Charles Angina (born 29 March 1962) is a lieutenant general in the Uganda People's Defense Force (UPDF). As of August 2021, he is awaiting assignment at the Uganda Ministry of Foreign Affairs. From January 2017 until July 2021, he served as the deputy chief coordinator of Operation Wealth Creation (OWC), a development program operated by the Ugandan military. [1] [2]

He previously served as the Deputy Chief of Defense Forces of Uganda , the second-highest military position within the UPDF. He was appointed to that position in May 2013, replacing General Ivan Koreta, who was appointed an ambassador. [3]

History

He was born in Bukedea County, Kumi District in present-day Bukedea District, Teso sub-region, in the Eastern Region of Uganda.

Military training

Angina joined the UPDF in 1983. Following a one-year officer cadet course, he was commissioned in 1985. He attended several military courses, including: [3]

1. National Defense Course, China in 1998 [3]

2. Command and General Staff Course (CGSC), in the United States in 2000 [3]

3. Course on Military and Media in a Democracy, at the University of Kansas in 2000 [3]

4. Joint Tactical Command Course, in China [3]

5. Combined Platoon Commander Course, in North Korea. [3]

Military career

Early in his military career, he served as an Aide de Camp. He went on to serve as an Intelligence Officer, Platoon Commander, Operational Intelligence Officer Combined Mobile Forces and as 4th Division Intelligence Officer. From there, he served as Operations Coordinator 2nd Division, then as the 305th Brigade Commander and as Commander of the 2nd Division. [3]

During the Ituri conflict, Angina served as the sector commander of the Ituri region in the Democratic Republic of the Congo (DRC). He then became sector commander Basankusu during Operation Safe Haven in the DRC. [3]

Thereafter, he served as a military adviser in Tanzania. He then transferred to the Embassy of Uganda in Washington, D. C. as the military attaché. He was then appointed chairman of the General Court Martial of the UPDF. He also has served as chief of staff of land forces in the UPDF. [4]

Other responsibilities

He was a Member of Parliament, representing the UPDF in the 9th Parliament (2011 -2016). He served as a member of the parliamentary committee on privileges and discipline. [5]

Leopold Eric Kyanda, is a Major General in the Uganda People's Defence Force (UPDF). Effective 24 June 2021, he serves as the Joint Chief of Staff of the UPDF. He replaced Lieutenant General Joseph Musanyufu who was redeployed to the civil service.

Lieutenant General Kayanja Muhanga is a Ugandan army officer, who currently serves as Commander of Land Forces in UPDF. He was appointed to that position in October 2022 by the President of Uganda and Commander in chief of the UPDF, Yoweri Museveni. He previously served as commander of the Uganda People's Defence Force contingent in Eastern DRC under Operation Shujaa. He was appointed to that position in January 2021 by Yoweri Museveni, the Commander in Chief of the UPDF and the President of Uganda. Prior to that, Maj. General Muhanga served as the commandant of the military police within the UPDF.

Major General Fred Ociti Tolit, is a military officer in the Uganda People's Defense Force. He currently serves as Uganda's Defense Attaché to South Africa, based at the country's embassy in Pretoria. He previously served as Uganda's defence attaché to Burundi, based at Uganda's Embassy in Bujumbura, since 2016.

Lieutenant General Samuel Kavuma, commonly known as Sam Kavuma, is a Ugandan senior military officer. Since March 2024, he has bene serving as the Commander of the African Union Transition Mission in Somalia (ATMIS). Before that, from 24 June 2021 until 24 March 2024, he was the deputy coordinator of Operation Wealth Creation, a presidential appointment by Yoweri Museveni Immediately before that position, he served as the deputy commander of the Uganda People's Defence Force Air Force. Before that, Kavuma served as the Commander of the Uganda People's Defence Force Contingent in Somalia, as part of the African Union Mission to Somalia (AMISOM). He was appointed to that position in October 2014. He replaced Brigadier General Dick Olum, who served in that position from September 2013 until October 2014.

