flood walls during Katrina are considered by experts to be the worst engineering disaster in the history of the United States. By August 31,2005,80% of New Orleans was flooded,with some parts under 15 feet (4.6 m) of water. The famous French Quarter and Garden District escaped flooding because those areas are above sea level. The major breaches included the 17th Street Canal levee,the Industrial Canal levee,and the London Avenue Canal flood wall. These breaches caused the majority of the flooding,according to a June 2007 report by the American Society of Civil Engineers. The flood disaster halted oil production and refining which increased oil prices worldwide.
Hurricane Katrina had many social effects,due the significant loss and disruption of lives it caused. The number of fatalities,direct and indirect,related to Katrina is 1,833 and over 400,000 people were left homeless. The hurricane left hundreds of thousands of people without access to their homes or jobs,it separated people from relatives,and caused both physical and mental distress on those who suffered through the storm and its aftermath,such as Post-traumatic stress disorder (PTSD).
Hurricane Katrina struck the United States on August 29,2005,causing over a thousand deaths and extreme property damage,particularly in New Orleans. The incident affected numerous areas of governance,including disaster preparedness and environmental policy.
Karen Carter Peterson is an American lawyer and politician who served as a member of the Louisiana State House from 1999 to 2010,then as the state senator from the 5th district until her resignation on April 9,2022. The U.S. Troop Readiness,Veterans' Care,Katrina Recovery,and Iraq Accountability Appropriations Act,2007,,is an emergency appropriations act passed by the 110th United States Congress that provides funding for the Iraq War through September 30,2007. A prior version of the act,H.R. 1591,included a timeline for withdrawal of U.S. troops from Iraq. H.R. 1591 was passed by Congress but vetoed by President George W. Bush. While the veto of H.R. 1591 could have caused delays for Iraq war expenditures,the availability of funds resulting from the passage of the Defense Appropriations Act on September 29,2006,allowed the Department of Defense to continue Iraq War spending in the interim period between the veto of H.R. 1591 and the President's signature of approval for H.R. 2206. The Feed and Forage Act was not invoked by the U.S. government in the days prior to the passage of H.R. 2206.
The Flood Control Act of 1965,Title II of Pub.L. 89–298,was enacted on October 27,1965,by the 89th Congress and authorized the United States Army Corps of Engineers to design and construct numerous flood control projects including the Lake Pontchartrain and Vicinity,Louisiana Hurricane Protection Project in the New Orleans region of south Louisiana.
