John F. Cook (born February 27,1946) is an American businessman,veteran,civic leader,and member of the Paso Del Norte Group. Cook was Mayor of El Paso,Texas for two terms from 2005 to 2013. [1] Due to the City Charter's term limits clause Cook was not eligible for a third term in 2013. [2]
Cook graduated from New York City's Immaculata High School in 1964. [3] He attended the University of Texas at El Paso and earned a degree in business in 1977. [3] In 1970,Cook married his wife Tram Cook,with whom he has six children,nine grandchildren and two great-grandchildren.[ citation needed ]
Cook has lived for most of his life in Northeast El Paso,where his family has owned and operated several businesses.[ citation needed ] He served in the United States Army from 1967 to 1970,seeing service as a special agent in military intelligence.[ citation needed ] He served as the City Council Representative of the 4th District of El Paso from 1999 to June 2005 prior to being elected Mayor. He has been deeply involved in El Paso's community affairs,as a businessman,a teacher,coach,founder and member of the board of many civic and veterans' organizations.[ citation needed ]
Since becoming Mayor of El Paso,Cook has overseen the adoption of the Paso Del Norte Group's Downtown Redevelopment Plan.[ citation needed ]
The mayor and two city representatives were the subject of a failed recall petition in 2012. The petitions were accepted by the City Clerk,affirmed by Judge Alvarez,but overturned by the Eight Court of Appeals. [4] The Court of Appeals declared the petitions illegal. [4] Cook sued to recover attorney fees to stop the recall,which were estimated to be between $500,000 and $1 million. [4]
Cook was one of 25 nominees in 2012 for the world-wide City Mayors Foundation prize,given to the "best mayor in the world". [5]
The then Attorney General of Texas,Greg Abbott,wrote an opinion that cities,schools and counties in Texas,such as the city of El Paso broke the law in offering domestic benefits to same sex partners. [6] Cook's tie-breaking vote to restore the domestic health benefits,after voters overturned it,was a chief cause of the failed recall attempt.
Cook was the unsuccessful Democratic nominee for Texas Land Commissioner in 2014. [7] He was defeated by Republican George P. Bush.

David Alameel,who came in first in the primary,won the runoff and became his party's nominee. In the general election,Cornyn defeated Alameel in a landslide.

In the nonpartisan preliminary round was held on May 11,2013,businessman Oscar Leeser and City Councilman Steve Ortega placed first and second with 47% and 21% of the vote,respectively,and because no candidate received a majority,a runoff election was held on June 15. Leeser won the runoff election.

This amendment and all related statutes have been ruled unconstitutional and unenforceable. Some cities and counties in the state recognize both same-sex and opposite-sex domestic partnerships.

Previously,the U.S. state of Texas had banned same-sex marriage both by statute since 1973 and in its State Constitution since 2005. On February 26,2014,Judge Orlando Luis Garcia of the U.S. District Court for the Western District of Texas found that Texas's ban on same-sex marriages was unconstitutional. On April 22,2014,a state court came to the same conclusion. Both cases were appealed. The district court's decision was appealed to the Fifth Circuit Court of Appeals,but before that court could issue a ruling,the U.S. Supreme Court struck down all same-sex marriage bans in the United States in Obergefell on June 26,2015. Within a few months of the court ruling,all counties had started issuing marriage licenses to same-sex couples,except for Irion County,which announced in 2020 that it would begin issuing licenses to same-sex couples,making it the last county in the United States to comply with the ruling.

Incumbent Mayor Oscar Leeser was eligible for another term,but announced in July 2016 he would not seek another term. Leeser had a cancer-related surgery in 2016,but stated that his decision was not because of his health. Instead,it was because he "ran to do things I thought were really important for our community and I did that."

Incumbent Republican Governor Greg Abbott won re-election to a third term,defeating the Democratic nominee,former Congressman Beto O'Rourke. All statewide elected offices are currently held by Republicans. In his previous gubernatorial race in 2018,Abbott won with 55.8% of the vote.
The 2022 Texas elections were held on November 8,2022. Primary elections were held on March 1,with runoffs held on May 24 for primary candidates who did not receive a majority of the vote.
