General Joram Mugume, is a military officer in the Uganda People's Defence Forces (UPDF). He is the chairman of the board of directors of the National Enterprise Corporation (NEC), the business arm of the UPDF. He was appointed to that position by the Uganda Ministry of Defence and Veterans Affairs, on 20 February 2018. [1] He has also served as the chairman of the "Military Land Board", another organ of the UPDF. [2] He has been serving in that position since 2005, having served as Deputy Chief of Defense Forces in the past. [3] [4]

He was born in Kiruhura District, in Uganda's Western Region. [5]

Overview

Joram Mugume was one of the first people to join the National Resistance Army (NRA). His military number is RO/00037, meaning he was the 37th recruit. When NRA captured Kampala in 1986, Mugume was the Commander of the 3rd Battalion. Later, he served as deputy army commander. [6] When General David Sejusa was kicked out of the Ugandan parliament, Joram Mugume was one of the five military officers nominated to replace him. [7] In May 2016, President Yoweri Museveni promoted him to the rank of lieutenant general. [8] In February 2019, he was promoted to the rank of a Four-star General, in a promotions exercise that involved over 2,000 men and women of the UPDF. [9]

General David Sejusa is a Ugandan lawyer, military officer and politician. He was the coordinator of intelligence services and a senior presidential adviser to President of Uganda Yoweri Museveni. He served as army commander and also a member of High Command UPDF, the UPDF defense council and a member of parliament representing the Uganda People's Defence Force. He had a falling out with Museveni and formed the Freedom and Unity Front in exile in the United Kingdom following being charged for plotting a coup where he has been allegedly planning anti-government activities by the Museveni government.

Major General Fred Ociti Tolit, is a military officer in the Uganda People's Defense Force. He currently serves as Uganda's Defense Attaché to South Africa, based at the country's embassy in Pretoria. He previously served as Uganda's defence attaché to Burundi, based at Uganda's Embassy in Bujumbura, since 2016.

Major General Innocent Felix Oula is a senior army officer in the Uganda People's Defence Force (UPDF). As of March 2020, he serves as the Head of Civil Military Cooperation. James Mugira is a lieutenant general in the Ugandan army. He is the managing director and chief executive officer of the National Enterprise Corporation (NEC), the business arm of the Uganda People's Defence Force (UPDF). Paul L'Okech, was a senior military officer at the rank of Lieutenant General, in the Uganda People's Defence Forces (UPDF), who was appointed Deputy Inspector General of Police of the Uganda Police Force on 16 December 2020. Between November 2017 and December 2019, he served on special assignment "to monitor on behalf of the guarantors of the South Sudan peace process, the assembling, screening, demobilization and integration of the armed forces of South Sudan".

James Birungi, is a Major General in the Uganda People's Defence Force Air Force (UPDAF). He serves as the Chief of Military Intelligence in the UPDF, effective January 2022.