Major General Innocent Felix Oula is a senior army officer in the Uganda People's Defence Force (UPDF). As of March 2020, he serves as the Head of Civil Military Cooperation. He concurrently serves as one of the UPDF representatives to the Parliament of Uganda. He was elected to that position in January 2014, replacing renegade General David Sejusa, who was expelled from Parliament.

James Nakibus Lakara, commonly known as Nakibus Lakara, is a Lieutenant General in the Uganda People's Defence Force (UPDF). Since June 2016, he has been the commander of the Uganda Rapid Deployment Capability Centre based in Jinja in the Eastern Region of Uganda. From April 2015 until June 2016, he served as the deputy force commander of the African Union Mission to Somalia (AMISOM) and was in charge of logistical support. From July 2013 until April 2015, he served as the commanding officer of the UPDF 3rd Division, based in Moroto.

James Mugira is a lieutenant general in the Ugandan army. He is the managing director and chief executive officer of the National Enterprise Corporation (NEC), the business arm of the Uganda People's Defence Force (UPDF). He was appointed to that position in April 2015. He concurrently serves as the managing director of Luweero Defence Industries Limited, the small-arms manufacturer owned by the UPDF. He has served in that capacity since 2011. From 2008 until 2011, at the rank of brigadier, he served as the director general of the Chieftaincy of Military Intelligence, a division of the UPDF. Before that, he served as the commanding officer of the UPDF Armored Brigade, based in Masaka.

General Joram Mugume, is a military officer in the Uganda People's Defence Forces (UPDF). He is the chairman of the board of directors of the National Enterprise Corporation (NEC), the business arm of the UPDF. He was appointed to that position by the Uganda Ministry of Defence and Veterans Affairs, on 20 February 2018. He has also served as the chairman of the "Military Land Board", another organ of the UPDF. He has been serving in that position since 2005, having served as Deputy Chief of Defense Forces in the past.

Lieutenant General Charles Lwanga Lutaaya, is a senior Ugandan military officer in the Uganda People's Defence Forces (UPDF). He a presidential advisor on matters of Airforce. Before that, he was the Commander of the UPDF Air Force after having served as Deputy Commander of the UPDF Air Force.

Major General Silver Kayemba is a senior military officer in the Uganda People's Defense Force (UPDF). He currently serves as the Military Attaché at Uganda's Permanent Mission to the United Nations in New York City.

Major General Gavas Mugyenyi, also Garvas Mugyenyi is a senior military officer in the Uganda People's Defence Forces (UPDF). He serves as Uganda's military attache to India, effective January 2020.

Joseph Musanyufu is a lieutenant general in the Uganda People's Defence Force (UPDF), who serves as the Permanent Secretary Ministry of Internal Affairs, Uganda. Immediately prior to his current appointment, he served as Joint Chief of Staff, the third highest rank in the Ugandan military. He has four children, 1 son Musanyufu Chris jr and 2 daughters. Musanyufu also served as the Chief of Personnel and Administration in the UPDF, a position that he was appointed to in 2014.

Major General Don William Nabasa, is a Ugandan military officer in the Uganda People's Defence Forces (UPDF). He currently serves as the Commander of the UPDF Military Police, effective 26 October 2021. Before that, he was the commander of the Uganda contingent in Somalia as part of AMISOM.

Hudson Mukasa is a Major General in the Uganda People's Defence Forces (UPDF). Since June 2016, he has been the Military Attaché to Uganda's Embassy to Kenya, based in Nairobi. Before that he served as the Military Attaché at Uganda's Embassy to Burundi, based in Bujumbura.

National Defence College, Uganda is a National Security and Strategic Studies training and educational institution in Uganda.

James Birungi, is a Major General in the Uganda People's Defence Force Air Force (UPDAF). He serves as the Chief of Military Intelligence in the UPDF, effective January 2022.
