Joseph Russell Boam (born 15 November 2002) is a British politician and businessman who serves as a Reform UK councillor for Whitwick on Leicestershire County Council. He briefly served as Deputy Leader of Leicestershire County Council and Cabinet Member for Adults and Communities in 2025. [1]

Boam was born in Whitwick,North West Leicestershire. His family runs several local businesses,including Joseph Boam Properties,the long-established G. Boam &Sons Pure Ices,and Russell's Garden Buildings Ltd,which he operates with his father. [2] [3]
His father,Russell Boam,has served as a Conservative councillor on North West Leicestershire District Council since 2015. [4] Boam attended Loughborough College before beginning his involvement in local politics. He first stood for elected office in the 2023 North West Leicestershire District Council elections,contesting the Thringstone ward. [5]
Boam defected to Reform UK in 2024,stating that the Conservative Party "no longer represented his values". He later became chairman of Reform UK's North West Leicestershire branch. [6]
In the 2025 Leicestershire County Council election,Boam was elected as Reform UK councillor for Whitwick with 1,601 votes. [7] He was appointed Deputy Leader of the Council and Cabinet Member for Adults and Communities shortly after the election. [8]
On 17 August 2025,Boam was removed from his Cabinet and Deputy Leader roles allegedly following internal disagreements with the Leader,Dan Harrison. . [1]
In September 2025,Boam was the subject of national media reports after allegations that free ice creams from his family's business had been offered near a polling station during a local by-election. Commentators suggested the claims could relate to treating. [9] [10] Boam denied any wrongdoing and stated he was not present at the location at the time of the alleged incident. [9]
