Kenneth Edward Vowles (born 29 September 1971) is an Australian politician and former cricketer from the Northern Territory. He was a member of the Northern Territory Legislative Assembly from 2012 until 2020,representing the electorate of Johnston. He was Minister for Primary Industry and Resources and Minister for Aboriginal Affairs in the Gunner government from 2016 to 2018. He was sacked as a minister and expelled from the Labor caucus in December 2018 when an email he had written to his Cabinet colleagues stating his concern about the state of the Territory’s budget deficit was leaked to the media. He subsequently remained in parliament as a Labor backbencher outside caucus,but announced his resignation from parliament in November 2019 with effect from January 2020.

Born in Darwin,Vowles attended the Australian Cricket Academy on a scholarship from 1989 to 1990,during which time he toured internationally with the Australian Under-19 team. [1] As an Under-19 player,Vowles held the record for the fastest century scored at the Melbourne Cricket Ground until the record was broken by Viv Richards. [2]
In 2008,Vowles contested the seat of Blain as a Labor Party candidate at that year's Territory general election,although he was defeated by Terry Mills,the future Chief Minister. He nominated to contest the seat of Johnston in the 2012 election,although a controversy emerged when the Labor Party threatened the Northern Territory News with legal action to prevent the newspaper from publishing a story about Vowles' spent assault conviction from a fight in 1992 (Labor leader Paul Henderson had previously been critical of another candidate for not disclosing a manslaughter conviction). Vowles was elected as member for Johnston,although the Henderson government was defeated by the Country Liberal Party. [4] After two years as a minister,Vowles was sacked and excluded from the Labor caucus,along with two backbench colleagues who held similar views about the Territory’s budget deficit,on 21 December 2018. [5] On 28 November 2019,he announced that he would resign from parliament with effect from 31 January 2020. [6]

Johnston is an electoral division of the Legislative Assembly in Australia's Northern Territory. It was first created in 2001,replacing the abolished seat of Jingili,and is named after Commodore Eric Johnston,a former Administrator of the Northern Territory. Johnston is an urban electorate,covering only 5 km²and taking in the Darwin suburbs of Jingili,Moil,Wagaman and part of Alawa. There were 5,556 people enrolled within the electorate as of August 2020.

The 11-year Labor Party government led by Chief Minister Paul Henderson was defeated in their attempt to win a fourth term against the opposition Country Liberal Party led by opposition leader Terry Mills with a swing of four seats,losing the normally safe Labor remote seats of Arafura,Arnhem,Daly and Stuart,whilst retaining their urban seats picked up at the 2001 election.

The Australian Labor Party (Northern Territory Branch),commonly known as Territory Labor,is the Northern Territory branch of the Australian Labor Party. It has been the governing party of the Northern Territory since winning the 2016 election under Michael Gunner. It previously held office from 2001 to 2012.
Territory Alliance is an Australian political party based in the Northern Territory. It was founded in 2019 by Terry Mills,an incumbent member of the Northern Territory Legislative Assembly and former Chief Minister of the Northern Territory. He had been elected as a member of the Country Liberal Party (CLP). In March 2020,two additional independent MLAs joined the party,Jeff Collins and Robyn Lambley. This saw the Alliance surpass the CLP as the second-largest party in the Legislative Assembly,but failed to gain official opposition status after a secret ballot of non-Government members of the Legislative Assembly instead recognised the CLP in a 5-3 vote. Despite hopes of forming government in its own right,or a coalition with the CLP or Labor in a minority government,the party was left with only one seat following the 2020 Territory election. With Robyn Lambley's departure from the Territory Alliance,the party currently has no representation in the Legislative Assembly.
A by-election in the seat of Johnston in the Northern Territory was held on 29 February 2020,following the resignation of Ken Vowles,the MLA for Johnston,on 31 January 2020. Vowles was first elected in the 2012 Northern Territory general election,winning 45% of first preference votes and 55.7% of the two-party-preferred vote. At the 2016 Northern Territory general election,Vowles was re-elected with 51% of first preference votes and 64.7% of the two-party-preferred vote.
