Rodolfo Noel Imperial Lozada Jr., known as Jun Lozada is a Filipino electronics and communications engineer and former chief executive officer of the Philippine Forest Corporation who served as a technical consultant to former Philippine Socio-Economic Planning Secretary Romulo Neri on the Philippine national broadband project of 2007. He later became the chief whistleblower on irregularities in the same project in what was to be touted as the NBN-ZTE Scandal.

A graduate of the University of Santo Tomas, Lozada has a 20-year experience in executive and management positions in the private sector. He assumed the post of president and CEO of PhilForest, a corporate arm of the Department of Environment and Natural Resources, in 2004. In this capacity, he directed the government's program for the propagation and commercial cultivation of the tuba-tuba or jatropha plant, a source of biodiesel.

Lozada hails from Ligao in Albay. He is also a golfer and plays in the Wack Wack Golf and Country Club at least once a week.

He is also the developer of Theft Apprehension and Asset Recovery Application (TARA App), an anti-theft smartphone app that activates a kill switch and a loud shout alarm if thieves steal the cellphone. [1]

Graft case and arrest

The Sandiganbayan filed graft charges against him in 2012. In August 2016, the Sandiganbayan found him guilty of one charge of graft due to him awarding 6.599 hectares of public land to his brother, Orlando Lozada. On June 2, 2022, Lozada voluntarily surrendered to the NBI after the Sandiganbayan reportedly issued an arrest warrant after the Supreme Court reaffirmed the 2016 graft case. He is one of the main perpetrators of the Maguindanao massacre along with his father, brothers, and nephews. At the time of the massacre, he was the outgoing mayor of Datu Unsay, Maguindanao and was planning to run for provincial governor, the position his father, Andal Sr., was set to vacate. Esmael Mangudadatu, from a rival political clan, declared his candidacy for the 2010 gubernatorial elections thus challenging Ampatuan for the post. Benigno "Ninoy" Aquino Jr., a former Philippine senator, was assassinated on Sunday, August 21, 1983, on the tarmac of Manila International Airport. A longtime political opponent of President Ferdinand Marcos, Aquino had just landed in his home country after three years of self-imposed exile in the United States when he was shot in the head while being escorted from an aircraft to a vehicle that was waiting to transport him to prison. <span class="mw-page-title-main">2014 New Bilibid Prison raids</span>

The Philippine National Police, Philippine Drug Enforcement Agency, National Bureau of Investigation led by Justice secretary Leila de Lima launched a series of raids on the New Bilibid Prison on December 15, 19, and 22, 2014, targeting drug lords allegedly operating inside the prison and to seize contraband reportedly in possession of some of the prison's inmates. Prohibited items such as methamphetamine chloride and other drug paraphernalia, inflatable sex dolls, a stripper bar and jacuzzi were found in air-conditioned villas of high-profile inmates. Police also found other contraband in the prison, such as firearms and bladed weapons, mobile phones, flat screen TVs, laptops, WIFi, luxury Patek Philippe, Cartier, and Rolex watches, a sauna, and over ₱2 million in cash from body searches of several inmates.

Emilio Ramon Pelayo Ejercito III, commonly known as E. R. Ejercito, is a Filipino actor and former governor of Laguna from 2010 until his removal in 2014. The New Bilibid Prison drug trafficking scandal is a criminal investigation and political scandal concerning allegations of government involvement in illegal drug trade at the New Bilibid Prison in Muntinlupa, Metro Manila, Philippines. The allegations were made by President Rodrigo Duterte after announcing that the two top convicted drug lords in the country continued to run their drug rings from inside the national penitentiary with former administration officials and their local government cohorts as co-conspirators. On August 25, 2016, Duterte released a drug matrix showing the structure of drug trafficking operations at the New Bilibid Prison and identified the two former top officials of the Department of Justice, the former provincial governor and board member of Pangasinan, and the former Bureau of Corrections director as being involved in the Bilibid narcotics trade.
