Crispus Walter Kiyonga (born 1 January 1952), whose first name is sometimes spelled Chrispus, is a Ugandan physician, politician and diplomat, who serves as Uganda's Ambassador to China, based in Beijing. [1] He previously served as the Minister of Defence in the Cabinet of Uganda from 2006 to 2016. [2]

Prior to that, he was Minister Without Portfolio in the Office of the President from 2005 to 2006. During the cabinet reshuffle of 16 February 2009, [3] and that of 27 May 2011, [4] and that of 1 March 2015, [5] he retained his cabinet post. In 2016, he lost the Member of Parliament (MP) seat for Bukonjo County West to Hon. Robert Katusabe, Kasese District, in the Ugandan Parliament. [6]

Background and education

Kiyonga was born in Kasese District in the Western Region of Uganda on 1 January 1952. Between 1959 and 1966, he attended Bwera Primary School, in Bwera, a few kilometres from the Ugandan border with the Democratic Republic of the Congo. During 1967 through 1970, he attended Nyakasura School from S1 to S4. He studied for his S5 and S6 at Kings College Budo from 1971 to 1972. [7]

From 1973 through 1978, he attended Makerere University School of Medicine where he obtained his first medical degree, the Bachelor of Medicine and Bachelor of Surgery (MBChB) in 1978. Later, in 2004, he obtained a Master of Health Science (MHS) with specialisation in Population Dynamics from the Johns Hopkins School of Public Health. His studies at Johns Hopkins were funded through a Fogarty International Center Scholarship Archived 2007-09-12 at the Wayback Machine . [8] [9]

Career

During the first post-Idi Amin national elections in Uganda in 1980, Kiyonga participated as a candidate on the Uganda Patriotic Movement (UPM) platform. He won in his constituency, making him the only UPM candidate who won during those elections. He joined the National Resistance Movement (NRM) during its struggle against the second Milton Obote regime from 1981 until 1986. [7]

From 1986, when the NRM assumed power in Uganda, until 2006 when he was appointed as Minister of Defense, Crispus Kiyonga held several cabinet and non-cabinet posts in the Ugandan Government: [7]

Between 1992 and 1994, Kiyonga left the government temporarily to serve as a consultant with the World Bank and the African Development Bank. He returned to active politics in 1994 when he was elected to the Constituent Assembly that drew up the 1995 Uganda Constitution. He continuously represented Bukonjo County West, in the Ugandan Parliament, from 1980 until 2016. [9] In 2016, he was appointed Uganda's Ambassador to China. [11]

Frederick Douglas Mwanja Mukisa was a Ugandan educator and politician. He served as the State Minister for Fisheries in the Ugandan Cabinet, from 1 June 2006 until 27 May 2011. In the cabinet reshuffle of 27 May 2011, he was dropped from the cabinet and replaced by Ruth Nankabirwa. He also served in the elected Ugandan Parliament, representing "Bukooli County Central", Bugiri District, from 2006 until 2011. During the 2011 national election cycle, he lost to Hajji Siraji Lyavala during the National Resistance Movement (NRM) primaries, who in turn lost to Wafula Oguttu of the Forum for Democratic Change, in the general election. In March 2015, Siraji Lyavala was elected Chairman (LC-5) of Bugiri District.

Mwesigwa Rukutana, is a Ugandan lawyer and politician. He served as Deputy Attorney General of Uganda from 1 March 2015 to January 2020. He replaced Fred Ruhindi, who was appointed Attorney General. He was transferred from attorney general chambers to Minister of State for Labour until June 2021 when he was dropped from the cabinet. He was appointed to the post of deputy attorney general on 1 March 2015, Prior to that, between 27 May 2011 and 1 March 2015, he served as the State Minister for Labor in the Ugandan Cabinet. He was appointed to this position on 27 May 2011. He replaced Emmanuel Otala, who was dropped from the Cabinet. Prior to that, he served as the State Minister for Higher Education, from 16 February 2009 until 27 May 2011.

Fred Mandir Jachan Omach, commonly known as Fred Omach is a Ugandan banker and politician. He is the current chairman of the board of directors at Uganda National Roads Authority, since 14 March 2017.

