John Resman (born April 4,1955) is an American politician. He has served as a Republican member for the 121st district in the Kansas House of Representatives since 2017. [1]
Resman attended high school and college in New Jersey prior to joining the United States Army in 1976. During his Army service,he was stationed at the United States Disciplinary Barracks at Fort Leavenworth,Kansas,as a military policeman/corrections specialist. Following active military service,he became a Correctional Officer with the Federal Bureau of Prisons at the U. S. Penitentiary,Leavenworth,and two years later transferred to the Federal Correctional Institution at Otisville,NY.
In November 1982,Resman returned to Kansas and began a career with the Johnson County Sheriff’s Office. He served 28 years with the sheriff's office,retiring as a Captain in 2010. [2] In 2014,the Kansas Bureau of Investigation launched a statewide investigation to determine how many sexual assault kits had not been submitted for laboratory testing by law enforcement agencies across Kansas. As part of that investigation,the KBI found that 140 kits had not been submitted from Johnson County law enforcement agencies during the time when Resman was on the command staff at the Johnson County Sheriff’s Office and was a supervisor for the Investigations Division. [3]
During his retirement,Resman ran for the office of Johnson County Sheriff in 2016. [4] In the race for the Republican nomination,Resman expressed views that were remarkably consistent to those of Calvin Hayden, [5] who ultimately won the nomination [6] and the general election. [7] While in office,Hayden has been involved in controversy related to the legitimacy of the 2020 United States presidential election, [8] using county resources to launch an investigation into the election's outcomes,despite assertions from the Kansas Secretary of State that claims of irregularities in the election are "baseless". [9]
In February,2017,Resman was chosen by Republican Precinct Committee Members to succeed Representative Mike Kiegerl,who announced his resignation from the Kansas House of Representatives for health reasons. [10]
Resman stated early in his tenure that "every tax dollar sent to Topeka should be spent wisely and efficiently". [11] Just a week after taking office,he was in an extreme minority of the legislature and his own party in voting to sustain Governor Sam Brownback's veto of a tax bill that the Legislature passed to raise funds to cover the state's $1 billion budget deficit. [12]
As of 2022,Kansas was one of 12 states that has not passed Medicaid expansion, [13] though it remains a measure that a large majority of Kansans support. [14] Resman has never supported Medicaid expansion,stating as recently as October,2022 that he continues to oppose it on the grounds that it would cost "who knows the amount of money". [15] Kansas is projected to have a $3.1 billion budget surplus through July,2023, [16] while the state's annual share of the cost to expand Medicaid is estimated at $50 million. [17]
Resman believes that human life "begins with conception and must be safeguarded." [18] He is endorsed by Kansans for Life, [19] an anti-abortion organization,and the Value Them Both organization thanked Resman for voting to pass their proposed amendment that would have removed a woman's right to an abortion from the Kansas constitution. [20] The amendment was defeated by Kansas voters by an 18-point margin in August,2022. [21]

Phillip D. Kline is a former American attorney who served as a Kansas state legislator,district attorney of Johnson County,and Kansas Attorney General. Kline,a member of the Republican Party,lost re-election as attorney general to Democratic challenger Paul J. Morrison in 2006. Kline was appointed by the Republican County Central Committee to fill the vacancy left by Morrison's election as Kansas Attorney General,becoming district attorney of Johnson County on the day he left office as attorney general and essentially switching jobs with Morrison. Kline then ran for a full term as district attorney,but was defeated in the 2008 Republican primary.

Colyer served in the Kansas House of Representatives from 2007 to 2009 and the Kansas Senate from 2009 to 2011. He assumed the governorship when Sam Brownback resigned to become United States Ambassador-at-Large for International Religious Freedom. Colyer ran for a full term as governor in 2018,but narrowly lost the Republican primary to Kansas secretary of state Kris Kobach,who in turn lost the general election to Democratic nominee Laura Kelly.

The Kansas experiment was a controversial tax policy and agenda by Kansas Governor Sam Brownback in 2012 that had lasting effects in the state of Kansas from May 2012 until June 2017. It drew widespread attention following Kansas Senate Bill Substitute HB 2117,a bill signed into law by Brownback in May 2012. It was one of the largest income tax cuts in the state's history. The Kansas experiment has also been called the "Great Kansas Tax Cut Experiment",the "Red-state experiment","the tax experiment in Kansas",and "one of the cleanest experiments for how tax cuts affect economic growth in the U.S." The cuts were based on model legislation published by the conservative American Legislative Exchange Council (ALEC),supported by supply-side economist Arthur Laffer,and anti-tax leader Grover Norquist. The law cut taxes by US$231 million in its first year,and cuts were projected to total US$934 million annually after six years,by eliminating taxes on business income for the owners of almost 200,000 businesses and cutting individual income tax rates.

Abortion in Kansas is legal. Kansas law allows for an abortion up to 20 weeks post-fertilization. After that point,only in cases of life or severely compromised physical health may an abortion be performed,with this limit set on the belief that a fetus can feel pain after that point in the pregnancy. The state also had detailed abortion-specific informed consent requirement by 2007. Targeted Regulation of Abortion Providers (TRAP) law applied to medication-induced abortions and private doctor offices,in addition to abortion clinics,were in place by 2013. In 2015,Kansas became the first state to ban the dilation and evacuation procedure,a common second-trimester abortion procedure. State laws about abortion have been challenged at the Kansas Supreme Court and US Supreme Court level. On August 2,2022,Kansas voters rejected a constitutional amendment that would have allowed the Republican-controlled legislature to restrict or ban abortion in Kansas,following the overturning of Roe v. Wade.
The 2022 Kansas gubernatorial election took place on November 8,2022,to elect the governor of Kansas,with primary elections taking place on August 2,2022. Governor Laura Kelly ran for re-election to a second term,facing Republican State Attorney General Derek Schmidt in the general election.
The 2022 Kansas abortion referendum was a rejected legislatively referred constitutional amendment to the Kansas Constitution that appeared on the ballot on August 2,2022,alongside primary elections for statewide offices,with early voting from July 13. If enacted,the amendment would have declared that the Kansas Constitution does not guarantee a right to abortion,given the Kansas state government power to prosecute individuals involved in abortions,and further declared that the Kansas government is not required to fund abortions.