MusumbaIsaac Isanga is a Ugandan lawyer and politician. He served as the State Minister for Regional Foreign Affairs, from June 2006 until May 2011. In the cabinet reshuffle on 27 May 2011, he was dropped from the cabinet and was replaced by Asuman Kiyingi. He also served as the elected Member of Parliament (MP), representing "Buzaaya County", Kamuli District, from 1996 until 2011. During the 2011 national elections, he lost to Muzaale Martin Kisule Mugabi, during the National Resistance Movement (NRM) primaries. In 2016, he bounced back into the 10th parliament, representing Buzaaya County, in Kamuli District, on the NRM ticket. Richard Nduhura, sometimes spelled Richard Nduhuura, is a Ugandan politician, diplomat and veterinarian who currently serves as Uganda's Permanent Representative to the United Nations. He was appointed to that position in August 2012. Prior to that, he served as State Minister for Health in the Ugandan Cabinet. He was appointed to that position on 1 June 2006. In the cabinet reshuffle of 16 February 2009, and that of 27 May 2011, he retained his cabinet post.

Urban Tibamanya is a Ugandan lawyer and politician. He was the State Minister for Urban Development in the Ugandan Cabinet from 2006 until 2011. Although the cabinet reshuffle of 2009 did not affect his cabinet post, the cabinet reshuffle of 27 May 2011 caused him to be replaced by Justine Lumumba Kasule. He also served as the elected Member of Parliament for Kashari County, Mbarara District, from 2006 until 2011. During the 2011 national election cycle, he lost to Wilberforce Rutashokwa Yaguma in the National Resistance Movement (NRM) political party primaries. He then ran as an Independent candidate, but still lost to Yaguma, who is the current incumbent MP for that constituency.

The medical school has been part of Makerere University since 1924. The school provides medical education at diploma, undergraduate, and postgraduate levels.

Adolf Kasaija Mwesige is a Ugandan lawyer and politician who served as Minister of Defence and Veterans Affairs in the Cabinet of Uganda from 6 June 2016 to 8 June 2021. He previously served as Minister of Local Government from 18 February 2009 to 6 June 2016. He has also been the elected Member of Parliament for Bunyangabu County, Kabarole District, since 1996. In July 2017, Bunyangabu County was peeled off Kabarole District to form Bunyangabu District.

Peter Nyombi was a Ugandan lawyer and politician. He was an Attorney General and member of the Ugandan Cabinet, appointed on 27 May 2011. He replaced Kiddu Makubuya who became Minister for General Duties in the Office of the Prime Minister. In the cabinet reshuffle of 1 March 2015, he was dropped from the cabinet and was replaced by Fred Ruhindi. He was also the elected Member of Parliament for "Buruuli County" in Nakasongola District.

Barbara Nekesa Oundo is a Ugandan politician and diplomat, who serves as Uganda's High Commissioner to South Africa, based in Pretoria. In that capacity, she also represents her country, to the nations of South Africa, Botswana, Namibia, Lesotho and Swaziland.

Ida Erios Nantaba is a Ugandan politician. She was the State Minister in the Uganda Ministry of Information and Communications Technology. She was appointed to that position on 6 June 2016. Prior to that, from 15 August 2012 until 6 June 2016, she was Minister of State for Lands in the Cabinet of Uganda. Nantaba is also the elected Member of Parliament for Women in Kayunga District Constituency.

Frank Kagyigyi Tumwebaze is a Ugandan educator and politician of the National Resistance Movement political party. He is the Minister of Agriculture, Animal Industry and Fisheries, effective 8 June 2021.

Chris Baryomunsi is a Ugandan physician, public health specialist, demographer, and politician. He is the Minister for ICT and National Guidance in the Cabinet of Uganda. He was appointed to that position in 2021. From 1 March 2015 until 6 June 2016, he served as State Minister of Health for General Duties.

Beti Olive Namisango Kamya-Turomwe, also known as Betty Kamya and Beti Kamya, is a businesswoman and politician in Uganda, the third-largest economy in the East African Community. She is the Inspector General of Government in Uganda, since 16 July 2021.

She was formally confirmed by the Parliament on 21 June 2021. She replaced Ruhakana Rugunda, who was named to the post of Envoy For Special Duties In The Office Of The President of Uganda. She is the first female prime minister of Uganda.
